The project was a back-end assembly operation—not a front-end factory for fabricating LCD panels. The company said the site would bring module production closer to European customers, with mass production later reported to have begun on March 30, 2007.
What LG.Philips LCD planned
The September 2005 proposal called for a plant in southwestern Poland to assemble TFT-LCD modules. LG.Philips LCD said it would keep technology-intensive front-end panel production in Korea and perform module production and assembly in Poland. That distinction matters: the announcement described a downstream manufacturing and assembly site, not a new panel-fabrication plant.
The company’s stated rationale was to serve European customers from a closer production base, supporting timely deliveries and technical support. It also presented the project as part of its effort to strengthen its position in the European LCD-TV market. These were the company’s strategic aims; the announcements do not independently measure the resulting logistics or market benefits.
Where the plant was located
The planned site was Kobierzyce, near Wroclaw in southwestern Poland. LG.Philips LCD announced the plan on September 7, 2005, then said on September 9 that it had signed an investment agreement with the Polish government and Wroclaw’s municipal government.

Investment, capacity and products in the original plan
LG.Philips LCD’s 2005 announcements described targets for investment and production, rather than verified final results:

The figures describe what the company proposed. The available company announcements do not establish that the full EUR 429 million was invested or that the 11-million-unit design capacity was reached.

When production began
LG.Philips LCD reported that construction began in June 2006 and that full-scale mass production started on March 30, 2007. At launch, the company said the plant would initially produce 3 million modules annually, with an expansion to 11 million planned by 2011. It described the facility’s output as mainly modules for LCD TVs of 32 inches and larger.
The reported production start is distinct from the original expansion target: the sources establish the company’s reported 2007 launch, but do not establish whether the planned 2011 capacity was achieved.

Toshiba’s planned role
LG.Philips LCD’s 2006 annual report described a strategic alliance involving its Polish subsidiary. Toshiba was to take a 19.9% equity participation in that subsidiary, and LG.Philips LCD Poland Sp. z o.o. would supply Toshiba with LCD-TV panels produced at the Polish plant. The report presents this as a planned arrangement; it does not, by itself, establish that the equity participation was completed.
What is known about the company and plant today
LG.Philips LCD changed its name to LG Display effective March 3, 2008, according to the company’s 2012 annual report. The company announcements and annual report cited here document the proposal, agreement, planned capacity, partnership context and reported start of production. They do not establish the plant’s current operating status or whether it ultimately reached the 2011 capacity target.
