FEMA Administrator Cameron Hamilton announced a new definition of emergency management in late September 2026: “the strategic coordination of emergency services to protect life, property, and continuity of operations,” according to Eos. The wording appears to narrow the field toward first-response services, but the available reporting does not establish that it changes FEMA’s legal authority, grant rules, or programs. The key issue is whether that narrower phrase can accommodate the wider coordination and disaster-cycle work the agency also describes.
What is FEMA’s new definition of emergency management?
Hamilton said the definition took effect immediately. Eos reported that it appeared in a late-September 2026 memorandum and that he announced it in a video. The wording is: “the strategic coordination of emergency services to protect life, property, and continuity of operations.”
The memo’s stated rationale is that emergency management has expanded beyond its original scope, “which has diluted our credibility, capability, and professional development.” That presents the change as a return to focus. Samantha Montano, an associate professor at Massachusetts Maritime Academy and emergency-management researcher, agrees that clearer terminology can be useful, but calls this particular redefinition “bizarre” and argues it departs from decades of work by researchers and practitioners, as quoted by Eos.
How does the new definition differ from FEMA’s earlier one?
Eos quoted FEMA’s previous website definition as “the managerial function charged with creating the framework within which communities reduce vulnerability to hazards and cope with hazards.” Montano said a focus group of researchers and practitioners developed that wording.

The contrast is about emphasis, not proof that all the earlier work has been discarded. The available reporting does not include the full memo or a legal analysis establishing what the new sentence requires.
Why does the phrase “emergency services” raise concern?
Montano interprets “emergency services” to mean fire, police, and emergency medical services. In her reading, that could reduce the prominence of other partners and tasks central to managing hazards before, during, and after a disaster. She warns that the wording could leave out other government agencies, nonprofits such as the Red Cross, utilities, public health organizations, hospitals, and university emergency managers, as well as mitigation and recovery.

Those are concerns about the definition’s possible reach, not confirmed exclusions from FEMA’s mission. Eos does not establish that the agency has stopped coordinating with those partners or that mitigation and recovery programs have changed.
Does the memo’s reported work plan fit its definition?
Eos says the memo directs updates to doctrine, policy, guidance, training, websites, workforce materials, plans and exercises, publications, presentations, and other internal and public-facing materials. It also reports that the memo identifies 12 focus areas, including risk analysis, hazard-vulnerability assessments, planning and plan development, and cross-functional coordination.

Those functions can extend beyond first responders and a single phase of a disaster. Their inclusion creates an apparent tension with a definition centered on “emergency services.” It does not, on its own, prove a contradiction: without the full memo, it is not clear how FEMA intends to define the term or apply it across those areas.

That outcome is not established. Montano’s interpretation raises the possibility that a narrower mission could affect how FEMA coordinates or prioritizes work, but the reporting does not show a change to grant eligibility, funding, program rules, or statutory responsibilities. An announced definition is not by itself evidence that a specific program has been altered.

To determine practical effects, readers would need the complete memorandum and any implementing guidance, alongside the statutes and program rules governing FEMA’s work. Eos reported that the implications remained unclear and did not provide the memo itself.
What broader policy debate does the change touch?
Montano told Eos that she saw similarities between the definition and proposals in Project 2025 and a FEMA Review Council report released in May, which Eos said proposed transferring many FEMA responsibilities to states and localities. That is her comparison; the available account does not establish that the documents are equivalent or that the new definition implements those proposals.

The central question is whether FEMA is simply sharpening terminology or signaling a broader operational shift. The published reporting supports identifying that question, but not claiming that the agency’s authority or programs have already been reshaped.
