The headline about throttling pirates refers to the U.S. Copyright Alert System, a voluntary program announced in 2011. That historical framework allowed escalating alerts and possible temporary service measures; Verizon’s current policies instead reserve discretion to act on copyright violations, including suspending or terminating service in appropriate circumstances.
Where the throttling headline came from
The headline traces to the U.S. Copyright Alert System (CAS), a voluntary U.S. program announced in 2011 and commonly called a graduated-response or “six strikes” system. Participating internet service providers could send escalating notices about alleged peer-to-peer copyright infringement. The U.S. Copyright Office said in 2020 that the framework allowed a maximum of six alerts, with later alerts potentially leading to a temporary speed reduction, a temporary downgrade to a lower service tier, or suspension of service.
A congressional record from 2011 listed possible mitigation measures and used 256–640 kbps as an example of throughput low enough to significantly affect broadband service. That was an example in the framework, not a published Verizon throttle setting or a speed guaranteed to apply to any subscriber.
Does Verizon slow your connection if you use peer-to-peer downloads?
The available Verizon policy descriptions do not establish an automatic speed reduction for every copyright allegation, a current universal number of warnings, or one standard throttled speed. Verizon’s Anti-Piracy Cooperation Program is described as a way to notify customers: “The program is designed to alert you to potential infringing activity involving your account.” Its current policy language reserves enforcement options, but does not set out a fixed piracy-throttling schedule.

Verizon’s Acceptable Use Policy says it may suspend or terminate service when use violates the agreement or policy. Its repeat-infringer policy says an account may be terminated “in appropriate circumstances.” The current Fios agreement also prohibits unlawful uses, including copyright violations. These are discretionary enforcement powers, not a promise that a first notice—or every notice—will cause a speed penalty.
What a copyright notice means
A notice reports an allegation; it is not a court finding that the subscriber infringed copyright. Verizon’s FAQ says a copyright owner sends the ISP information about the work, the date and time of the alleged activity, and the IP address associated with it. Verizon matches that IP address to the subscriber assigned it at that time and forwards the allegation without identifying the subscriber to the copyright owner.

An IP-address match ties the report to an internet account at a particular time; by itself, it does not establish which person or device was responsible. A notice therefore does not, on its own, prove infringement or show that service will be slowed or disconnected.

Verizon’s network-management disclosure describes a separate issue from copyright enforcement. It says Verizon Wireless does not limit, block, or rate-control specific protocols or protocol ports except for security reasons, and does not otherwise inhibit or favor applications or traffic classes. The same disclosure says some plans may get lower speeds when a cell site is congested, until demand falls.

What to do if Verizon sends a notice
- Read what the notice actually alleges. Note the work, reported date and time, and any account or reference details. The report is an allegation, not a court decision.
- Check who had access to the connection. Consider household members, guests, and devices that were online around the reported time. The IP address identifies the account assigned that address then, not necessarily the person who used it.
- Use Verizon’s stated contact or review process. Follow the instructions in the notice or Verizon’s copyright FAQ if you believe it was sent in error. Do not assume that a notice itself means your service has already been throttled or will be terminated.
- Stop any unauthorized sharing. If a device or peer-to-peer application is sharing copyrighted material without authorization, disable that sharing and use lawful sources for the content. Verizon warns that peer-to-peer software can also expose devices to viruses, spyware, and other malware.
