There is no single privacy standard that applies to every AI chatbot. Before a child uses one, check its age and consent rules, what it collects and does with prompts, how long it keeps data, who can receive it, and what parents can see or control. In the United States, COPPA provides specific protections for covered services collecting personal information from children under 13; it does not make every chatbot safe or give parents the same controls everywhere.
What should parents check before a child uses a chatbot?
Review the provider’s current terms, privacy policy, and account settings rather than assuming that all chatbots handle children’s data alike. Use this checklist for each service:
- Age and consent: Find the minimum age for your region and whether parental consent is required. Check whether the stated age rule is a condition of use or whether the service also describes how it assesses age.
- Collection and use: Look for information collected from prompts, account activity, device use, and connected features. Check whether it is used to provide the service, personalize it, or improve models, and whether any settings change those uses.
- Retention and deletion: Find out whether chats and account data can be deleted, how long they may be retained, and whether a parent can review or request deletion where applicable.
- Disclosure: Check whether personal information is shared with third parties, including for advertising, and whether the service offers a relevant choice or consent mechanism.
- Parent visibility and controls: Look for account linking, settings for use times or personalization, model-improvement controls, and safety notifications. Do not assume a parent can read every conversation simply because an account is linked.
- Age assurance: Distinguish a birth-date prompt from age inference, age estimation, or age verification using proof. A service asking for an age does not, on its own, show that it has verified it.
- Family expectations: Agree on what personal information a child should not enter, when to ask an adult for help, and how to report an unsettling or inappropriate interaction.
Provider policies and feature availability change. Recheck the service’s official pages and settings for the account and region your child will use.
What does U.S. COPPA require?
The Children’s Online Privacy Protection Act (COPPA) applies to covered operators that collect personal information from children under 13 in specified circumstances. The Federal Trade Commission says those operators generally must obtain verifiable parental consent before collecting that information, subject to exceptions. Parents have rights to review the information and require its deletion. FTC guidance on children’s privacy explains the requirements.

The FTC’s 2025 announcement of amended COPPA requirements describes separate verifiable parental opt-in for covered disclosures of children’s personal information to third parties and a limit on retaining data to what is reasonably necessary for its purpose. Applicability and compliance dates depend on the final rule and the service’s circumstances; the announcement is not a substitute for checking current requirements. These protections concern covered collection and use, not a general guarantee that a chatbot is suitable for a child.
What do ChatGPT’s published child-safety and privacy measures include?
Age limits and consent
OpenAI says ChatGPT is not meant for children under 13 and requires parental consent for users ages 13–18. It also warns that responses may not be appropriate for every age. Check the current ChatGPT Terms of Use for the applicable wording.

Linked parent and teen accounts
OpenAI says a parent and teen can link their accounts, after which the parent can manage settings. Its announcement describes additional content protections for teen accounts and limited urgent safety notifications. OpenAI says that in those rare situations it shares only information needed to protect a teen’s safety. The announcement also frames controls as one part of keeping teens safe, alongside family rules and ongoing conversations. Age prediction
OpenAI says it predicts whether an account may belong to a teen using behavioral and account-level signals, including account age, typical activity times, usage patterns, and stated age. It says accounts predicted to belong to teens receive added protections; someone incorrectly placed in the under-18 experience can confirm age through Persona. These measures do not settle every privacy question. Parents should still review current data-use, retention, deletion, and sharing terms and discuss appropriate use with their child.
Does an age gate mean the chatbot checks a child’s age?
No. The UK Children’s Commissioner distinguishes age verification, age inference, and age estimation as different approaches. A service may ask a user to state a birth date without checking it; another may infer or estimate age from signals. Those methods should not be treated as equivalent to proof of age. The Commissioner’s AI and children guide includes a December 2025 snapshot of age rules for several services, but it warns that details can change. Use it as dated context, not as a live comparison or evidence that a service verifies age.

How to compare two chatbots without assuming they are alike
Compare the same issues for each service, and record the region and date you checked. If a provider’s official policy does not establish an answer, leave it unresolved rather than inferring it from another chatbot’s practices.

For a practical household rule, tell children not to enter sensitive personal details unless a trusted adult has helped them decide it is appropriate. Explain how to stop a conversation and bring it to an adult if a response feels disturbing, asks for personal information, or seems unsuitable. Controls support that conversation; they cannot replace it.
