Karnataka Deputy Chief Minister D K Shivakumar has alleged that bulk Form 7 applications are part of a plot to remove eligible voters during the state’s Special Intensive Revision (SIR). The five-to-six-million figure is his reported allegation, not a verified count. On October 3, 2026, The Indian Express reported that the Karnataka Chief Electoral Officer (CEO) had agreed to legal proceedings against those responsible for bulk applications and directed officers to act against applicants who knowingly made false declarations. Those steps are not a finding that a statewide conspiracy or wrongful deletions occurred.
What did Shivakumar allege about Karnataka voter deletions?
Shivakumar alleged that BJP and JD(S) actors were involved in an organized effort to remove eligible voters through bulk Form 7 objections. He said some applications were pre-printed with voters’ names, addresses and EPIC numbers, while objector details were filled in later. He called for authorities to investigate where the information came from and who submitted unusually large numbers of applications, according to Hindustan Times and India Today.
He also claimed that voters from minority communities, Dalits, Scheduled Tribes and other backward classes were being targeted. The reports cited here do not independently establish selective targeting or confirm that the applications were part of a coordinated political operation.
Shivakumar demanded an investigation and said, “It is the duty of the Election Commission of India to file an FIR immediately in connection with the bulk submission of Form 7s,” according to The Indian Express. The same report quoted him saying, “I have information that BJP leaders in Delhi and Karnataka are printing these forms and distributing them to their party cadre,” which he presented as an allegation.

Why do reported figures differ?
The figures in contemporaneous coverage describe different claims and scopes. They should not be added together or treated as counts of voters actually removed.

What is Form 7, and how is it meant to work?
Form 7 is an Election Commission of India (ECI) form for objecting to a proposed inclusion or requesting deletion of a name from an existing electoral roll. It refers to Rules 13(2) and 26 of the Registration of Electors Rules, 1960. The form lists reasons including death, being under age, absence or permanent shifting, duplicate enrolment and non-citizenship. The form’s existence is part of the ordinary roll-maintenance process; it does not by itself show misuse.
Under the ECI’s Form 7 and official guidance, an applicant must be registered in the constituency, select a reason for the objection or deletion, and substantiate that reason. The ECI FAQ says a voter in the relevant constituency may object to an inclusion with relevant proof.

What has the Karnataka CEO reportedly directed?
On October 3, 2026, The Indian Express reported that the CEO had agreed to legal proceedings against those responsible for bulk Form 7 applications. The report relayed Shivakumar reading the CEO’s endorsement of the memorandum he submitted after protesting outside the CEO’s Bengaluru office on October 1.
- The CEO reportedly directed electoral registration officers not to approve Form 7 applications except those concerning death or duplicate entries.
- For a death-related application, the report says a death certificate was required; for a duplicate-entry application, the second EPIC details were required.
- The CEO reportedly directed officers to take action under the law against applicants who knowingly made false statements or declarations, and to conduct an enquiry under Rule 20.
These are reported directions and an assurance of legal proceedings, not evidence that proceedings have concluded, that any named person has been found guilty, or that the alleged voters were removed. Shivakumar’s memorandum called for a booth-wise and constituency-wise inquiry; The Indian Express also reported that he cited three FIRs across Mysuru, Belagavi and Bidar, with another report describing three FIRs filed on September 30 and October 1.
