It projected lower greenhouse-gas and PM2.5 emissions, plus fewer premature deaths, compared with conventional pavement—but these are scenario estimates, not results from a nationwide rollout. The projected benefits depend heavily on roads lasting longer and causing less disruption and fuel use over time. Read the study in Communications Earth & Environment.
What is the proposed road material?
The researchers assessed steel slag epoxy asphalt mixture, or SEAM. Steel slag—the mineral byproduct of steelmaking—is used as the aggregate, while the asphalt binder is modified with epoxy. The study modeled SEAM mixtures containing 20%, 35% and 50% epoxy. In those designs, steel slag replaces all of the natural coarse aggregate. The study also compared them with a conventional steel-slag asphalt mixture that used a 60% steel-slag replacement share. These aggregate-replacement percentages describe mixture composition; they are different from the 25–100% pavement-replacement scenarios used to estimate national impacts.
The proposal is not simply to put untreated industrial waste on a road. It is to use processed slag as aggregate in a designed asphalt mixture, with an epoxy-modified binder intended to improve pavement performance.
What did the China model estimate?
Zhang and coauthors built a bottom-up assessment of mainland China linking pavement deterioration, traffic demand, road networks, steel-slag availability by province, maintenance, fuel use and emissions. It examined phased deployment from 2030 to 2060 and subsequent service cycles. Across scenarios replacing 25% to 100% of conventional pavement with SEAM, the study estimated the following differences relative to equivalent shares of conventional pavement:

The study’s death estimates are projected outcomes, not confirmed lives saved or a precise epidemiological forecast. They depend on the model’s estimated pollution changes and the health relationships used to translate those changes into outcomes.
Why could a more resource-intensive road reduce total impacts?
In the study, SEAM had higher initial construction emissions and costs. The proposed offset is a longer-lasting surface: if a road deteriorates more slowly, it may need less maintenance and create fewer work-zone delays. The model also accounts for deteriorated or rougher pavement increasing vehicle fuel use. Reduced maintenance, disruption and fuel consumption can therefore outweigh some of the larger upfront burden over the modeled service life.
In the baseline cases, the model attributed about 95% of emissions and 60% of lifetime costs to use-phase effects. Those proportions describe the study’s baseline scenarios; they should not be assumed for every road, traffic pattern or location.
How do the modeled formulations compare?
The service lives below are model assumptions reported in ScienceAlert’s summary of the study, not observed lifetimes from a completed nationwide deployment. ScienceAlert’s 3 October 2026 report describes them as six years for conventional pavement and SEAM-20, 15 years for SEAM-35, and 20 years for SEAM-50.

Within the tested formulations and modeled conditions, the authors identified about 35% epoxy as the most favorable balance among durability, carbon reduction and cost. That is a scenario-specific result, not a universal engineering specification: the right formulation for a real project would depend on its materials, traffic, climate, construction requirements and local costs.
What could limit deployment?
Supply is unevenly distributed
Steel-slag production varies among provinces, so the model considered moving material across provincial boundaries. Transport adds impacts, even though the modeled scenarios retained net benefits. The assessment does not establish that current industrial capacity or supply networks could immediately produce and distribute enough suitable slag for nationwide demand.

Construction requires time before traffic can return
ScienceAlert reports that the pavement requires seven days of curing before it can fully open to traffic. That waiting period could matter on busy urban roads, where construction duration and access are practical constraints.
Results outside China remain untested
The authors say their assessment framework could inform work in other rapidly urbanizing economies with substantial steel industries, including India, Southeast Asia and parts of Africa. That is a proposed application of the framework, not evidence that the same emissions, health or cost results would occur in those regions. Local slag supply, transport distances, road conditions and traffic would need to be assessed.

What the study does—and does not—show
The study shows how a material choice can look different when a road is evaluated across construction, maintenance and vehicle use rather than by upfront impacts alone. Its national-scale estimates are conditional on model assumptions about pavement life, deployment, traffic, material allocation and associated emissions and health effects. The figures are not proof that the projected pavement has already been deployed at that scale or that its estimated benefits have been realized.
Zhang and coauthors describe the framework as offering “actionable guidance for building more sustainable, resilient, and low-carbon urban road systems worldwide.” The phrase describes the framework’s intended value; it does not mean the modeled China results have been validated in other countries.
