Monarch “rest stops” are usually called Monarch Waystations: habitat patches with milkweed for caterpillars and nectar flowers for adult butterflies. You can create one in a home or school garden, a community landscape, or—in larger projects—along a road or on working lands. The goal is to provide useful habitat along migration routes, not to guarantee a measurable increase in monarch numbers.

What makes a monarch waystation useful?

A waystation combines two kinds of food: milkweed, the host plant on which monarchs lay eggs and caterpillars feed, and nectar-producing flowers used by adults. The plants are intended to provide resources between larger breeding and wintering habitat areas. The National Park Service describes habitat loss along migration routes, as well as losses of milkweed and winter habitat, among the threats facing monarchs (NPS, updated June 20, 2025).

These plantings have a conservation rationale, but the available sources do not demonstrate that a particular waystation increases monarch populations. A garden can provide habitat without being treated as proof of population recovery.

How to plan a waystation for your site

Choose plants for your region and conditions

There is no universal best milkweed. Start with Monarch Watch’s regional milkweed recommendations and consult a local native-plant organization or knowledgeable nursery. Match selections to sunlight, soil moisture and drainage: species suited to dry ground may not thrive in wet soil, and local lists should not be generalized to other regions.

For example, Fairfax County’s locally tailored guidance separates milkweeds for dry, average-wet and wet sites (Fairfax County Northern Virginia Soil and Water Conservation District). Use it as a Northern Virginia reference, not as a national planting list.

Provide milkweed and a succession of nectar

Monarch Watch recommends at least 10 milkweed plants and several nectar plants that bloom sequentially or continuously during the growing season. Its guidance says a waystation has no minimum area for certification, while noting that sites function best at 100 square feet or more; six or more hours of sun is ideal. These are program recommendations, not proven thresholds for increasing monarch abundance (Monarch Watch Monarch Waystation Program).

Plant different milkweed species where appropriate, since they mature and flower at different times. Include annual, biennial or perennial nectar plants so flowers are available through the breeding season and fall migration. Place plants relatively close together for shelter from weather and predators, but do not crowd them.

Source plants responsibly

Monarch Watch advises avoiding plants treated with systemic pesticides during propagation. Ask sellers whether they can substantiate pesticide-treatment information. Its suggested sourcing channels include local native-plant nurseries, native-plant society or Master Gardener sales, and the Milkweed Market. A marketplace listing alone does not establish that a plant is pesticide-free or suitable for your region.

Plan for ongoing care

A waystation needs a management plan, not just a planting day. Depending on the site and species, care may include watering while plants establish, mulching, thinning, removing invasive plants, avoiding insecticide use and adding habitat features as needed. Many native milkweeds and nectar plants are drought tolerant and prefer well-drained soil, but some species are suited to wetter locations.

What the Texas Monarch Highway example shows

The Native Plant Society of Texas, Texas Department of Transportation and U.S. Fish & Wildlife Service partnered to create four waystations at highway rest areas between Austin and Dallas on Interstate 35. The installations include hundreds of Texas native nectar plants, including milkweeds, and interpretive signs (USFWS, February 28, 2022).

The example illustrates how roadside habitat can combine planting with public education. In that 2022 account, USFWS Southwest Region At-Risk Species Coordinator Katie Boyer said, “Monarchs can travel about 50 miles a day when they’re migrating, so having these pockets of habitat for them to stop over along that route is really important.” That is Boyer’s attributed description, not a guarantee of daily travel distance for every butterfly.

In the same account, Native Plant Society of Texas representative Kim Conrow summarized the planting idea: “Make it three seasons of nectar producing plants and add in several milkweeds – and you have a monarch waystation!”

Which scale of project fits your goal?

Approach What it offers What to plan for
Home or school garden Direct control over plant choice and routine care. Local species, suitable sunlight and soil, bloom continuity, and someone to maintain it.
Community or institutional landscape Can make habitat visible to more people and support interpretation or education. Agreement on plant choices, access, maintenance responsibility and long-term upkeep.
Roadside planting Can place habitat along a travel corridor and pair it with public information, as at the Texas I-35 rest areas. Site suitability, coordination with land managers, region-appropriate plants and continuing maintenance.
Farm, ranch or forest project Can integrate habitat practices with management of larger working landscapes. Property goals, regional resources and program-specific assistance or eligibility.

The sources do not establish that one project scale is more effective than another. Choose according to what you can plant appropriately and sustain.

Where landowners can find help

In the United States, USDA Natural Resources Conservation Service (NRCS) offers free technical assistance and financial assistance for conservation practices on farms, ranches and forests. Plans are tailored to property goals and regional resources; available assistance and eligibility depend on location and program. Contact your local NRCS service center to discuss options (USDA NRCS, Monarch Butterflies).

Registration and signs are optional extras

Monarch Watch offers waystation registration, and a waystation sign is available through the program after habitat registration. The sign can identify a project, but it is not what makes habitat useful: the plants, their regional suitability and their continued care do that.
