Norway is close to its goal for new passenger cars, but it has not reached 100% battery-electric sales: DNB puts the 2025 share at 96%. The bigger transition is still ahead. At the end of 2025, electric cars made up about 42% of Norway’s passenger-car fleet, and DNV’s scenario puts the in-use share at around 50% only by 2032. The next phase is less about getting nearly every new buyer into an EV and more about replacing the existing fleet, sustaining adoption as incentives taper, and extending electrification to heavy transport.
How close is Norway to 100% electric-car sales?
By 2025, Norway had effectively met its ambition for new passenger cars, but the reported figure was not 100%. DNB’s 2026 assessment says battery-electric vehicles accounted for 96% of passenger-vehicle sales in 2025. DNV reported a 93% battery-electric share in the first three quarters of that year, or 95% when plug-in hybrids are included, and said the government considered the goal practically achieved.
Those figures cover different periods and categories: DNB’s figure is for the full year and battery-electric vehicles; DNV’s is for the first three quarters and separately gives a broader figure that includes plug-in hybrids. They should not be read as competing measurements of the same period and vehicle category.
The Norwegian Government’s 2022 battery strategy states: “Norway has set a target that all sales of new passenger cars will be fossil-free in 2025.” That target wording is not identical to a requirement that every new car be battery-electric: DNV’s figures distinguish battery-electric vehicles from plug-in hybrids. Norway’s practical achievement is therefore a near-total shift in new-car sales, not a literal 100% battery-electric result.

Why does a near-total sales share not mean the fleet is nearly all electric?
New sales change the fleet gradually because cars already on the road remain in use for years. The distinction is visible in the figures below.

The 96% figure describes the direction of new purchases; the 42% figure shows how much of the existing fleet had actually turned over by the end of 2025. DNV’s scenario illustrates how that lag can persist even while sales remain above 90%.

What changes as purchase and ownership incentives are reduced?
Norway is moving away from the broadest forms of EV support and toward more normal taxation. For 2026, DNB reports that the VAT exemption is capped at NOK 300,000. That cap reduces the exemption on the portion of a vehicle’s price above the threshold; it does not mean every EV receives the same tax benefit.
Operating advantages have also been narrowed. Under the arrangements described by DNB, EVs may pay up to 70% of standard toll charges and 50% of standard parking and ferry tariffs. These are maximum discounted rates relative to the standard tariffs, not a promise of one uniform rate at every toll point, parking location or ferry.

The policy shift tests whether competitive vehicle prices, broader model availability and lower running costs can keep demand strong without the same level of public support. The government’s 2022 battery strategy put the scale of that support in fiscal terms: it calculated total EV tax benefits at NOK 30 billion in 2021. As the vehicle mix changes, policymakers face a choice between maintaining incentives to speed the transition and reducing tax concessions that affect public revenue.
What practical constraints become more important?
Charging access and electricity networks
With more than 945,000 electric passenger vehicles on the road at the end of 2025, continued fleet replacement makes charging access a practical concern. The government’s battery strategy describes Norway as having well-developed charging infrastructure and a front-market role in related services. That national description does not establish that access is equally convenient for every driver: home charging, apartment charging, public-station availability and queues can present different challenges.

As charging demand grows, local electricity-network capacity and how charging is managed also matter. The supplied figures do not quantify a nationwide grid shortfall, so these are planning issues to monitor rather than evidence that Norway has already run out of capacity.
Heavy-duty vehicles
Passenger cars are further along than commercial transport. DNB records a Norwegian target for new heavy-duty vehicles to be zero-emission or biogas by 2030. Trucks, buses and other commercial vehicles therefore form a major next test: they need vehicles and operating arrangements suited to their work, alongside appropriate refuelling or charging infrastructure. The target allows either zero-emission vehicles or biogas; it is not a battery-electric-only requirement.

What happens to used EVs and their batteries?
As early electric cars age and change owners, the transition increasingly depends on the used-car market as well as new-car sales. Buyers and sellers need ways to assess battery condition, and a larger stream of retired batteries raises questions about reuse, second-life storage and recycling.
The government’s 2022 battery strategy anticipated that Norway would be among the first markets to handle large volumes of used batteries and identified reuse and recycling as opportunities. It names Hydrovolt’s Fredrikstad facility as recycling batteries from the Norwegian fleet. These activities do not remove the need for new battery production, but they make battery management part of the next phase rather than an afterthought to vehicle adoption.
What does “after 100%” mean for Norway?
There is no single finish line. A very high share of new-car sales is a milestone in the flow of vehicles into the market; it does not instantly replace petrol and diesel cars already in use. The next phase combines slower fleet turnover with a more targeted incentive system, charging access, commercial-vehicle targets and the handling of aging batteries. Norway’s experience also began well before the 2025 goal: the government strategy says the push to transition to electric vehicles started as early as 1990 and describes Norway as a pilot arena where manufacturers tested technology in Norwegian climatic conditions.
For other countries, Norway’s figures are most useful when comparisons separate new-sales share from fleet share, purchase-tax support from operating incentives, home charging from public charging, passenger cars from heavy-duty vehicles, and first-life adoption from battery reuse and recycling. A high new-sales percentage is evidence of a rapid market shift, not proof that the whole transport system has already changed.
