Android may kill its process, then recreate a started service according to the return value from onStartCommand(). For ongoing work that can be rebuilt from saved state, use START_STICKY and make startup safe when the new instance receives a null intent. Use START_REDELIVER_INTENT when the last command itself should be delivered again. Neither option guarantees uninterrupted work: durable checkpoints, valid foreground-service setup, and compliance with launch rules and runtime limits are part of the design.
What “persists” means for an Android foreground service
Foreground status makes a service more important to the system and requires an ongoing user-visible notification. It does not prevent process death or promise that work runs continuously. Android’s Service API documents how a started service may be recreated after its process is killed; the restart mode is a recovery instruction, not a guarantee that execution is uninterrupted or permanent.
Design around recovery: keep essential task state outside the service process, and assume the service can be created again at a later time. The Android framework documentation describes these contracts, but does not establish identical restart timing across device manufacturers.
Choose the restart mode that matches the work
The return value from onStartCommand() tells Android what to do if the process hosting a started service is killed. Choose based on what must be restored—not on which value sounds most persistent.

These behaviors are described in the Android Service API and services overview. A redelivered intent is still only a command: it does not replace durable task storage or prove that a partially completed operation is safe to repeat.

Make service startup recoverable and idempotent
With START_STICKY, a recreated service may be called with a null intent. Code that assumes every onStartCommand() call has the original extras can crash or resume the wrong task. Treat service creation and each start command as an opportunity to reconcile the saved task state with the work that should actually be running.
- Persist the task before relying on the service process. Store the task identifier, inputs needed to resume, progress checkpoint, and current status in storage that survives process death.
- Handle a null intent explicitly. In
onStartCommand(), distinguish a sticky restart with no command from a fresh explicit start. Restore the intended task from durable state, or stop cleanly if no resumable task exists. - Make resume and stop safe to repeat. Check whether work is already active before starting a duplicate. Make progress updates and completion handling tolerant of a command being processed again.
- Checkpoint meaningful progress. Save enough state to continue safely after interruption. For operations that cannot be repeated blindly, make the operation itself or its server-side counterpart idempotent.
- Define terminal states. When the task completes, is cancelled, or is no longer valid, update durable state and stop the service rather than allowing a later sticky restart to resurrect obsolete work.
The need to handle a null intent follows directly from the documented sticky behavior; persistence and idempotency are the architecture needed to make that behavior useful.
Start and promote the service in the right order
Android’s foreground service launch guide describes a two-step flow: the app calls Context.startForegroundService(), and the service promptly calls ServiceCompat.startForeground() with a notification. The notification should explain the task that is actively running and provide relevant controls, such as stopping it where appropriate.

Context.startForegroundService(). - In the service, create and supply the user-visible notification when promoting it with
ServiceCompat.startForeground(). - Before starting or promoting the service, meet the requirements for the app’s target SDK, the service type, and any associated permissions.
A service restart and a fresh app-initiated launch are not the same event. The Service API specifically says the Android 12 background-start restriction does not affect restarts of sticky foreground services. That exception does not give an app permission to initiate a new foreground-service start from the background whenever it chooses.
Check background-start and permission requirements
Android 12 and later: starting from the background
For apps targeting API 31 or later, Android generally restricts starting a foreground service while the app is in the background. The launch guide lists exceptions, including a transition from a user-visible state, user interaction with an app UI element such as a notification or widget, qualifying high-priority Firebase Cloud Messaging delivery, an exact alarm for a user-requested action, selected system broadcasts, and certain system roles or permissions.

Do not treat a high-priority FCM message as a guaranteed launch path: Android may downgrade its priority. Check the priority actually received before relying on that exception. Also, the exception for a sticky-service restart applies to system recreation of that service; it is not a general exemption for a new background launch initiated by the app.
Android 14 and later: while-in-use permissions
If a foreground service needs a while-in-use permission, such as camera, microphone, or location access, Android 14 (API 34) and later validate permission availability when the service is created. A permission check may report that permission is granted even while the app is in the background; that result alone does not show that the service can access the resource at that moment. Start this work while the app is visibly in use unless a documented exemption applies, as explained in the foreground-service guide.

Meet service-type declarations and platform runtime limits
Target SDK determines several requirements. These are platform rules for the versions and target levels listed, not a promise that any service can run indefinitely.

The six-hour allowance applies separately to dataSync and mediaProcessing for apps targeting API 35 or later, while the app is in the background, in each 24-hour period. It is a finite runtime limit, not a general allowance for all foreground-service types or for uninterrupted work.

Use a mechanism suited to the task
A foreground service is appropriate for work that is actively noticeable to the user, but it is not a universal persistence mechanism. Before choosing it, check what the work does, how it starts, whether it must survive device reboot, which service type applies, and whether a finite service or job quota governs it. If the task is a user-triggered data transfer on Android 16, Android’s change guide points to user-initiated data transfer jobs rather than treating a foreground service as a way around job quotas.

If work must resume after a device reboot, process restart semantics alone do not establish that behavior: the service restart modes describe process death, not a blanket reboot-survival promise. Select a supported way to schedule or resume that work and observe the relevant background-start, permission, and runtime rules.

Diagnose failures without assuming every phone behaves alike
When a service appears not to recover, first check the app’s restart semantics and saved task state, then verify that it can legally start and promote the service under its target-SDK and service-type requirements. A null intent, an expired task, a missing permission, or an exhausted runtime allowance each requires a different fix; changing to START_STICKY does not solve those problems by itself.
- Confirm
onStartCommand()handles null when usingSTART_STICKY. - Check whether the work is ongoing and reconstructable, should receive the last command again, or should wait for a new start.
- Verify that the service declares its required type and permissions for the app’s target SDK.
- Check whether the app was allowed to start a foreground service from its current state, including any claimed exception.
- For API 35-targeting apps, handle
Service.onTimeout()for the affected service types; for API 36 job work, account for job quotas.
Android’s framework documentation defines the behaviors and restrictions above. It does not establish a universal process-killing policy or restart schedule for every manufacturer, so avoid relying on a fixed delay or claiming that one vendor always kills services.
