What happened with Ukraine’s Taipan request?

From crash to withdrawal decision
On 28 July 2023, an MRH-90 crashed near Lindeman Island during Exercise Talisman Sabre, killing four aircrew. The department said investigations were ongoing and that the four soldiers’ families were a priority for government support. Defence also said the ADF would continue operating Tigers, Chinooks and MH-60R Seahawks, while AH-64E Apache helicopters were expected to begin entering service from 2025. That was a 2023 announcement, not confirmation of the fleet’s status in 2026.

Ukraine’s request and Australia’s response
A parliamentary committee document says Ukraine’s Defence Intelligence chief, Kyrylo Budanov, wrote to Defence Minister Richard Marles on 17 December 2023 to express interest in the Taipans. Australian Defence Industry Minister Pat Conroy said in January 2024 that the disposal process had already started when the request arrived. He cited the time, resources and public expense required to restore aircraft to flying condition, as well as the ongoing crash investigations. Australia’s plan was to disassemble the aircraft and sell spare parts. ABC reported on 18 January 2024 that Australia had formally rejected Ukraine’s request.
In explaining the decision on 16 January, Conroy said: “Some months after that process began, Ukraine made a formal request for the MRH‑90s. It will require considerable taxpayers’ money and time to get those aircraft back into flying conditions.” The statement describes the government’s reasoning about the Taipans; it is not an explanation for Ukraine’s reported change of interest in the Tigers.

Why did Ukraine reportedly lose interest in the Tigers?
The available material does not establish a reason. It does not identify who made the decision, describe what Ukraine told Australia, or substantiate claims about battlefield suitability, maintenance, weapons fit or Ukrainian preferences. Those explanations should not be inferred from the Taipan dispute: it involved a different aircraft type and Australia’s decision about aircraft already in a disposal process.

The Taipan refusal was one decision about one fleet, not proof of a general rejection of military assistance. In an August 2024 press conference, Conroy said Australia continued to discuss how it could support Ukraine. He also cited $1.1 billion in military assistance at that time; that is a dated figure, not a current total.
