During TSMC’s April 17, 2025 first-quarter earnings call, Chairman and CEO C.C. Wei said: “TSMC is not engaged in any discussions with other companies regarding any joint venture, technology licensing, or technology transfer and sharing.”
That statement is a denial of discussions in the categories Wei named. It is not an announcement that TSMC had agreed to operate Intel factories, take them over, or share its manufacturing technology with Intel.
What was reported, and what was confirmed?
Media reports described possible TSMC involvement in Intel’s U.S. factories, including a possible operating joint venture or investment. Bloomberg reported on April 17 that The Information had reported an initial-agreement claim. Those accounts described a proposed arrangement; they did not establish that the companies had signed, approved, or completed a transaction.

Why did a TSMC–Intel fab partnership sound plausible?
The speculation overlapped with TSMC’s expansion in the United States. In its April 2025 earnings-call transcript, the company described a planned total U.S. investment of US$165 billion, covering three additional wafer fabs, two advanced-packaging fabs, and an R&D center. It also said its first Arizona fab had entered high-volume production in the fourth quarter of 2024 using its N4 process, while its second fab was complete and being prepared for volume production.

That expansion provides context for why observers connected TSMC with U.S. semiconductor manufacturing capacity. It does not establish a relationship with Intel’s factories: TSMC’s own statements denied the specific discussions described in the reports.
What were TSMC’s first-quarter 2025 results?
On April 17, 2025, TSMC reported first-quarter revenue of NT$839.25 billion and net income of NT$361.56 billion. Net income was up 60.3% year over year. These figures describe the quarter’s financial results; they do not confirm or validate the reported Intel-fab arrangement.

What should readers conclude about TSMC taking over Intel’s fabs?
There was media speculation about TSMC helping operate or invest in Intel factories, followed by a clear public denial from TSMC’s CEO and a repeated denial in September 2025. The available information does not establish that TSMC took over Intel’s fabs, formed a joint venture with Intel, or agreed to license or transfer technology to Intel.
