They should stay quiet when they hear background audio or a conversation not directed at them. And permission to send an update is not permission to take consequential action.
When should an AI agent speak first?
A useful first message has a specific trigger and purpose. OpenAI’s July 17, 2025 announcement about ChatGPT agent described it asking users for additional details when needed to keep work aligned, and notifying them when a long-running task was complete. The post is marked outdated, so it documents what that announcement described rather than establishing current availability.
Those are task-linked contacts: the agent is resolving uncertainty or reporting progress on work the user asked it to do. They do not establish that general, unsolicited check-ins are welcome or beneficial.
When should an AI voice assistant stay quiet?
OpenAI’s Realtime prompting guide says voice agents tend to respond by default—even to silence or audio that is not meant for them. It recommends a non-speaking wait_for_user no-op action when the input is silence, background noise, hold music, television, side conversation, or speech not addressed to the assistant. After taking that action, the agent should not add conversational filler; it should resume when the user clearly addresses it or asks for help. If the user is clearly speaking to the assistant but the words are unintelligible, silence is not the right response: the agent should ask the user to repeat or clarify. The key distinction is whether the person is addressing the agent, not simply whether a microphone has picked up sound.
What does the Meta group-chat example show?
The Meta example is different from a task-completion update. The Associated Press reported that Meta AI could join a Facebook group conversation when invited or after a question in a post went unanswered for an hour; group administrators could turn the feature off. That reported hour is a product behavior, not evidence that an hour is an ideal waiting period.

AP also described a group exchange that members found confusing and quoted Princeton computer science professor Aleksandra Korolova on the burden of an assistant that is not reliably helpful. This is a reported example and criticism, not a controlled study of how users respond to proactive agents. It does illustrate why an agent should not treat an unanswered post as an automatic invitation: a delayed intervention can still be mistimed or irrelevant.
How should an agent’s initiative be separated from its authority?
An agent may notice a need, propose a next step, or tell the user that work is done without receiving broad authority to affect external systems. Meta AI Research’s September 8, 2026 description of Muse says its Sentinel component is the sole permission authority for connector actions and network egress: Muse proposes actions, while Sentinel can allow, deny, or ask the user. Meta also acknowledges that the agent can make mistakes. Meta’s description of Muse’s safety architecture offers one example of separating initiative from permission.

OpenAI’s 2025 ChatGPT agent announcement likewise distinguished communication from action: it said purchases require explicit confirmation and that some critical tasks, such as sending email, require active oversight. A completion notification should therefore be treated as an update, not as blanket consent for a purchase, message, or other consequential step.
Does Uber show an agent that talks first?
Not in the example cited here. OpenAI’s May 6, 2026 case study says riders can tap the microphone in the “where to” search bar and ask for a ride in natural speech. That interaction begins with the rider, so it is voice assistance initiated by the user, not unsolicited outreach. The case study also describes Uber Assistant providing drivers with marketplace and earnings guidance; it does not establish that the assistant contacts drivers without a user-initiated interaction.

Uber’s case study reports 40 million trips per day, 10 million drivers and couriers, service in 15,000 cities and more than 70 countries. Those are company-reported scale figures, not evidence that proactive contact improves trust or outcomes. The same case study identifies safety, trust, and low latency as priorities, and describes an internal AI Guard layer and routing among specialized systems. OpenAI’s Uber case study describes the interaction and those company-reported figures.

- What triggered the message? A direct request, a task milestone, and an unanswered group post are different triggers and should not be treated as equivalent.
- Why is it useful now? The message should resolve a real obstacle or deliver timely information connected to the user’s expressed goal.
- Can the user ignore, interrupt, redirect, or disable it? A user needs a practical way to regain control, especially when the agent may be wrong about what is relevant.
- What can the agent access? Connected services and network access can raise the stakes of an apparently simple suggestion or update.
- Does consequential action still require permission? Purchases, outgoing messages, and other external effects need their own approval or active oversight; a prompt to communicate is not authorization to act.
The cited examples do not establish a universally best delay, quantify the cost of interruptions, or compare user preferences across products. A defensible design principle is narrower: speak when the trigger is clear and the message is relevant to the user’s task; wait quietly when the input is not directed to the agent; and keep consequential permissions separate from conversational initiative.
