Apple Pay launched in India on 30 September 2026, twelve years after its 2014 US debut—not nine. There is no established 2017 India milestone in the available public record that makes the nine-year figure accurate. The long wait appears to reflect a combination of card and payment-system integration, India’s evolving tokenisation framework, and reported bank negotiations; no public source establishes one decisive cause.

Why the “nine years” figure is misleading

Apple Pay launched in the United States in 2014, according to The Indian Express. Apple announced availability in India on 30 September 2026. That is a twelve-year interval. The public sources reviewed do not identify a specific 2017 India announcement or other milestone that would explain counting nine years instead.

The distinction matters: the launch date is clear, but Apple has not publicly explained the full decision chronology or named a single cause for the delay. The best-supported explanation is a set of practical and commercial factors, not one confirmed regulatory obstacle.

What Apple Pay needed to work in India

Card issuers, networks and payment providers had to integrate

Apple Pay is a card-based wallet, not a bank-to-bank transfer system. A usable card depends on the card issuer and network supporting it, while in-store or online checkout also depends on compatible merchant and payment infrastructure. That means availability can expand issuer by issuer and merchant by merchant rather than arriving automatically for every bank or checkout.

At launch, Apple listed Axis Bank-issued Visa and Mastercard credit cards as eligible. TechCrunch reported that RuPay cards were not supported at launch and described issuer-by-issuer integration as one reason a broad rollout can be complex. Apple’s India eligibility page currently names Axis Bank and those two networks.

India’s tokenisation rules evolved over several years

Tokenisation substitutes a token for a card number in a payment flow. The Reserve Bank of India permitted card networks to offer card tokenisation in 2019. In August 2021, it extended device-based tokenisation to wearables and other devices; on 7 September 2021, it extended the framework to card-on-file tokenisation, permitted issuing banks to act as token service providers, and set conditions for tokenisation services. The details appear in the RBI’s 2021 circular.

Square Reader for magstripe (USB-C)
  • Get your money as soon as the next business day.
  • Get set up quickly with no long-term commitments. Download the Square Point of Sale app for free, create an account, and start taking payments anywhere.
  • Run your business all in one place with the free Square Point of Sale app. Track your sales, manage inventory, accept tips, send receipts digitally, and more.
  • Works with Apple devices with a Lightning connector.

This history helps explain the compliance and integration work surrounding card wallets across phones, watches and online checkouts. The circular does not mention Apple Pay, however, and it does not establish that tokenisation rules alone caused the delay. Nor does it establish the complete state of Indian payment regulation at Apple Pay’s 2026 launch.

Bank negotiations were reported, but not confirmed by the parties

TechCrunch reported that Apple was seeking a transaction fee of about 20 basis points, or 0.2%, and that talks with HDFC Bank, ICICI Bank and SBI Card had not produced launch support at the time of its report. The figures and negotiation details were attributed to people familiar with the matter; the report said the named parties did not respond to requests for comment. They should be treated as reported context, not as an Apple-confirmed fee policy or proof that negotiations account for the entire twelve-year interval.

The same report described the payments-layer margin as roughly 40 to 50 basis points, or 0.4% to 0.5%. That comparison helps show why a reported 20-basis-point fee might matter to participants, but it does not establish the economics of every Apple Pay transaction.

UPI was already a different, widely used way to pay

UPI enables bank-to-bank transfers, often initiated by scanning a QR code. Apple Pay instead charges an eligible card through its card network. The difference meant Apple needed participating card issuers and compatible checkout infrastructure in a market where UPI was already a familiar digital-payment option. It does not mean UPI blocked Apple Pay; the sources do not establish that claim.

What launched in India—and who could use it

Apple’s 30 September 2026 announcement said Apple Pay was available on iPhone, iPad and Apple Watch, with Mac support coming soon. It supports contactless in-store payments and eligible purchases in apps and on the web. At launch, eligibility was limited to Axis Bank Visa and Mastercard credit cards; the supported card list and merchant acceptance should not be read as universal.

Apple named Blinkit, Chaayos, Croma, Ixigo, Reliance brands, Tata 1mg and Zomato among participating merchants. It also named payment service providers Cashfree, JusPay, Mswipe, Paytm, PayU, Pine Labs, Razorpay and Worldline. Actual acceptance still depends on the merchant and its payment setup. Apple’s announcement is at Apple Newsroom.

How Apple Pay compares with UPI and earlier phone wallets

Payment option How payment is funded What acceptance depends on
Apple Pay in India at launch Eligible Axis Bank Visa or Mastercard credit card Participating issuer, supported device, and compatible contactless terminal or enabled app or web checkout
UPI Bank-to-bank transfer from a linked bank account UPI app and merchant acceptance, often by QR code
Other phone-based card wallets Depends on the wallet and eligible card Wallet, issuer and merchant support; current eligibility is not established here

The Indian Express reports that Samsung Pay launched in India in March 2017 and Google Pay added NFC-based tokenised card payments in 2020. Those examples show that phone-based card tapping preceded Apple Pay in India, but they do not establish the competitors’ current eligibility or capabilities.

Why the timing mattered to potential users

The initial card list made the launch useful to a defined group, not to every Indian cardholder. The Indian Express, citing RBI data, reported 16.29 million Axis Bank credit cards outstanding in August 2026, out of 124.05 million credit cards across India. It also reported about ₹2.02 lakh crore in credit-card spending that month. These figures provide market context, not a measure of Apple Pay adoption or the number of people eligible to use it.

Apple described its security design as keeping actual card numbers off the device and Apple’s servers and not sharing them with merchants. That is Apple’s product claim, not an independent test. Apple Pay executive Jennifer Bailey, Apple’s vice president of Apple Pay and Apple Wallet, said India has a “dynamic and digitally savvy population” and that the company was excited to bring the service to Indian users. Neither statement explains why launch took until 2026.

What the public record does—and does not—show

  • Established: Apple Pay’s US launch was in 2014; India availability began on 30 September 2026.
  • Established: The launch relied on a limited set of eligible cards, devices and enabled checkout locations.
  • Relevant context: RBI tokenisation rules developed over time, and card-wallet availability requires coordination across issuers, networks and payment infrastructure.
  • Reported, not confirmed: TechCrunch’s account of fee discussions and negotiations with major banks relied on unnamed sources.
  • Not established: A single decisive cause for the delay, or a claim that RBI rules, data localisation or UPI alone kept Apple Pay out of India.

The most defensible explanation is therefore cumulative: Apple Pay needed a workable card, network and merchant ecosystem in India, against a regulatory framework that was evolving and amid reported commercial discussions. The available public evidence does not let us assign a precise share of the twelve years to any one factor.
