A satellite reentry notice does not automatically mean you need to evacuate, shelter, or change plans. Check who issued it, who it addresses, the area and time it covers, and whether it gives an explicit instruction. Pilots, mariners, and people on land may face different directions; follow the guidance from the authority responsible for your location and role.
Check these four things first
- Issuer and audience: Is the notice from an aviation or maritime authority, a local emergency office, a space agency, or a secondary tracker? Does it address pilots, mariners, or the general public?
- Geography: Read the stated boundary and compare it with your location or planned route. A notice about a different area may not apply to you.
- Time: Check the effective start and end times and whether the notice has been updated or closed. Reentry predictions and operational windows can change.
- What it asks you to do: Distinguish a prediction or awareness bulletin from a hazard designation, access restriction, closure, or direct instruction to avoid, exit, hold, or take another action.
If the notice is unclear or appears to cover you, contact its issuer or the authority responsible for the affected area. Without the actual notice, location, and reader’s role, no general article can determine what a particular person must do.

What different reentry notices mean
A prediction or awareness bulletin
A predicted reentry window describes when and where an object might return; it is not, by itself, a public evacuation order. In the United States, the FAA issues NOTAM bulletins to alert airspace users to upcoming space operations. A bulletin raises awareness; any restriction or direction depends on the specific notice and air traffic procedures. FAA: Space operations and airspace
A designated hazard area
A hazard-area designation identifies a place and period of elevated operational concern. It does not automatically tell every person nearby to take the same action. Read the notice for the restrictions and audience it actually names.

An active instruction
A specific direction—such as not entering an area, exiting it, or following an emergency instruction—is different from a forecast or general warning. Follow current directions from the authority that issued them. Do not infer a public instruction from procedures written for pilots or mariners.
If you are a pilot: check the applicable NOTAMs and ATC directions
FAA guidance says it establishes Aircraft Hazard Areas (AHAs) before launches or reentries to prohibit uninvolved aircraft from flying in designated airspace. The FAA’s stated AHA design criterion is that the probability of an aircraft encountering hazardous debris in an established AHA does not exceed one in one million. That is an aviation risk criterion, not a measure of risk to someone on the ground or a guarantee of zero risk. FAA: Flight safety and Debris Response Areas

The FAA may also activate a Debris Response Area (DRA) after confirming a vehicle malfunction involving unplanned debris that could endanger aircraft, or when it elects to do so for flight safety. While a DRA is active, the FAA alerts affected aircraft and airports and issues directions. Its examples include continuing to land for an aircraft inside the area headed to an airport beneath it, exiting expeditiously for through traffic inside it, and not entering for aircraft outside it. These are operational directions for affected aviation users—not general public guidance. The FAA sends a closeout alert when the DRA is deactivated.

If you are a mariner: check the actual maritime notice
A U.S. FAA environmental document explains that a NOTMAR can notify mariners of a temporary hazard in a defined Safety Hazard Area (SHA) without itself closing shipping lanes. It identifies the U.S. Coast Guard (USCG) as the authority that manages the area’s duration, location, and size and can restrict vessel operations. Mariners should check the specific NOTMAR and current Coast Guard directions; this description concerns the U.S. procedure and should not be assumed to apply in every country. The cited FAA material describes protections and instructions for aviation and maritime operations; it does not establish a general public action triggered by every satellite reentry notice. For a public warning, look for an explicit direction from the responsible local emergency authority or another authority with jurisdiction. Do not treat an aviation restriction or maritime hazard notice as a blanket instruction to evacuate or shelter.

Why reentry forecasts can change—and why “burns up” is not a guarantee
The European Space Agency (ESA) explains that an uncontrolled reentry’s time window and impact footprint can be predicted and monitored, with estimates improved by tracking data and prediction tools. Predictions concern a window and an area, not necessarily a precise time and point. ESA: What is re-entry?
ESA says that from about 110 km altitude, during roughly the last 10 minutes before an object reaches the ground, atmospheric drag heats and decelerates it. Most objects are completely destroyed, but not all: ESA also discusses surviving fragments, their dispersion across a ground swath, and assessing exposure. So neither a reentry prediction nor the fact that most objects burn up establishes that every fragment will do so.
ESA says a casualty-risk threshold of one in 10,000 for a single uncontrolled reentry is commonly accepted by space agencies and nations, and is mandatory for ESA missions. That statement is not evidence of a universally binding threshold for every agency or jurisdiction, nor a notice-specific estimate of risk to you.
When the notice is outside the United States
FAA guidance primarily concerns U.S. airspace and FAA-licensed commercial space activity, as well as NASA, military, and other U.S. government space operations. The FAA notes that its DRA procedures generally are not applied in non-U.S. airspace. If a notice concerns another jurisdiction, use the applicable local aviation, maritime, or emergency authority’s current directions rather than assuming U.S. procedures apply.
