A ransomware leak site is part of an extortion operation: attackers may name a claimed victim, publish stolen data or samples, or threaten to release data to pressure the organization. “Data leak site” is a broader, context-dependent term; it does not by itself establish that ransomware was involved. The terms overlap when a ransomware or data-extortion actor uses a site to publicize or threaten exposure.

What each term means

Data leak site

“Data leak site” is not a universally standardized technical category. Depending on context, it may refer broadly to a place where exposed or disclosed data appears. The label alone does not explain how the data was obtained, whether systems were compromised, or whether ransomware was used.

Ransomware leak site

A ransomware leak site is associated with a ransomware or data-extortion operation. Actors may use it to announce alleged victims, post data previews or stolen material, or threaten publication as leverage. A listing is an actor’s claim, not independent confirmation of the incident or the group’s identity.

How the terms compare

What does the label establish? Not how the data was exposed or whether ransomware was involved. An association with a ransomware or data-extortion operation; it does not by itself verify a particular claim.
Must files have been encrypted? No implication either way. No. Encryption is common in double extortion, but data theft and a release threat can be the only extortion method.
Why might material appear there? The phrase may describe an exposure or disclosure; context is needed. To publicize a claimed victim, release or preview material, or pressure the organization to pay.
Does a listing prove the full incident history? No. No. Listings can be selective and are not a reliable record of every victim or attack date.

Does a ransomware leak-site threat mean files were encrypted?

No. The FBI defines ransomware as malware that prevents access to files, systems, or networks and demands ransom for their return. In “double extortion,” actors both encrypt data and exfiltrate it, then threaten to publish the stolen data if the victim does not pay. But CISA says some actors exfiltrate data and threaten release as their only form of extortion. A leak-site threat therefore does not, on its own, prove encryption occurred.

Can a leak-site post prove a company was attacked?

Not by itself. A post is evidence that an actor is making a claim, not proof of the claim’s accuracy, the alleged group’s involvement, or the date of an incident. CISA’s LockBit advisory says the group’s leak site displayed only the portion of affiliates’ victims subjected to secondary extortion; some victims might not be named or have data posted. CISA also cautions that those listings are not reliable indicators of attack timing.

Attribution needs particular caution. In an alert dated March 6, 2025, the FBI assessed letters claiming ties to BianLian as a scam and said it had not identified a connection to the known group. Treat a group name or logo in a threat as an unverified claim unless credible investigation establishes otherwise.

What to do if you receive a threat or find a listing

  1. Do not treat the post as a verified incident report. Preserve the message or relevant details for investigators, but do not visit criminal leak portals or download exposed material.
  2. Report the incident. The FBI advises victims to contact a local FBI field office or file a complaint with the Internet Crime Complaint Center (IC3). IC3 asks complainants to include available details such as the ransomware variant, attacker contact information and URLs, the ransom demand, and whether payment was made.
  3. Do not assume paying guarantees recovery. The FBI states, “The FBI does not support paying a ransom in response to a ransomware attack,” and notes that payment does not guarantee data recovery.

One practical prevention step

The FBI recommends making regular backups, checking that they completed, and keeping them disconnected from the computers and networks they protect. Backups can help with recovery from loss of access, but they do not by themselves prevent data theft or a threat to publish stolen information.
