Farmer leader Gurnam Singh Charuni called farmers to gather near Shaheed Udham Singh Chowk in Shahabad, Kurukshetra, on October 5, 2026, to protest what he described as slow paddy procurement and unfinished field verification. The call followed a September 22 protest over early procurement. Haryana’s government, meanwhile, said it was monitoring purchases and urged farmers to bring paddy meeting the prescribed moisture standard.
Why Charuni called the protest
In a report published October 3, 2026, Hindustan Times said Charuni linked the delay to incomplete field verification of non-basmati paddy registered on Haryana’s Meri Fasal Mera Byora portal. The report said the government had ordered verification for nearly 24 lakh acres of registered non-basmati paddy. It also described concern that some basmati growers may have registered their crop as non-basmati to qualify for the minimum support price (MSP).
Charuni accused the government and bureaucracy of failing to finish verification and alleged that the delay enabled corruption. Those are his claims as reported; the article did not independently establish either corruption or the overall status of procurement across Haryana.
When and where was the gathering planned?
Charuni urged farmers to gather on October 5 near Shaheed Udham Singh Chowk in Shahabad, Kurukshetra, according to the October 3 report. The announcement came after an earlier action in Shahabad: on September 22, farmers and activists attempted to block NH-44 to demand early procurement. Police used force to move them away from the highway, the report said, and the protesters then held a day-long sit-in on a state highway. They ended the sit-in after receiving an assurance of early purchase.

What was the dispute about the procurement start date?
Paddy and bajra procurement usually began on October 1, according to the report. It said the Union government approved bringing the start forward by two days, to September 29, 2026; approval was reported on September 28.
Charuni said that, despite the earlier date, “not even a quintal” had been purchased or lifted at mandis. That is his account, not an independently verified statewide tally in the report.

What did the Haryana government say?
Chief Minister Nayab Singh Saini visited the Ladwa grain market in Kurukshetra and said the state was monitoring procurement. He asked farmers to bring paddy with a prescribed moisture standard of 17%. Saini said: “Every grain of the farmer’s paddy crop brought to the grain market will be purchased.”
The report presents this as the government’s assurance. It does not establish how quickly purchases were taking place or independently verify whether the reported procurement delays had been resolved.
