Hybrid cloud computing combines distinct private or on-premises infrastructure with public-cloud services in an integrated operating model. The environments stay separate, but network connections, identity controls, data movement, and management tools let an organization operate workloads across them. That can give teams more choice about where applications and data run—but it also adds complexity, and it does not automatically make systems cheaper or more secure.
What hybrid cloud means
NIST’s formal definition describes a hybrid cloud as two or more distinct cloud infrastructures—private, community, or public—that remain separate entities but are connected by standardized or proprietary technology enabling data and application portability. The definition appears in the NIST cloud-computing glossary and is based on NIST Special Publication 800-145.
In everyday enterprise use, “hybrid cloud” often refers to combining public-cloud services with an organization’s private cloud or on-premises systems. Microsoft Azure describes this as an integrated environment in which applications, data, and workloads can be shared between public cloud and on-premises or private infrastructure. The practical distinction matters: a traditional server room is not automatically a private cloud. In the strict NIST model, both sides must be cloud infrastructures; in common business usage, the term is often broader.
NIST’s cloud-computing model also distinguishes three service models—software as a service (SaaS), platform as a service (PaaS), and infrastructure as a service (IaaS)—from four deployment models: private, community, public, and hybrid. These describe different aspects of cloud computing: a service model says what kind of service is provided, while a deployment model describes how the infrastructure is organized and used.

How a hybrid cloud works
A hybrid cloud links environments without turning them into one physical system. The private and public sides may use different hardware, software, and operational processes; the integration layer helps them exchange data and coordinate workloads. Azure describes centralized cloud-management platforms as a way to provide visibility, integration, orchestration, and resource management across the environments.
The components that connect the environments
- Network connectivity: WAN links, VPNs, and APIs can connect private infrastructure to public-cloud services. The right design depends on the amount and sensitivity of data moved, the required performance, and recovery needs.
- Virtualization: A hypervisor can divide physical computing resources into virtual machines, allowing workloads to be provisioned and managed independently of a particular physical server.
- Containers: Containers package application code with the libraries and dependencies it needs, helping the same application run consistently across different infrastructure.
- Management and orchestration: A shared management platform can help teams monitor resources, apply policies, and coordinate deployments. IBM identifies these capabilities, alongside connectivity, virtualization, and containerization, as core elements of hybrid cloud.
Modern hybrid cloud is about more than connecting a data center to a cloud provider. Cloud-native applications, microservices, containers, and Kubernetes can make it easier to deploy and manage software across locations, although portability still depends on how applications and provider services are designed.
Hybrid cloud compared with private and public cloud
The main difference is where infrastructure is operated and how much of it an organization controls. A hybrid architecture combines environments rather than choosing just one.

“Private” does not necessarily mean physically located at a company office, and “public” does not mean that customer data is publicly accessible. These labels describe infrastructure and operating models, not whether information is visible to the public.

Place workloads according to their needs
A company can keep a workload in a controlled environment when security, residency, latency, or predictable performance calls for it, while using public-cloud services for applications that benefit from those services. The benefit is choice, not a blanket guarantee that one location is superior.
Handle demand spikes without permanently buying peak capacity
Cloud bursting sends or balances overflow demand to public-cloud capacity when a private environment reaches its limit. For example, an online retailer might use public capacity for a seasonal traffic spike rather than maintaining enough private infrastructure for the busiest period all year. This only works well when the application, network, data dependencies, and operating procedures are prepared for the shift.

Keep certain data in a controlled location
Organizations may keep sensitive records in private infrastructure while running permissible applications or services in the public cloud. This can help address data-residency and regulatory requirements, but the architecture still has to meet the applicable rules: moving an application does not by itself establish compliance, and data can be exposed through copies, logs, backups, or integrations.
Support backup, recovery, and continuity
Replicating systems or data from private infrastructure to public cloud can provide another location for backups or failover. The design must meet the organization’s recovery-point objective (how much data loss is tolerable) and recovery-time objective (how quickly service must return). A backup is not the same as a tested failover plan.

