The Union government is reportedly considering subsidies covering about 30–40% of the cost of installing air pollution control devices (APCDs) at industries in the National Capital Region (NCR). The proposal is not a confirmed grant programme: final clearances were still pending in a Hindustan Times report published on 2 October 2026.

What is being proposed?

Hindustan Times reported that the proposed scheme could cover about 30–40% of the cost of installing industrial APCDs in the NCR, with businesses paying the balance. The reported range was attributed to people aware of the matter; it is not a finalized subsidy rate or a guarantee of support for any particular company.

The report put the proposed outlay at ₹600 crore and said the proposal had received Expenditure Finance Committee approval but was awaiting final clearances. It described Swacch Pawan Neel Gagan as the likely scheme name, not a name confirmed in a final government notification.

Who could qualify, and which devices would be covered?

The reports reviewed do not establish the eligible industries, approved APCD types, application process, per-unit assistance cap, start date or final compliance conditions. A same-day Indian Witness report likewise described the scheme as proposed and said qualifying industries and devices had not been formally announced.

That means there is not yet enough published information to determine whether a specific factory, installation or equipment purchase would qualify. Businesses should not treat the reported percentage as an open application opportunity or make investment decisions on the assumption that a grant will be available.

How might the proposal be administered?

According to Hindustan Times, funds would be routed through the National Capital Region Planning Board under the Union housing and urban affairs ministry, while the environment ministry would handle institutional implementation. These are reported arrangements, not confirmed operating instructions for applicants.

The article also said AQI sensor data could help target enforcement, including temporary closure of polluting units where needed. That possibility concerns monitoring and enforcement; it should not be read as a finalized subsidy condition or as an announced closure procedure under the proposed scheme.

How does it relate to Parivartan?

Hindustan Times described the proposed industrial support as complementing Parivartan, a vehicle-replacement scheme it said the Union Cabinet approved in June. The two initiatives address different targets: the reported subsidy would support industrial APCDs, while Parivartan concerns replacement of older commercial vehicles. Their benefits and eligibility should not be assumed to be alike.

What about the reported particulate-matter limit?

News Ei Samay separately reported a particulate-matter limit of 50 mg/Nm³ for identified industries applying from 1 October 2026. That secondary report does not establish that the limit is a condition of the proposed subsidy. Verify the applicable requirement against an official CAQM or government notice before relying on it.

What businesses should watch for next

  • A formal government notification confirming whether the proposal is approved and the scheme’s final name.
  • Published eligibility rules specifying covered sectors, devices, funding caps and the share of costs that can be supported.
  • Official application guidance, including the opening date, required documents, compliance checks and payment process.
  • Authoritative notices on any separate emissions limits or enforcement requirements that may apply to a facility.
