It was a standards milestone—not a consumer product launch—aimed at making IPTV services and equipment work together across providers and networks.
What did the Open IPTV Forum announce?
OIPF published the Release 2 architecture specification for IPTV infrastructure elements and services. The forum, established in 2007, was developing open, end-to-end specifications to address interoperability and portability problems in IPTV. Its announcement paired that architecture work with demonstrations of technologies based on elements of Release 1.
Yunchao Hu, OIPF chair at the time, called the demonstrations “a significant step forward for the Forum.” EE Times reported the announcement on 10 September 2009.
What did members demonstrate at IBC?
Fraunhofer FOKUS: IPTV and telecom services together
Fraunhofer FOKUS demonstrated a combination of IPTV, telecommunications, and community services. The examples included LiveTV and video on demand (VoD), as well as interactions tied to incoming calls and VoD.

Netgem: navigation, recording, and MediaCenter
Netgem demonstrated a user interface and digital-TV functions, including navigation, channel zapping, recording, and MediaCenter. The demonstration used scripting support and OIPF technologies.
Other reported support
Verimatrix and Ericsson were also reported as demonstrating support for elements of the specifications. These were demonstrations of standards-based capabilities, not evidence of a single jointly launched consumer product.
What was planned for OIPF Release 2?
Release 2 broadened the service domain to mobile networks and extended the specification work beyond basic IPTV delivery. The 2009 report described work on:

These items describe the scope of standards work; they do not establish that every feature was available in a particular service or product at the time.
What do the OIPF specifications cover?
The OIPF archive lists Release 2 materials across the system, including functional architecture, media formats, HTTP adaptive streaming, content metadata, protocols, declarative and procedural application environments, a web-standards TV profile, authentication and content protection, XML schemas, profiles, and feature packages. Release 1 also included a test-specification overview.
One example of the detailed protocol work is Release 2 Volume 4, Protocols, version 2.3, dated 24 January 2014. It is one volume in a ten-volume Release 2 solution and defines protocols for interfaces among consumer, network, service-provider, and external systems, including DLNA networks. The OIPF specification archive retains the historical materials.

How did OIPF relate to HbbTV?
OIPF’s technical activities transferred to the HbbTV Association on 16 June 2014. HbbTV’s resource library retains historical OIPF specifications and describes the transfer as broadening HbbTV’s mandate to cover specifications for service providers and technology suppliers deploying IPTV services. OIPF’s work is therefore part of the history of today’s standards landscape, rather than a separate current consumer platform.
Why the 2009 announcement mattered
The significance was the combination of an end-to-end specification effort and working demonstrations: one showed IPTV converging with telecom interactions, while another showed user-interface and digital-TV functions built around OIPF technologies. Release 2’s stated scope also signaled an effort to address services beyond the living-room television, including mobile access and network-based features.
