Vietnam can support its high-tech ambitions only if new power generation, transmission and distribution capacity keep pace with fast-growing demand. The government’s plans anticipate steep electricity growth and call for faster, coordinated energy projects; official reports also identify regional bottlenecks and risks. They do not establish that data centers or semiconductor plants have caused a nationwide blackout or confirmed power deficit.

Why electricity is becoming a constraint on Vietnam’s growth

The Ministry of Industry and Trade (MOIT), describing the revised National Power Development Plan VIII, reported expected annual electricity-demand growth of 10.5%–12.9% for 2026–2030. That is a planning range, not a measured annual outcome. Fast demand growth makes the timing and location of infrastructure as important as the amount of power the country plans to add. MOIT’s August 2026 account of an electricity-supply seminar describes pressure from delayed local generation, limits on inter-regional transmission, and the challenge of integrating more variable renewable power while maintaining system flexibility and stability.

The challenge is not simply to build more power plants. Generation, transmission and distribution projects need to arrive in coordination, and system operators need to balance supply as weather, fuel availability and demand change. MOIT’s January 2026 account called for reviewing that synchronization and accelerating key generation and transmission projects. The ministry’s report on its power-supply measures sets out that coordinated approach.

Where the pressure is most visible

MOIT reported that during the late-June 2026 heatwave, the national system reached a peak capacity of 58,500 MW and northern peak demand reached 30,200 MW. These are reported system peaks, not evidence that high-tech facilities caused them. The same report says northern Vietnam faces the greatest supply pressure, citing delayed local generation and inter-regional 500 kV lines approaching operational limits. High evening demand is an added challenge because solar generation is unavailable then.

NSMO, Vietnam’s National System and Market Operation Company Limited, said national peak capacity could approach 100,000–110,000 MW by 2030 if current growth trends continue. This is a conditional projection, not a confirmed future peak. MOIT’s seminar account also describes planning targets of 180,000–220,000 MW in installed national power-system capacity by 2030, with nearly 90,000 MW of new generation capacity and synchronized transmission infrastructure needed. Planned capacity is not the same as capacity already commissioned.

What the data-center estimates show—and what they do not

Data centers already use a measurable amount of electricity in Vietnam, but estimates should not be mistaken for an official national census or proof that they are driving supply disruptions. In a December 2024 report, Vietcap Securities estimated that 27 identified data centers operated by FPT Telecom, Viettel IDC, VNPT IDC and CMC Telecom represented 145 MW of IT load and used about 1.908 billion kWh in 2023. Vietcap’s calculation applied a power-usage-effectiveness assumption of 1.5 and drew on company disclosures and EVN material.

Vietcap projected data-center electricity consumption of 6.6 billion kWh in 2028, about 1.7% of projected national consumption. Its projection used an anticipated 28% compound annual growth rate for 2022–2028, attributed in the report to S&P Global Ratings and Bloomberg Intelligence. The comparison gives a sense of possible sector growth, but it remains an analyst projection rather than a government load forecast. Vietcap’s report describes its estimates and assumptions.

Semiconductor power needs cannot be inferred from overseas examples

Semiconductor manufacturing can be energy-intensive, but the available figures for overseas companies do not establish how much electricity a future Vietnamese plant would consume. Vietcap cited TSMC’s reported use of 16 billion kWh in 2020, equal to 6% of Taiwan’s electricity use that year, and Samsung semiconductor manufacturing’s 17 billion kWh in 2021, equal to 3% of South Korea’s power use. Those figures are specific to companies, places and years; they should not be transferred to Vietnam.

The figures do not provide a Vietnam-specific semiconductor demand forecast or establish a direct power-supply arrangement for a named project. A plant-level estimate would depend on project-specific information, which these sources do not provide.

What Vietnam is planning to manage supply risk

Short-term operations: prepare for different conditions

Decision 3477/QĐ-BCT, approved on November 28, 2025, set out Vietnam’s 2026 system operation plan. MOIT says it uses base, operating and contingency scenarios for dry-season peak months, with assumptions covering load, hydrology, fuel availability, and generation and grid schedules. Coal, hydropower and gas-fired generation remain important in the plan; renewable sources are to be used according to availability and technical constraints. MOIT expected supply to be basically ensured under the approved scenarios while warning that adverse conditions could create risks. A plan is not a guarantee of realized delivery. The ministry’s 2026 operation-plan summary explains the scenarios.

The plan identifies several conditions that could strain operations: delayed major generation projects, unfavorable hydrology, declining gas output from existing fields, delays to new gas, greater reliance on imported coal, and overlapping plant outages. Considering these contingencies together matters because an outage or fuel constraint can coincide with weather-driven peaks or project delays.

Longer-term policy: coordinate projects and keep monitoring risks

On January 18, 2026, the government issued Directive 01/CT-TTg on ensuring sufficient electricity during the 2026 peak period and through 2027–2030. MOIT’s implementation report describes coordination among the ministry, EVN, NSMO, localities and energy groups, along with calls to synchronize generation and grid projects and continue forecasting risks. The directive establishes the policy response and its time horizon; it does not show that projects are complete or that every supply risk has been resolved. The government’s official record of Directive 01/CT-TTg identifies its date and scope.

What this means for data centers and semiconductor ambitions

Vietnam’s power challenge is real as a planning and infrastructure issue, especially in the north, but the evidence supports a careful distinction between a growing electricity system and claims about particular technology projects. Data-center demand has been estimated and projected by Vietcap; the cited sources do not quantify future Vietnamese semiconductor-sector consumption or link a named facility to supply disruption. Whether high-tech investment can grow smoothly will depend in part on generation, transmission and distribution keeping pace and on reliable operation through demand peaks and fuel or weather uncertainty.
