The Commission will consider sanctions separately; the league lists fines, points deductions and other sporting sanctions as possibilities, but has not said which—if any—it will impose or when a decision will come.
What did the independent Commission find?
In its 29 September 2026 summary, the Premier League said the independent Commission found City guilty of all charges concerning serious breaches of the league’s financial rules over nine seasons, from 2009/10 through 2017/18. It also upheld most of the charges concerning the club’s failure to cooperate with the league’s investigation. This is a Premier League disciplinary finding under league rules, not a criminal-court judgment.
According to the league’s account of the Commission’s findings, City used sham commercial arrangements and other arrangements funded by its then-owner, Abu Dhabi United Group Investment & Development Ltd (ADUG), to inflate reported revenue and reduce costs. The Commission found that the arrangements artificially inflated revenue and reduced costs by more than £900 million over the affected period. The league also said the Commission found that City’s accounts misstated the club’s finances, the true state of those finances was concealed from auditors and football regulators, and accurate accounting would have shown breaches of Premier League and UEFA spending limits. These are the Commission’s findings as reported by the league.
On the cooperation charges, the Premier League said three of the four alleged categories of breaches of cooperation and utmost good faith were upheld.

Has Manchester City appealed?
Yes. City said it lodged a comprehensive appeal at 7pm on 1 October 2026. The club’s position is that the Commission’s opinion contains material errors of law, principle and fact and is unsafe; it continues to assert its innocence. Those are City’s arguments on appeal, not findings that have been adjudicated. The club’s statement is available at Manchester City’s appeal announcement.
The Premier League confirmed the appeal on 2 October. Its appeal update says the Appeal Board may allow or dismiss the appeal, or make another order it considers appropriate, including varying the Commission’s order. An appeal filing by itself does not establish that the findings have been reversed or suspended; the league has not said that either has happened.

Has City been punished yet?
No. The Premier League says sanctions will be addressed at a further hearing before the Commission. It has not announced a sanction, nor specified whether that hearing must take place before or after the appeal is decided. The league says it intends for the full process to conclude as soon as possible, but has published no hearing schedule or decision date.
Sanctions the league has identified
The Premier League describes the Commission’s discretion as broad and gives a non-exhaustive list of possible sanctions. The published information does not rank them or establish that any particular outcome is likely.

When will the appeal and sanction decisions happen?
The appeal hearing is private and confidential until publication of its outcome is permitted, the Premier League says. The league describes the Appeal Board as three members appointed by the Chair of the Judicial Panel, with a chair who should have held judicial office. It has not published a date for the hearing or result, or said in what order the appeal and sanctions processes will conclude.
The Associated Press reported that the rules provide for an appeal hearing within 12 weeks of filing and that the hearing cannot exceed five consecutive days. That is a reported rule-based window, not a scheduled hearing date or a promised decision date. The AP report is at Associated Press.

The underlying Commission hearing lasted 42 days and concluded in December 2024, according to the Premier League. The league also quoted the Commission saying it had considered approximately 7,000 pages of witness and expert transcripts and that producing its decision took much longer than anticipated. Those figures help explain the scale of the case; they do not predict how long the appeal or sanctions stage will take.

- An Appeal Board outcome: it may allow or dismiss the appeal, or issue another order, including varying the Commission’s order.
- A separate sanctions decision: the Commission is to address sanctions at a further hearing, but the league has not disclosed its date or its sequence relative to the appeal.
- Publication of decisions: the appeal process is confidential until publication is permitted, so there may be no public, real-time account of the hearing.
Until those steps produce decisions, the Commission’s findings, City’s challenge to them and any eventual punishment are distinct parts of an ongoing disciplinary process—not a settled points deduction, relegation or expulsion.
