These steps help you access information when networks are unavailable—but a phone’s offline content still depends on the phone being charged and working.
What an internet outage does—and does not—mean
An internet outage, a cellular outage, and a power outage are different problems, though they can happen together. If internet service fails but your phone still has cellular service, some calls, messages, and mobile data may continue to work. If cellular service fails, network-dependent calls, messages, and alerts may not. If power fails, home internet equipment may stop working, and phones and other devices eventually need recharging.
Downloaded maps and locally saved files can remain available without a connection, but they do not provide live updates. They also depend on a charged, functional device. Paper maps and written contact details need no battery, while a radio can provide a separate broadcast information source where it can receive a suitable signal.
1. Download maps for the places you may need
Before an outage, save the map areas that cover home, regular destinations, and likely routes to a safe meeting place or evacuation area. Check the saved map while you still have connectivity, and keep a printed map for routes where losing phone power would leave you without directions. Oregon Emergency Management also advises saving printed or downloaded evacuation maps in advance.

On iPhone, Apple’s iOS 27 guide explains how to select and download a map area in the Maps app. Offline turn-by-turn directions are available for driving, walking, cycling, or transit without Wi-Fi or cellular service, but offline maps are not available in every country or region. Apple says downloaded map areas can be resized and are set to update automatically by default. See Apple’s iPhone instructions for downloading offline maps. These instructions apply to iPhone; Android steps vary by app and device.
A downloaded map can become outdated and may not show current closures, hazards, or incident conditions. Use official local updates when connectivity returns, and do not treat an offline route as confirmation that a road is open.

2. Make a contact card that works without a network
Write or print the names and phone numbers you may need if contacts or messaging apps are inaccessible. Include household members, an out-of-area contact, neighbors, local emergency management, medical providers, relevant shelters, and veterinary services. Add agreed meeting places and a short plan for reconnecting if people are separated.
- Keep copies where they are useful, such as in a wallet, vehicle, and household emergency kit.
- Update the paper list when numbers or meeting arrangements change.
- While service is available, set up group texts and keep contact details updated across channels. FEMA advises: “Keep your contacts updated and synced across all of your channels, including phone, email and social media.”
Group texts can help coordinate when networks are operating; they are not a dependable substitute for an offline contact list when mobile service is unavailable. Oregon Emergency Management’s July 10, 2025 bulletin likewise recommends writing or printing critical contacts and information. Its local examples include OR-Alert and TripCheck; use the equivalent state, county, and local emergency-management systems where you live.

3. Keep essential files available offline
Choose records that could help identify household members, obtain care, contact insurers, or care for pets. FEMA’s emergency technology fact sheet identifies insurance policies, identification documents, medical records, and pet information as useful records. Save copies locally in a secure, password-protected or encrypted location so you can open them without signing in to an online account.
Keep paper copies of the most urgent information in a protected, portable place when appropriate. Protect both formats: paper can be exposed or lost, and digital files can be exposed if a device is shared or misplaced. Avoid leaving sensitive documents unencrypted on a USB drive that is easy to lose. FEMA recommends secure digital storage; its fact sheet’s print page indicates August 21, 2025.

4. Preserve battery and arrange another information source
Charge phones and power banks before a forecast hazard or other anticipated outage. If power becomes scarce, use low-power settings and reduce unnecessary screen use. Oregon Emergency Management also suggests considering solar or car chargers. A power bank can extend the time a device remains usable, but it cannot restore internet or cellular service.
Consider a battery-powered or hand-crank weather radio, and identify the appropriate local station or NOAA Weather Radio frequency before an outage. Oregon Emergency Management says these radios can receive Emergency Alert System broadcasts over AM/FM or NOAA Weather Radio frequencies when cell towers and internet are down, where reception is available. They do not receive Wireless Emergency Alerts (WEA), which depend on cell towers.

Oregon Emergency Management cautions that when calling 911 over Wi-Fi calling or a satellite-connected phone, your location might not be automatically visible to dispatch. Tell the dispatcher your location, including an address, landmarks, road names, or mile markers.
5. Know which information source to use

When service returns, check official agency and local government sources for current alerts and road conditions. A FEMA app may offer alerts for up to five locations nationwide, according to Ready.gov’s page last updated October 29, 2024; the page does not establish that app features work offline, so it does not replace saved maps or a radio. Oregon’s examples are state-specific, and alert systems differ by location.
