PCI-SIG was close to adopting it in April 2002: the Arapahoe Work Group had completed its draft 1.0 specification and transferred it to PCI-SIG for board review and a planned member review. The move followed PCI-SIG’s 2001 decision to extend the PCI roadmap with serial-based I/O.
What was 3GIO?
3GIO—short for “third-generation I/O”—was the project code name for a new serial interconnect intended to extend the PCI technology roadmap. When the draft reached PCI-SIG in 2002, the technology was being called PCI Express. The Arapahoe Work Group’s April 17 announcement described it as a high-speed, point-to-point serial local-bus architecture that preserved software compatibility with PCI. When did 3GIO become PCI Express?
The name change accompanied the draft’s transfer to PCI-SIG; it was not evidence that the standard had already completed approval. The April 17, 2002 announcement said the draft 1.0 specification was complete and had been delivered to the PCI-SIG Board of Directors. Board approval was to be followed by a planned 60-day membership review, with public release anticipated in the second quarter of 2002. Those were stated next steps and expectations, not confirmation in that announcement that each step had already occurred.

How was PCI Express different from conventional PCI?
The 2002 announcements describe a change in the interconnect architecture, not a particular revision’s electrical throughput. PCI Express used serial, point-to-point links rather than conventional PCI’s parallel, shared-bus approach. Microsoft said the layered design could connect to copper, optical, or emerging physical signaling media. That describes the architecture’s potential range of physical media, not a claim that every medium was implemented or available in 2002. The announcements do not establish a specific throughput figure for a PCI Express revision, so one should not be inferred from the “3GIO” code name.
Who developed 3GIO?
The Arapahoe Work Group developed the draft. Its promoter companies were Compaq, Dell, Hewlett-Packard, IBM, Intel, and Microsoft. PCI-SIG was the standards organization receiving the draft and handling the next review stages; the two groups had distinct roles.

Roger Tipley, then PCI-SIG president and chairman, described the specification as being delivered in a “comprehensive and mature form” and said the PCI Express work group would prepare it for member review. Bob Gregory, identified as the Arapahoe Work Group spokesperson, characterized the transfer to the board as a major milestone. Microsoft announcement, April 17, 2002

The clearest claim supported by the April 2002 announcement is that draft 1.0 was complete and had been transferred to the PCI-SIG board for review. The earlier 2001 announcement confirms PCI-SIG’s decision to pursue serial-based I/O as an extension of the PCI roadmap. Taken together, these milestones show the technology moving from roadmap commitment to formal draft review; the April announcement alone should not be read as final approval of the specification.
