Some measures of European water pollution have improved, but Europe’s rivers and other surface waters are not recovering quickly enough to meet the EU’s water-quality goals. The European Environment Agency’s latest broad assessment found that only 37% of reported surface-water bodies had good or high ecological status in 2021, while 29% achieved good chemical status. Those figures cover more than rivers, and they show why cleaner bathing water or falling nutrient levels do not, by themselves, mean a river ecosystem is healthy.
Are Europe’s rivers getting cleaner?
In some respects, yes. Nutrient concentrations in European rivers generally fell between 1990 and 2010, and bathing-water quality has improved over the longer term. Better wastewater treatment, reduced phosphorus in detergents and measures to curb agricultural nutrient pollution contributed to earlier declines. But nutrient levels then largely levelled off or showed signs of rising during the following decade, according to the EEA’s 2023 assessment: nutrients in freshwater in Europe.
That mixed picture is consistent with the EEA’s wider finding: the health of Europe’s waters remains poor overall, with little progress since 2010. Its status figures refer to 2021, not the year the assessment was published, and are based on reporting from 19 Member States. They cover 85% of EU-27 surface-water bodies, according to the EEA’s launch summary. They are not a river-only score or a complete census of every European water body. What the latest water-quality figures actually measure
Three commonly cited measures answer different questions. Ecological status concerns the condition of aquatic ecosystems; chemical status tests regulated substances; bathing-water quality focuses on faecal contamination relevant to swimmers. These results cannot be compared as if they were different readings of the same thing.

The EEA’s 2025 bathing-water report is useful for understanding whether designated sites meet bathing standards. An excellent rating is not evidence that the wider river is ecologically healthy or free of other pollution.
Why progress remains too slow
Agriculture creates widespread pressure
Agriculture is the most significant pressure that Member States report for surface waters and groundwater. That pressure includes water use and diffuse pollution from intensive nutrient and pesticide use. Unlike pollution from a single pipe, diffuse pollution comes from many places across a catchment, making it harder to identify and reduce. The EEA discusses these pressures in its water assessment and nutrient indicator.

Some chemicals persist for a long time
Pollution does not disappear as soon as new releases fall. Long-lived substances such as mercury and brominated flame retardants can remain in the environment, contributing to poor chemical-status results even while other pressures improve. The EEA also identifies atmospheric pollution associated with coal-powered energy generation and diffuse agricultural pollution among the sources affecting Europe’s waters. Its assessment of European water status explains why chemical condition remains a challenge.
Rivers are affected by more than water chemistry
Habitat degradation and changes to rivers’ physical features and flow can undermine ecosystem health. A river may therefore show improvement in one pollution measure without meeting the wider ecological conditions needed for a healthy aquatic environment. Ecological status considers biological condition alongside supporting factors, rather than treating a single chemical reading as the whole story.

What a cleaner river means for swimming
Bathing-water ratings can help people judge whether a designated site meets standards aimed at protecting swimmers from faecal contamination. They do not test the full range of pollutants relevant to ecosystem health or chemical status. In particular, the 2025 bathing classification focuses on E. coli and intestinal enterococci; it does not establish whether water is free of nutrients, pesticides, pharmaceuticals or other chemical pollutants.
So, an excellent rating at a bathing site is meaningful for its intended purpose, but it should not be read as a verdict on the whole river. Conversely, a river’s ecological or chemical-status classification is not a day-by-day swimming advisory. For a specific swim, use the current official bathing-site information for that location.

Local improvements are possible, but they do not change the Europe-wide picture
The Spree illustrates how targeted work can help at a particular location. The EEA reports that nutrient concentrations in the river have almost halved since the early 1990s. At Spree Lagune, bathing-water quality rose from poor during 2017–2021 to sufficient in 2024 and good in 2025 after local interventions. That is a local example, not evidence that Europe’s rivers as a whole have reached good status. The EEA describes the case in its 2025 bathing-water report.
Why Europe is off track for its water targets
The Water Framework Directive set 2015 as the original deadline for achieving good status. That deadline was missed. The EEA says there has been little overall improvement since 2010 and that, at the current pace, Europe is not on track to meet the latest 2027 deadline. The gap between gradual gains in particular measures and the broad status target is central: improvement has occurred, but not widely or quickly enough.

EEA Executive Director Leena Ylä-Mononen said: “The health of Europe’s waters is not good. Our waters face an unprecedented set of challenges that threatens Europe’s water security.” The agency calls for renewed efforts to restore rivers, lakes, coastal waters and other water bodies. Its state-of-water assessment sets out the status and the scale of the remaining challenge.
