Full distribution through the latter costs $25, while a free limited-distribution account covers sharing with up to 20 explicitly authorized devices. Users can still install unregistered apps through an advanced sideloading flow or ADB.
Who has to register for Android developer verification?
Verification connects an app’s package name and signing key to a verified developer identity. The right console depends on where you distribute:
- Google Play only: Use your existing Play Console account. Google says eligible apps signed with Play App Signing are included in automatic registration. Check the Android developer verification page in Play Console and address any app that is not registered. Google’s verification FAQ
- Google Play and other channels: Use Play Console. Google says it can manage verification requirements and apps distributed outside Play.
- Only outside Google Play: Use Android Developer Console to verify your identity and register package names. Google’s developer verification guide
Google reported in June 2026 that more than 99% of Play developers’ apps had been registered, and that registration covered nearly all Google Play installs and a large majority of installs outside Play. That is a dated Google-reported figure, not a guarantee that every app is registered. Google’s June 18, 2026 update
What does developer verification require?
Registration has two parts: verifying the developer identity and registering each relevant package name against its app signing key. For a package, developers provide its name and the SHA-256 certificate fingerprint for the signing key. For an existing package, Google describes an ownership challenge: sign an APK with the private key and upload it with the challenge material Google provides. Organizations and package conflicts
Google’s FAQ says organization registration requires a D-U-N-S number; obtaining one can take up to 28 days, according to Google. Existing package-name conflicts may require additional review, an exception request, or choosing a different package name. Google’s verification FAQ
Protect your signing keys
Keep signing keys and secure backups under controlled access. Google says losing a key can make it impossible to register the package, so key recovery and custody are operational requirements, not housekeeping details.

Does Android developer verification cost $25?
The $25 fee applies to a full-distribution account in Android Developer Console, according to Google’s FAQ. It is not described as a separate fee charged to all Google Play developers. Limited distribution is free and does not require government ID, but it is restricted to sharing an app with up to 20 devices whose end users explicitly authorize them. Google’s verification FAQ

A linked payments profile is a setup requirement for limited distribution; it does not mean that the account carries the $25 full-distribution fee. What changed on September 30, 2026?
The first enforcement phase began September 30, 2026. As of October 3, it applies to apps installed from participating stores in Brazil, Indonesia, Singapore, and Thailand on certified Android devices. Google’s current guide lists Google Play, HONOR App Market, OPPO App Market, Galaxy Store, Palm Store, V-Appstore, and GetApps as participating stores. Google’s current guide
The scope is narrower than “all Android downloads”: Google says stores outside that initial participating list and direct sideloading were not subject to the September phase. Its guide also distinguishes form factors: Play-distributed apps across form factors must be registered, while the initial off-Play enforcement applies to mobile and tablet devices in the selected regions. Global expansion is announced for 2027 and beyond, but Google has not provided a complete country-by-country schedule in the reviewed guidance.

Can I still sideload unregistered apps?
Yes. Google says a user can install an unregistered app by completing a one-time advanced flow that includes safeguards and an acknowledgement of risk, or by using Android Debug Bridge (ADB). The ADB workflow remains the same. Registered apps generally retain the ordinary installation experience; Google product management director Matthew Forsythe wrote on March 30, 2026, “Most of your users’ download experience will not change at all.” Forsythe’s March 30, 2026 announcement

In the initial enforcement regions, a non-registered app distributed through a participating store may require users on certified devices to take the advanced sideloading route rather than install through the ordinary flow. ADB remains an option. This is an added installation barrier, not a blanket ban on every app from every independent store or on direct sideloading. Developers with personal or small-scale testing needs can consider limited distribution if the 20-device restriction fits.

Why is Google introducing verification?
Google says the program is intended to make it harder for malicious actors to distribute harmful apps anonymously. In a March 30, 2026 announcement, Google cited an analysis finding “over 90 times more malware from sideloaded sources than on Google Play.” That is Google’s reported comparison; the cited passage does not provide methodology, so it should not be treated as an independently verified rate or proof that sideloading itself causes malware.
