Usually, yes—for ordinary browsing, if your connection to the website or app is encrypted. The Federal Trade Commission (FTC) says widespread encryption means connecting to public Wi-Fi is usually safe. But encryption does not confirm that a hotspot is genuine or that a website is trustworthy. Verify the network, check the destination, and use cellular data or a personal hotspot for sensitive transactions when practical.

What public Wi-Fi does—and does not—make safe

Encryption helps protect information as it travels between your device and a website or service. The FTC says most websites use encryption today; in a browser, look for HTTPS in the address or a lock symbol. Apply the check throughout the session, not only when you first sign in. The FTC’s guidance is dated February 2023: Are Public Wi-Fi Networks Safe? What You Need To Know.

That protection is not a guarantee that the network or destination is legitimate. A scammer can create a hotspot with a name resembling a venue’s network, and a fake website can use HTTPS too. Check the web address carefully and be suspicious of unexpected login prompts or payment requests. A lock symbol means the connection to that site is encrypted; it does not certify the site’s honesty.

How to connect more safely

  1. Confirm the network. Ask venue staff for the exact Wi-Fi name and connection process. CISA’s Best Practices for Using Public Wi-Fi Tip Card advises confirming these details with appropriate staff because criminals can create similar-looking networks.
  2. Check the destination. Before entering a password or payment details, inspect the site address and ensure the connection uses HTTPS. Do not follow an unexpected sign-in or payment prompt just because it appears after joining a familiar network.
  3. Keep devices and accounts protected. Install operating-system, browser, and security-software updates; enable automatic updates where practical. Use strong, unique passwords and turn on two-factor authentication where available. The FTC’s public Wi-Fi guidance recommends these protections.
  4. Stop automatic joining. Disable automatic connections to public Wi-Fi when your device offers that setting. When finished with a sensitive account, log out rather than leaving it open.
  5. Choose a more trusted connection for sensitive tasks. For banking or purchases while traveling, CISA advises cellular data instead of unsecured Wi-Fi. A personal hotspot is another option; CISA describes it as generally more secure than public Wi-Fi. See CISA’s travel guidance (February 1, 2021).

Which connection should you use?

Public Wi-Fi Ordinary browsing when you have verified the hotspot and the destination connection is encrypted. Confirm the network name and login process with staff; check HTTPS and the exact site address. The FTC says public Wi-Fi is usually safe because encryption is widespread, not that every hotspot or site is safe.
Cellular data Sensitive activity such as banking or purchases when traveling, if service is available. Coverage and data-plan limits. CISA advises cellular data rather than unsecured Wi-Fi for sensitive transactions; this is not a claim that cellular service is risk-free.
Personal cellular hotspot Connecting your own devices instead of joining a venue network, especially when multiple devices need access. Compatible cellular coverage and a data plan. CISA describes a personal hotspot as generally more secure than public Wi-Fi; no particular device or provider is endorsed here.

These options have different coverage and data constraints; the cited guidance does not establish comparative prices or performance. A VPN is a separate layer, not a replacement for verifying the network or destination.

Does a VPN make public Wi-Fi safe?

A VPN app can encrypt traffic between your device and the VPN provider’s server, which can limit what the Wi-Fi operator or internet provider can see. It also shifts trust to the VPN provider, which may handle your internet traffic. Not every app encrypts everything, and an app’s permissions or data-sharing practices matter.

The FTC puts the limitation plainly: “A VPN app will typically obscure the content of your traffic from your internet service provider or public Wi-Fi provider, but it doesn’t render you anonymous.” Its February 2018 article, In the market for a VPN app?, reports that researchers studied almost 300 VPN apps and found potential privacy and security risks in some, including apps that did not use encryption, requested sensitive or unexpected privileges, or shared data with third parties. That finding concerns the apps studied; it is not a measure of how many public hotspots are unsafe.

If you choose a VPN, investigate the provider, read its privacy terms, review app permissions, and confirm what traffic the app says it encrypts. A VPN cannot make a lookalike hotspot or fake website legitimate.

Quick decision guide

  • Checking maps, reading news, or browsing: Public Wi-Fi is usually reasonable when you have verified the network and use encrypted destinations.
  • Entering a password or payment information: Check the exact website address, use HTTPS, and avoid unexpected prompts. Use cellular data or a personal hotspot for banking or purchases when practical.
  • Unsure whether the hotspot is genuine: Do not join until staff confirms its name and sign-in process; use another connection if you cannot verify it.