Legacy systems can remain in private infrastructure while teams develop cloud-native components or move selected services to public cloud. This can support incremental modernization rather than requiring every application to move at once. It can also introduce dependencies between old and new components, so teams should plan how those parts communicate and how they will be operated.

Use temporary environments and extend computing to the edge
Public cloud can provide temporary development and test capacity; an application can then be deployed to private infrastructure if policy, latency, or security requirements call for it. In edge and Internet of Things (IoT) designs, devices can process data locally while cloud resources handle broader analysis, storage, or machine-learning work.
Common hybrid-cloud use cases
- Seasonal or unpredictable demand: Cloud bursting adds public capacity when private resources cannot handle a temporary traffic peak.
- Disaster recovery: Backups or replicas in public cloud can support recovery if private systems become unavailable.
- Data sovereignty and compliance: Sensitive records stay in a controlled environment while eligible services run in public cloud.
- Application modernization: Core legacy systems continue to run privately as teams build or deploy newer cloud-native components publicly.
- Development and testing: Teams create temporary public-cloud environments for development or tests, then deploy elsewhere when workload requirements demand it.
- Edge and IoT: Local devices or sites process time-sensitive data near its source; cloud services can perform larger-scale analysis or storage.
- Hybrid multicloud: An organization combines private or on-premises resources with services from more than one public-cloud provider. This can broaden deployment options, but it also increases the number of platforms to integrate and govern.
Is hybrid cloud more secure or cheaper?
Security depends on implementation
Hybrid cloud can help an organization keep selected data and systems under tighter control, but it is not inherently more secure than public or private cloud. Every connection between environments creates operational responsibilities: identity, access, network segmentation, configuration, monitoring, and incident response need to work across the whole system. IBM recommends applying a zero-trust security approach consistently across environments rather than treating the private side as automatically trusted.
Assess where sensitive data is stored and copied, who can access each environment, how credentials are managed, and whether logs and security alerts are visible to the teams responsible for response. A gap between the controls used in the private environment and those used in public cloud can undermine the intended separation.

Lower cost is possible, not assured
Hybrid cloud may avoid buying private capacity for occasional peaks while retaining private infrastructure for workloads that need it. But savings depend on utilization, data-transfer and egress charges, network costs, licensing, staffing, and the overhead of managing multiple environments. NIST’s Cloud Computing Synopsis and Recommendations (2012) advises organizations to evaluate cloud opportunities alongside their risks; it does not make cost savings automatic.
A realistic comparison should include the full operating model, not just the price of compute capacity. Include migration and integration work, ongoing platform operations, support arrangements, and the cost of moving data between locations.
How to decide whether hybrid cloud fits
Start with workloads and requirements rather than a provider or platform. IBM recommends identifying workloads and deciding where to locate them, reviewing service-level agreements for uptime, latency, and data availability, and using consistent zero-trust practices.
- Classify the workloads and data. Identify sensitivity, residency obligations, regulatory requirements, data flows, and dependencies between applications.
- Set performance and recovery targets. Record latency needs, expected demand variability, acceptable downtime, recovery-time objectives, and recovery-point objectives.
- Compare total costs by location. Include infrastructure, public-cloud consumption, egress and network charges, licensing, staffing, migration, and management overhead.
- Check portability and interoperability. Determine whether applications can move as designed, which provider-specific services they depend on, and what work a future move would require.
- Design common security and governance. Specify identity, access, monitoring, configuration policies, data handling, and incident response across every environment.
- Test a representative workload. Validate connectivity, performance, costs, backups, and failover behavior under realistic conditions before expanding the architecture.
Hybrid cloud is a stronger fit when workloads have materially different needs and the organization can operate the connections and controls between environments. If those needs are not distinct—or if the team cannot support the added integration and governance—the extra architecture may provide little value.

What the adoption figures do—and do not—show
IBM’s Transformation Index: State of Cloud survey reported that more than 77% of business and IT professionals said their organizations had adopted a hybrid-cloud approach. That is a commissioned survey result from 2022, not a current universal market estimate. It indicates that hybrid cloud was widely reported among respondents in that survey; it does not establish adoption by every organization or prove that the approach is suitable for a particular company.
