On October 2, 2026, supporters of India’s Cockroach Janta Party (CJP) and other groups protested in Mumbai and tried to gather in New Delhi, demanding that Chief Election Commissioner Gyanesh Kumar resign over a disputed voter-list revision. Delhi police restricted the gatherings and detained protesters. The central allegation—that the revision could wrongly remove eligible voters and benefit the ruling Bharatiya Janata Party—remains contested; the Election Commission says the process is intended to remove duplicate and ineligible entries.
What happened in Mumbai and New Delhi?
The October 2 demonstrations brought together CJP supporters, students, civil-society groups and opposition groups. Mumbai hosted a protest described as the start of a wider round of demonstrations. In Delhi, police prevented planned gatherings, including one by student and civil-society groups at Jantar Mantar, according to the Associated Press (AP, October 2, 2026).
Reports describe a restrictive police response in Delhi, including barricades, a heavy police and paramilitary presence, warnings to disperse and detentions. The reported figures differ by outlet and timing: Al Jazeera, citing a mid-afternoon snapshot, reported more than 500 arrests and at least 11 nearby metro stations closed; The Guardian reported at least 700 detentions, closure of a dozen nearby stations and an internet shutdown. These are separate reports, not a single reconciled count (Al Jazeera, October 2, 2026; The Guardian, October 2, 2026).
In Mumbai, The Guardian reported a heavy police presence and said authorities had denied permission for the planned protest at Shivaji Park. The AP described hundreds of supporters there. Reports also mentioned planned follow-on demonstrations in other cities; those announcements do not establish that later protests took place.

Why are protesters demanding the election chief’s resignation?
The immediate dispute concerns India’s Special Intensive Revision (SIR), a process to revise electoral rolls. Critics say its document requirements and procedures risk excluding eligible voters. Opposition groups allege that the changes could advantage the Bharatiya Janata Party (BJP). The protesters’ demand that Kumar resign reflects those accusations, not a finding that voter manipulation occurred.
The Election Commission denies wrongdoing. It says the revisions are meant to remove duplicate, deceased or otherwise ineligible entries while retaining eligible voters. According to the AP, the revisions began in Bihar ahead of state elections and expanded to most states and federally administered territories (AP, October 2, 2026). The reports do not establish how many eligible people, if any, were wrongly removed, or resolve the allegations about political intent.

What is known about reported concerns inside the Election Commission?
Al Jazeera reported that The Indian Express had described concerns from the Election Commission’s two other commissioners about the revisions, registration procedures and digital systems. The AP likewise reported an account of internal objections, while noting that the Commission disputed the characterization of these as formal written objections and described differing views and deliberations instead.
This is reported internal disagreement, not a verified legal finding. The distinction matters: the available accounts do not establish the form or legal status of any objections, nor do they settle the broader dispute over the SIR’s effects.

How did the ‘Cockroach’ movement reach this protest?
The CJP first gained attention through online satire and youth protests over education and exam accountability. Its July campaign focused on exam-paper leaks and demanded the resignation of Education Minister Dharmendra Pradhan, who resigned in July after the protest campaign, according to the reporting. The movement then presented itself as an ongoing pressure group and widened its focus to democracy and government accountability (The Guardian, October 2, 2026; AP, October 2, 2026).
By September, the group had also launched a public-school audit campaign. Le Monde described CJP visits to schools, use of a 20-point checklist and publication of supporting images and video. That figure describes the movement’s reported method; it does not establish that the checklist is an independently validated audit standard (Le Monde, September 28, 2026). The school campaign helps explain the group’s development, but the October protests centered on electoral rolls and accountability.

What remains unresolved about the voter-roll controversy?
The reports document protests, police restrictions and competing claims; they do not establish whether the SIR has wrongly excluded eligible voters or been manipulated to help a political party. Those questions depend on evidence about how the process works in practice and what remedies are available to people who say they were omitted.
