Saudi Arabia’s new Ceer brand is entering the electric-vehicle market with premium-performance sedans and SUVs, putting it in territory occupied by U.S. automaker Lucid. The ownership link is real but indirect: Saudi Arabia’s Public Investment Fund (PIF) majority-owns Ceer, while Ayar, a PIF affiliate, is Lucid’s controlling stockholder. That does not by itself mean the companies share day-to-day management—or that PIF has formally chosen one over the other.

What is Ceer, and how does it compete with Lucid?

Ceer is a Saudi vehicle brand launched by PIF in 2022. PIF describes it as part of a domestic automotive ecosystem and the Kingdom’s economic-diversification effort. Its first flagship vehicles, unveiled on September 21, 2026, are the EXOBOT sedan and SUV.

The ownership relationship behind the headline is best understood as two separate links:

Lucid’s filing establishes Ayar’s status as a PIF affiliate and controlling stockholder; it does not establish common day-to-day management with Ceer. Rest of World characterizes Ceer as a hedge against Lucid, but that is an interpretation of the portfolio relationship, not evidence of a formal PIF decision to shift support from one automaker to the other. Automobility founder and CEO Bill Russo described the distinction as Lucid being an existing global technology and luxury-EV company, while Ceer has a mandate to create a Saudi original equipment manufacturer and local ecosystem.

Lucid also has a Saudi government procurement agreement. Under the agreement entered in August 2023, the Saudi government and related purchasers can buy up to 100,000 vehicles over ten years: a minimum of 50,000, plus an optional 50,000 at the purchaser’s discretion. Lucid’s June 2026 filing says contract conditions can reduce the minimum, including in certain cases involving unaccepted orders or missed delivery deadlines. The agreement is a significant potential source of demand, not a guarantee that all 100,000 vehicles will be purchased.

What Ceer’s EXOBOT vehicles promise

Ceer’s website lists the EXOBOT PLUS sedan and SUV with company-published performance figures. These are manufacturer specifications, not independently verified road-test results.

The range figures are stated on the NEDC test cycle and should not be compared directly with figures measured on a different cycle. Real-world range and charging performance depend on conditions. Rest of World separately reported that the most powerful EXOBOT versions promise more than 1,100 hp; that description does not match the 850 hp currently listed for the EXOBOT PLUS vehicles on Ceer’s site, so the figures should not be treated as specifications for the same version.

Ceer’s official EXOBOT site labels the vehicles “Available soon.” It does not provide prices in the cited product information, so price competitiveness against Lucid or mass-market brands such as BYD cannot yet be assessed from these figures.

When production and deliveries are expected

Rest of World reported Ceer’s plan to begin production in early 2027 and deliver vehicles in March 2027. Those are forward-looking targets, not completed milestones; the company’s site still says “Available soon.” PIF says the EXOBOT pair is the start of a planned seven-model portfolio over five years, including midsize and compact vehicles with different propulsion options.

PIF chairman Crown Prince Mohammed bin Salman called the launch “another step forward in Saudi Arabia’s progression to build a sustainable and prosperous industrial ecosystem.” That is the fund’s stated ambition; whether the planned model range reaches production on schedule remains to be seen.

How large is the Saudi EV market?

Saudi Arabia does not have an official national EV sales count, according to Rest of World, and estimates in the report differ substantially:

  • Hashim AlFatayerji, CEO of Cararak, estimated annual sales at 10,000–20,000 electric vehicles.
  • Joseph Salem, an Arthur D. Little senior partner, estimated 35,000–40,000 EVs in 2025, excluding plug-in hybrids.

These figures use different estimates and, in Salem’s case, a stated vehicle definition and year. They should not be averaged into a single market total or presented as official registrations. Rest of World also reported Focus2Move estimates that Lucid sales in Saudi Arabia fell 57% and BYD sales rose 369% in the first seven months of 2026; those, too, are estimates rather than official counts. AlFatayerji cautioned that BYD and Lucid serve different segments, making a direct comparison of their volumes potentially misleading.

Rest of World places Ceer’s premium-performance positioning closer to Lucid’s than to BYD’s mass-market center. But the local market estimates are small relative to the factory’s reported design capacity, making export demand an important test of Ceer’s industrial plan—not evidence on its own that the plan will fail.

What would show whether Ceer’s industrial strategy is working?

PIF’s plan extends beyond assembling vehicles. Rest of World reported that Ceer aims to source almost half of vehicle components locally by 2034. That is a company target, not a current local-content result. The same report cited designed factory capacity of up to 240,000 vehicles a year; it is not current output or proof of demand at that level.

PIF projects that Ceer will contribute $8 billion to GDP and improve the trade balance by $21 billion by 2034. Those figures are forecasts from PIF, not realized economic effects. The practical tests will include whether Ceer can:

  • Start production and deliver vehicles against its announced schedule.
  • Win buyers at prices that work against premium rivals, while establishing dealer, service, and parts coverage.
  • Build local supplier capacity toward its stated content target.
  • Find export markets capable of absorbing production beyond domestic demand.

Salem’s assessment to Rest of World captures the strategic logic: “The domestic market is the proving ground, not the end goal.” That is an analyst’s view of the export-oriented ambition, not a Ceer commitment to a particular export volume or market.
