AI data centers are increasing demand for high-bandwidth memory (HBM), tightening access to advanced memory capacity and changing where chipmakers direct investment. Two developments illustrate the shift: Micron reportedly explored ways to use or acquire capacity at PSMC’s Taiwan fab, while China’s CXMT prepared a roughly $4.2 billion Shanghai IPO to expand and improve its manufacturing.

How is AI changing the memory market?

AI data centers use HBM, a type of DRAM designed to supply data at high bandwidth. As demand for AI systems grows, memory makers face pressure to devote scarce advanced-memory capacity to HBM rather than other products. That makes factory capacity, manufacturing capability and access to process know-how strategic concerns alongside chip design.

EE Times reported that Micron CEO Sanjay Mehrotra expected memory markets to remain tight beyond 2026. The same report said Micron and SK hynix had sold out their HBM inventory for 2026. Those are company expectations and reported inventory disclosures, not an independent forecast that every memory product will be scarce for the same period.

The pressure is not confined to data centers. EE Times said DRAM shortages were being felt in AI systems, PCs and smartphones. However, the report does not establish how much any shortage will affect retail prices or when price changes might reach buyers.

What does Micron’s possible PSMC deal mean?

EE Times reported that Micron was evaluating cooperation with, or a possible acquisition of, PSMC’s 12-inch Tongluo fab in Miaoli, Taiwan. The report described three possible arrangements; it did not establish that a deal had been signed or which structure, if any, would be chosen.

An acquisition would offer the most direct control; equipment relocation and technology transfer could add capacity without buying the entire facility; and a distribution model would leave PSMC with a continuing sales role. The report did not provide timelines, pricing, capacity figures or a selected option.

What is CXMT, and how significant is its expansion?

ChangXin Memory Technologies (CXMT) is a Chinese DRAM maker founded in 2016 with Chinese state backing. Omdia put CXMT at 4% of global DRAM market share in 2025 Q2, making it a meaningful but much smaller supplier than Samsung, SK hynix and Micron. EE Times described it as the world’s fourth-largest DRAM supplier, behind those three companies.

EE Times reported that CXMT was preparing a Shanghai IPO of approximately $4.2 billion in 2026. The planned uses included expanding wafer capacity, improving manufacturing and yield control, and investing in next-generation DRAM and HBM. The reported figure describes a planned offering, not proceeds already raised.

The same report said CXMT doubled revenue year over year in 2025 and was expected to reach profitability in 2026. The profitability figure is a forecast, not a reported result. CXMT unveiled DDR5 DRAM chips in November 2025, a step that places it more directly against established suppliers in a mainstream memory category.

Can CXMT challenge Samsung, SK hynix and Micron?

Its IPO plan points to an effort to scale production and improve manufacturing, while the 4% share attributed to Omdia shows that CXMT remains considerably smaller than the leading trio. Raising capital alone does not establish that the company can match their capacity, yields or product mix.

A central strategic question is whether new capacity will help CXMT compete for higher-value AI memory or primarily increase supply of lower-priced DRAM for consumer markets. EE Times presented AI memory as a likely focus, but the stated IPO uses span both capacity and technology investment; they do not prove how future output will be divided.

Why is manufacturing know-how part of the memory race?

Capacity is not just buildings and equipment: production also depends on process knowledge. EE Times reported that South Korean authorities arrested 10 Samsung engineers in 2026 over allegations that sensitive sub-10-nanometer DRAM process technology had been passed to CXMT. The report described an investigation and arrests, not a final court judgment.

According to EE Times, one former Samsung engineer allegedly supplied handwritten notes compiled over nearly five years. The notes were reported to cover more than 600 optimized process steps, including gas-flow ratios, lithography photoresist settings and reactor pressures. The allegations underline why manufacturing expertise can be as strategically valuable as access to a fab, but they should not be treated as proof of CXMT’s use of the material or of anyone’s guilt.

Could AI memory shortages raise PC and smartphone prices?

They could contribute to pricing pressure if tight DRAM supply persists, because the reported shortages reach PCs and smartphones as well as AI systems. But the available reporting does not quantify any price increases, identify a specific consumer product affected, or show that higher memory costs have already been passed on to buyers. Device prices also depend on factors beyond memory supply, so a direct or universal increase cannot be inferred from these events alone.

What the two events show together

The reported Micron–PSMC discussions are about securing or organizing factory capacity; CXMT’s planned IPO is about financing capacity and manufacturing upgrades. Together, they show how AI demand is pushing memory competition beyond product design into fabs, capital, process capability and geopolitical strategy. Neither development, on its own, establishes how soon supply will catch up or what buyers will pay.
