A cloud outage, a failed router or Wi-Fi network, and a mains power cut are different problems; plan for and test each one separately.
What still works when the internet goes down?
If your router and local network remain powered, locally controlled devices may still respond even when your internet connection or a vendor’s cloud service is unavailable. Matter commands, for example, can travel over the home network directly to a device rather than through Google or a manufacturer cloud, according to Google’s Matter overview. The Connectivity Standards Alliance likewise describes Matter as local connectivity, with remote control requiring an internet-connected controller at home: CSA’s Matter overview.
That does not mean every app, voice command, schedule or advanced feature will work offline. The relevant question is where each function runs. A local automation can continue if its controller and devices can communicate; an integration that must contact a vendor cloud cannot reach that cloud while internet access is down. Home Assistant lists locally connected Zigbee, Z-Wave, Matter, Thread and ESPHome devices as not needing internet, while warning that cloud-dependent integrations do: Home Assistant FAQ.
Local control has local requirements
“Local” does not mean infrastructure-free. A Matter setup needs a compatible hub or controller for setup and local control, and Google says IPv6 must be enabled for Matter to work properly on its home network (Google). A Thread device also needs an appropriate Thread border router/controller. Thread’s mesh can help devices communicate around the home, but it cannot substitute for a required controller or power.

Zigbee and Z-Wave can also operate locally when their controller and integration are working. Amazon’s developer documentation describes Zigbee and Bluetooth LE mesh among Alexa’s supported local connectivity options: Alexa connected-home documentation. A device can still use one of these local radios while particular app functions or features depend on a cloud; check documentation for the exact model and feature rather than assuming the entire product is offline-capable.
Cloud outage, Wi-Fi outage and power outage are different

The table describes general dependencies, not a guarantee for every product. Schneider Electric notes that internet is needed for remote control: Schneider Electric FAQ. An internet outage does not itself turn off Wi-Fi, while a router outage can remove the local path even if your internet service is otherwise available.

Prepare your setup before an outage
- Inventory essential devices. For each light, lock, thermostat, sensor or other important device, record its local protocol, the controller it needs, any vendor-cloud dependency, and its physical fallback.
- Check feature-specific offline support. In the exact model’s documentation, look for local control, offline automations, LAN access, local storage, and whether the mobile app requires internet. Confirm separately for each feature; protocol support alone does not establish that every feature runs locally.
- Keep a manual control path. Preserve and know how to use wall switches, lock keys or keypads, thermostat controls and other manual options where the product provides them. Confirm the model’s actual behavior rather than assuming a smart device retains normal controls.
- Back up the equipment that matters. If local control during a power interruption is important, connect the router and local controller to a UPS sized for their combined load and the runtime you need. A UPS only powers equipment plugged into it, within its capacity and runtime; it will not restore ISP service, repair failed router hardware or power devices elsewhere in the home. - Back up controller configuration. Home Assistant includes configuration backup functionality (Home Assistant backup documentation). Keep a current backup so a controller failure does not also mean rebuilding its setup from scratch.
Test what your home can do offline
Do not infer outage behavior from a product label or protocol name. Test the failure modes separately, while you are home and able to restore normal service.
- Test internet loss with the router still powered. Disconnect the router’s internet/WAN connection without turning off the local network. Check device controls, scheduled actions, voice commands and app functions individually. Note what succeeds, what fails and whether a local controller is involved.
- Consider router or Wi-Fi loss separately. Identify which devices and controllers would lose their network path if the access point stopped working. Do not treat results from an internet-only test as proof that the home will work without Wi-Fi.
- Consider a power interruption. Check which router, controller and other essential equipment is actually connected to backup power, and whether the expected runtime suits your need.
- Record recovery steps. Note how to restore the network, which devices need attention afterward, and how to operate essential functions manually.
This is a recommended procedure, not a claim that any particular home or device was tested. Exact offline behavior can vary with model, firmware, controller configuration and the feature in question.
