That annual, country-level measure is not a promise of how long any one applicant will wait now. GAO points to a mismatch between visa demand and consular staffing as part of the explanation.
What does the 346-day figure mean?
GAO-26-107902, published September 28, 2026, says India’s weighted average wait for a nonimmigrant visa interview was 346 days in FY2025. The measure summarizes waits across a country and a fiscal year; it is not a current appointment estimate for a particular city, visa category, or applicant.
The title of a Hindustan Times article published October 1, 2026, says “364 days,” but its deck and body report 346 days, as does GAO. The reviewed sources do not explain the 364-day figure, so it should not be treated as GAO’s statistic.
Nonimmigrant visas include visitor visas for tourism and business, as well as student, diplomat, and temporary-worker visas. GAO notes that most cases require an interview. Its report examined applications and adjudications, interview waits, staffing from FY2019 through FY2025, and how the State Department assesses staffing needs.

Why were waits so long in India?
GAO’s figures show substantial application volume relative to the number of officers working on nonimmigrant visas. In FY2025, India had 1,455,255 such applications and 68 officers working on them—21,401 applications per officer. GAO identifies insufficient staffing at some consular posts, alongside demand, as a contributor to delays; the report does not establish a single cause for every applicant’s wait.
The comparison below uses GAO’s FY2025 data from State Department sources. The waits are weighted country-level annual averages, not live post-by-post appointment dates.

| Country | NIV applications | Officers working on NIVs | Applications per officer | Weighted average interview wait |
|---|---|---|---|---|
| India | 1,455,255 | 68 | 21,401 | 346 days |
| Mexico | 2,658,627 | 124 | 21,441 | 283 days |
| Brazil | 1,141,235 | 87 | 13,118 | 32 days |
| China | 1,206,011 | 119 | 10,135 | 34 days |
Within this four-country comparison, India and Mexico had the highest application counts per officer and the longest reported waits. The contrast also shows why application volume alone does not explain the differences: Brazil and China had lower applications-per-officer counts and far shorter averages.
How did U.S. visa demand and staffing change?
GAO found that visitor visa adjudications—which account for most nonimmigrant visa adjudications—rose from 9.2 million in FY2019 to 11.7 million in FY2025, after dropping to 1.5 million in FY2021. Over the same endpoints, the global average wait for a visitor visa interview increased from 26 days to 201 days.

The number of officers working on nonimmigrant visas rose from 1,104 in FY2021 to 1,342 in FY2024, then fell to 904 in FY2025. GAO attributes the FY2025 decline to hiring freezes and attrition. These global trends provide context for India’s wait, but the global averages are not a substitute for a specific Indian post’s current appointment availability.

The State Department uses a Global Repositioning Exercise (GREX) to assess workloads and inform consular staffing alignment. State officials told GAO that the exercise is designed to occur annually, but policy does not require it. Since FY2019, State conducted and implemented one GREX. Officials cited COVID-related issues for the absence of an exercise in FY2021 and FY2022, and changing policy priorities for the lack of one in FY2024 and FY2025.

GAO recommends that State establish a mechanism—such as a policy or guidance—requiring the Bureau of Consular Affairs to conduct GREX consistently, so staffing can better match workloads at individual posts. In the report published September 28, 2026, the recommendation remained open; State had neither agreed nor disagreed.
