For operators, the practical work is to update image and chart sources, use the signing key that matches the release, and account for waypoint-canary fixes in Istio 1.31.1. Istio’s 1.31.0 announcement lists Kubernetes 1.32–1.36 as supported; that range is specific to 1.31.0.
What Istio 1.31 changes for agentgateway and ambient mode
Istio 1.31 adds the istio-agentgateway-waypoint GatewayClass, allowing agentgateway to be deployed as a waypoint proxy. The release builds on experimental gateway-only support introduced in 1.30. Istio also reports fixes for ListenerSet handling and mTLS connectivity to agentgateway backends. See the Istio 1.31.0 announcement and change notes.
Weighted waypoint canaries
In ambient mode, a service or namespace can identify a primary waypoint and a canary waypoint. The istio.io/use-waypoint-canary-weight annotation sets the configurable share of in-mesh traffic directed to the canary, enabling a gradual waypoint-configuration rollout without requiring client-side changes.
There is an important patch qualification: Istio 1.31.1 fixed a case where an agentgateway waypoint referenced only as a canary did not receive the service’s routes and policies. Connections shifted to that waypoint could therefore be rejected. The 1.31.1 patch announcement describes this fix.

These are documented changes, not a guarantee of a particular performance improvement.
Where to get Istio 1.31 artifacts
Istio says it is moving project infrastructure from Google Cloud Platform to Amazon Web Services because of changes in its funding model. For Istio 1.31, use the new locations by artifact type. The migration notice says the former Google Cloud-hosted publication paths will not carry 1.31 images and charts.

The migration post names the former destinations as gcr.io/istio-release, registry.istio.io, and istio-release.storage.googleapis.com. Review image references, chart repository configuration, OCI chart references, and any internal mirror or pull-through cache configuration that depends on the old locations. Istio recommends Docker Hub directly or a pull-through cache for images; which is appropriate depends on your organization’s availability and dependency-management requirements. For charts, use the conventional Helm source or GHCR OCI location that matches your tooling.

Match Istio’s signing key to the release
The migration notice specifies different public keys by version. Use istio-key.pub for Istio 1.31.0, and istio-key-v2.pub for 1.31.1 and later. If your release verification process pins a key or fetches it from a fixed URL, update that process as needed and keep the key selection tied to the exact Istio version being verified.
Patch, Kubernetes, and security context
Istio 1.31.0 was announced on August 31, 2026, with official support for Kubernetes 1.32 through 1.36. Treat this as the support statement for 1.31.0 rather than assuming it independently establishes the compatibility range for every later 1.31 patch. Check the release guidance for the version you plan to deploy.

As of October 3, 2026, the official 1.31 release pages reviewed list 1.31.1, dated September 21, as the latest 1.31 patch. Its fixes include the canary waypoint issue above, ambient multi-cluster memory leakage, SSRF protection in JWKS fetching, cross-namespace reference authorization, and other robustness changes.
The 1.31.1 announcement also identifies a moderate security issue, GHSA-qm8v-g4f9-qhjx (CVSS 6.8): BackendTLSPolicy can fail open to plaintext on sidecar proxies when its CA reference is unresolved. Consult the official 1.31.1 announcement and current security guidance for impact and remediation; do not infer a remediation from the summary alone.

Prepare for the scheduled artifact-disruption tests
Istio announced temporary tests that disable GCP-hosted artifacts to reveal dependencies on the old locations. At the time of the October 3, 2026 announcement snapshot, these tests were upcoming:

Schedules can change. Check the official migration announcement before planning an upgrade around one of these windows. Use the tests, where applicable to your operation, to identify automation or workloads that still depend on the old artifact locations.
Download and install the release
The official download guide says an Istio release archive includes istioctl, installation profiles, Helm charts, and sample applications, and is built for supported operating systems and processor architectures. Follow the Istio download guide to select the appropriate archive and install version. The guide provides an example for downloading Istio 1.31.1 for x86_64; check it for the current command and instructions rather than assuming that example fits a different OS or architecture.
