The practical priorities are to treat the gateway as a sensitive network entry point, use validated products where applicable, strengthen authentication, patch promptly, and disable features the VPN does not need.
What NSA’s IPsec VPN guidance covers
NSA’s telework and mobile security guidance page, updated 14 August 2020, links to two publications: Securing IPSec Virtual Private Networks (VPNs), which describes common misconfigurations and vulnerabilities and ways to secure a VPN, and Configuring IPSec Virtual Private Networks (VPNs), which provides more detailed implementation guidance.
The underlying concern is the gateway’s position in the network. NSA and CISA explain that VPN servers are entry points into protected networks and therefore attractive targets. In their 28 September 2021 guidance, they warn that advanced persistent threat actors have weaponized vulnerabilities in VPN devices. Exploitation can lead to credential theft, remote code execution, weakened cryptography, session hijacking, or exposure of sensitive data. See Selecting and Hardening Remote Access VPN Solutions.
NSA and CISA’s core hardening recommendations
Choose a tested and validated product
Where applicable, select a VPN product listed on the National Information Assurance Partnership (NIAP) Product Compliant List. Validation is not a substitute for secure deployment: check that the specific product, version, and configuration meet the requirements that apply to your environment.

Use strong authentication
Use strong authentication, including multifactor authentication (MFA), for remote access. Confirm that the gateway’s authentication configuration and any MFA integration are enabled for the access paths users actually use.
Apply patches and updates promptly
Keep the VPN appliance or service current. Because vulnerable VPN devices have been targeted, include the gateway in the organization’s patch-management process and prioritize vendor security updates rather than leaving the appliance on an older release.

Disable features the VPN does not need
Reduce the exposed attack surface by turning off non-VPN-related features on the appliance or service. Review enabled services and management interfaces, and retain only what the deployment requires.
Additional requirements for CSfC IPsec gateways
Commercial Solutions for Classified (CSfC) deployments have specific product-validation and configuration requirements; the general recommendations above do not establish CSfC eligibility. NSA’s IPsec VPN Gateway selections document, last updated 3 October 2022, says gateways used in CSfC solutions shall be validated by NIAP/CCEVS or CCRA partnering schemes against the Network Devices collaborative Protection Profile Version 2.2e and the Protection Profile-Module for VPN Gateways Version 1.2.

The document describes IPsec VPN gateways as products used to send encrypted traffic between one or more devices and says they support use of the Commercial National Security Algorithm (CNSA) Suite within CSfC solutions. It also calls for the product’s Security Target author to document a specific CSfC gateway configuration in the administrative guide and identify it as the NIAP-certified evaluated configuration for CSfC use.
Those are dated requirements, not a guarantee that a listed product or configuration remains current. Check the NSA document for a superseding revision and verify the current evaluation and evaluated configuration before using a gateway in a CSfC solution.

How to assess an IPsec VPN gateway
For a deployment or product review, compare the attributes that affect both security and suitability. NSA and CISA’s guidance establishes the importance of validation, authentication, patching, and reducing exposed features; product-specific capabilities must be verified against the vendor’s documentation and applicable evaluation records.

Does a retail VPN router meet NSA or CSfC requirements?
A retail product listing alone does not demonstrate NIAP validation or CSfC suitability. The cited NSA guidance does not establish whether any particular consumer or retail router meets those requirements. Check the product’s current evaluation status and documentation, and for CSfC confirm that the exact product configuration satisfies the applicable requirements.
