Stuart Pann led Intel Foundry Services as senior vice president and general manager from March 2023 until his retirement at the end of May 2024. He oversaw the commercial foundry business as Intel sought to build an open, full-stack service combining chip manufacturing with advanced packaging, design tools and customer support. Kevin O’Buckley succeeded him in the role.

Who is Stuart Pann?

Pann is an Intel executive whose career spans semiconductor business management, supply chains and corporate transformation. Intel appointed him senior vice president and general manager of Intel Foundry Services (IFS) on March 21, 2023. He reported to CEO Pat Gelsinger and was responsible for accelerating IFS as a commercial foundry business.

Before taking that role, Pann was Intel’s senior vice president, chief business transformation officer and general manager of its Corporate Planning Group. He established the IDM 2.0 Acceleration Office, which guided an internal-foundry model designed to put Intel business units on comparable economic footing with external foundry customers, make legacy costs more visible and improve financial transparency.

Pann returned to Intel in 2021 after six years at HP, where he served as chief supply chain officer and chief information officer. Earlier at Intel, he was corporate vice president and general manager of the Business Management Group, overseeing pricing, revenue and forecasting for microprocessor and chipset operations. He holds a bachelor’s degree in electrical engineering from Michigan Technological University and an MBA from the University of Michigan.

What did Pann lead at Intel Foundry Services?

Pann’s remit went beyond wafer fabrication. Intel tasked him with developing an open systems-foundry offer that brought together manufacturing, advanced packaging, chiplet standards, software and design support, along with capacity in the United States and Europe. The goal was to give customers access to a broader set of capabilities for building complex chips and systems.

That approach aligned with Intel’s IDM 2.0 strategy: Intel would manufacture its own products while also serving external customers and using foundry services as part of a more integrated business model. Pann described IFS as having grown “from an idea to an operating business with a world-class IP portfolio and significant customers in less than two years.”

What Intel meant by a “systems foundry”

At its February 21, 2024 Foundry launch, Intel presented the business as a full-stack systems foundry for AI-era computing. Rather than treating a foundry as only a source of wafers, Intel grouped technology development, global manufacturing, supply-chain operations, customer service and ecosystem support into one offer. Its stated components included process nodes, advanced packaging, software, intellectual property, design enablement and supply-chain resilience.

Process and packaging roadmap

Intel’s announced roadmap included Intel 14A, evolutions of Intel 3 and Intel 18A, as well as its “five nodes in four years” (5N4Y) plan. Intel said it expected Intel 18A to restore its process leadership in 2025; that was a company forecast, not an independently established outcome in the launch announcement.

The packaging technologies named at launch included FCBGA 2D+, FCBGA 2D, EMIB, Foveros and Foveros Direct. These options reflect the systems-foundry idea: customers could combine manufacturing and packaging capabilities to create products that use multiple chip components.

Customers and design ecosystem

Microsoft said it had selected a chip design it planned to produce on Intel 18A. Intel also named Synopsys, Cadence, Siemens, Ansys, Lorentz and Keysight as EDA and IP vendors that had announced tool qualification or IP readiness for Intel 18A and related process and packaging designs. Intel described a separate collaboration with Arm to support Arm-based SoCs and startups through IP, manufacturing support and financial assistance.

Intel reported more than $15 billion in expected lifetime deal value across wafer and advanced-packaging agreements in its February 2024 launch release. This was Intel’s expectation for the lifetime value of deals, not realized revenue.

When did Pann leave Intel Foundry Services?

Intel announced on May 13, 2024, that Kevin O’Buckley would become senior vice president and general manager of Foundry Services. Pann retired from Intel at the end of May after 35 years with the company and stayed on as an adviser to support the transition. Intel credited him with successfully standing up Intel Foundry under its new operating model.

O’Buckley’s stated responsibilities included customer service and ecosystem operations. The succession announcement framed the change as a continuation of the systems-foundry effort, with O’Buckley focused on helping customers use Intel’s process and packaging technologies and supply chain.

Is Stuart Pann still the head of Intel Foundry?

No. Pann’s role as IFS general manager is historical: he held it from March 2023 until his retirement at the end of May 2024. Intel named O’Buckley as his successor in May 2024.

Why did Intel create a foundry business?

Intel positioned its foundry business as a way to manufacture chips for outside customers in addition to its own products. The company’s internal-foundry model was intended to make Intel business units operate on comparable economic terms to external customers, while improving visibility into manufacturing costs. Its broader systems-foundry strategy sought to attract customers by pairing process technology with packaging, design enablement, software and supply-chain support.

Intel’s February 2024 launch also emphasized resilient and more sustainable supply. In that release, the company reported preliminary estimates that its factories worldwide used 99% renewable electricity in 2023. That is an Intel-reported estimate for its factory electricity use, not a measure of the foundry business alone.
