ICEYE and Nokia announced a partnership on 1 October 2026 to develop broadband low Earth orbit (LEO) satellite communications for governments. The proposed system is intended to give nations control over its satellites, ground infrastructure and ruggedized user terminals; the first communications satellites are expected to launch in 2028. That is a launch expectation, not a stated date for operational service.

What ICEYE and Nokia are developing

The companies describe a government-focused broadband LEO system combining satellites, ground infrastructure and ruggedized end-user terminals. ICEYE is contributing its satellite platform, constellation operations and ground-segment experience; Nokia is contributing secure networking technology and network orchestration. The partnership extends ICEYE’s sovereign space work into satellite communications. ICEYE’s 1 October 2026 announcement describes the partners’ roles.

The intended users include governments and defense forces, as well as border security, emergency services and disaster response teams. The stated purpose is to maintain critical connectivity when terrestrial networks are disrupted or compromised. ICEYE and Nokia position the system as a complement to terrestrial, military and commercial networks, not a replacement. The announcement and ICEYE’s service description frame these as intended uses and capabilities, not independently verified results.

What “sovereign satellite communications” means

In this partnership, “sovereign” refers to national ownership and control: the announcement says participating nations will own and control the satellites, ground segment and terminals. ICEYE presents three operating models, with national control retained in each. The available descriptions do not spell out the legal, technical or operational arrangements behind that control, so the label alone does not establish how every decision or dependency would be handled in practice.

These are models ICEYE lists, not published packages with comparable prices or delivery commitments. ICEYE’s service page does not provide cost, schedule or capacity comparisons among them.

How it differs from commercial satellite internet

The announced proposition is government infrastructure controlled by participating nations and aimed at public-sector missions. The sources do not describe a consumer plan, individual purchase process, retail terminal or named consumer service comparison. They also do not establish that the proposed network will outperform commercial satellite internet on speed, coverage, resilience or price. The supported distinction is its intended government use and stated sovereignty model—not a measured performance advantage.

ICEYE says the system is designed for targeted, on-demand capacity in selected mission areas, with anti-jam protection built into the design. It also says LEO supports low latency and that the service is intended to work alongside existing government satellite communications, including IRIS², and terrestrial networks. When are the first satellites expected?

ICEYE and Nokia say the first communications satellites are expected to launch in 2028. The announcement does not give an exact launch date or say when operational service will begin. A satellite launch does not by itself establish when a network will be available to government users.

What remains undisclosed

The official materials cited here do not state the planned constellation size, initial service capacity, detailed network architecture, terminal models, contract values, named satcom customers or independently tested performance. They also do not provide a service-entry date. Those omissions make it too early to assess the system’s practical coverage, performance, cost or procurement timeline from the announcement alone.

What the executives said

ICEYE CEO and co-founder Rafal Modrzewski said the partnership would build on the company’s space-intelligence work and enable nations to control their communications without dependence on a foreign commercial operator’s terms of service. He also pointed to ICEYE’s claim that it delivered Poland its own radar satellite system in under a year, and said the company aims to move at a similar speed for satellite communications. Nokia President and CEO Justin Hotard described secure, resilient connectivity across land, sea, air and space as necessary for sovereign operations. He linked that need to “Physical AI” and said the partnership would complement terrestrial networks and support situational awareness, connectivity and control in contested environments.
