Start with the city or county planning office that controls zoning for the property, then search its active applications, hearing agendas, parcel maps and project documents. Search for “data center” and related land-use terms, open the case file, and confirm its status with planning staff. Mailed notices are only one possible alert channel, and no online result does not prove that no proposal exists.

1. Find the government that controls land use for the property

Use the address or parcel number in the official assessor or geographic information system (GIS) map. Establish whether the parcel is within a city or in unincorporated county territory, then identify which government handles zoning and development review there. A city and its surrounding county may have different rules and application systems.

Begin with that jurisdiction’s planning or zoning department website. Look for active planning applications, public-hearing calendars, planning commission and council or county-board agendas, zoning maps, and any project-specific information page. Some communities publish a dedicated data-center page as well as standard case records; St. Joseph, Missouri, is one example (city information page).

2. Search applications, maps and agendas using more than one term

A large computing facility may not be indexed under the exact words “data center.” Search the planning department’s records and agenda materials for terms such as:

  • site plan, subdivision or annexation
  • large power-use project

Search neighboring parcels on the official map as well as the property you are concerned about. A project boundary, access route or related application may involve more than one parcel. Open the documents attached to a result: project descriptions, staff reports, site plans and revisions can identify a proposed use even when the case title is broad.

Check both application listings and public agendas. An upcoming hearing may appear on a planning commission or governing-board calendar, while supporting documents are filed on a separate case page. For example, Spotsylvania County says its active public-hearing listings include pending rezoning and special-use cases, a GIS map and application materials (county planning information).

3. Read the case file to establish what stage the proposal has reached

For each relevant record, note the case number, applicant, parcel numbers, proposal description, filing date, staff report, site-plan version, hearing dates and recorded decisions. Check the latest entry and action date rather than relying on an old news story or an undated summary.

These stages are not interchangeable:

  • A possible location or land purchase is an early signal, not necessarily a land-use application.
  • A rezoning request seeks a change to permitted land uses; it is not itself a complete development plan or construction permit.
  • A filed development application is under review and may be revised, approved with conditions, denied or withdrawn.
  • Approval of a land-use request does not by itself establish that construction has begun or that every later permit has been issued.

San Angelo’s official page illustrates the distinction: it discusses a possible future location and a zone change while stating that a development application had not been received at the time covered by the page. Check the current page and official file for later actions (city information page).

4. Check local notices and sign up for available alerts

Find the jurisdiction’s rules for public hearings and nearby-property notices. Depending on the locality and application type, alerts may come through mailed notices, signs at the site, newspaper legal notices, government webpages, agenda postings or planning-department email lists. Sign up for available lists and case-specific notifications, but do not treat mail as a complete alert system.

Notice distances, deadlines and methods are local procedural rules, not national standards. Wichita and Sedgwick County’s January 2026 planning white paper, for example, describes several notice channels and different notification distances for city and unincorporated-county cases. Use the current rules for the parcel’s jurisdiction rather than applying another locality’s distance or deadline (Wichita planning information).

5. Ask planning staff to check the parcel and related records

If the online search is unclear, contact the planning department with the property address or parcel number, any nearby parcel numbers and any case number you found. Ask staff:

  • Are there current or recently withdrawn applications affecting these parcels?
  • Are any hearings scheduled, or has a recent action not yet appeared online?
  • Are related applications filed under a different land-use category?
  • Where can the complete public file, including revisions and staff reports, be inspected?

You can also ask whether pre-application information is public in that jurisdiction. Availability varies; an informal discussion or early project signal may not appear in the public application system.

6. Track changes and compare proposals using official records

Recheck the case page and hearing agendas around scheduled meetings. Record the last official action and the next scheduled action so that a revision, withdrawal, approval with conditions or denial does not get mistaken for the current status.

If multiple proposals are relevant, compare them on the same evidence-based points:

  • procedural stage and last official action
  • parcel boundaries, distance from your property and proposed footprint
  • stated size, use and construction phases
  • site-plan details, including access and utility infrastructure shown in the file
  • local hearing, comment and appeal dates
  • unresolved application items and any approval conditions

A project label alone cannot establish its likely noise, water, electricity, traffic or property-value effects. Look for project-specific documents and applicable agency reviews before drawing conclusions about those impacts.

What a search with no result means

It means only that the records you checked did not surface a proposal. An early discussion may not be public, a filing may use a different project category, or an online listing may be incomplete or delayed. Contact planning staff with the parcel number and check the official records again as agendas and case files change.

The examples above describe procedures published by particular governments, not rules that apply everywhere. Local project status, hearing calendars, notice practices and deadlines can change; confirm them on the relevant government’s current page or with its planning office.
