Use RFC 2544 for controlled frame-based benchmarking—not as a production-network test—and use Y.1564-style service-activation testing and a sustained soak to check the service against its commitments. Add stateful TCP testing only when end-to-end TCP behavior is part of the question.
Separate the client, Ethernet service, and transport checks
A 10GE circuit can pass traffic at one layer while still failing the service the customer expects. Record and test the client interface, the optical handoff, and the way the Ethernet payload is carried through the transport network. For an OTN service, verify the mapping as well as the client link; a working Ethernet link alone does not prove the payload is correctly transported end to end.
ITU-T’s G-series recommendations cover related parts of this picture: G.8012 addresses Ethernet transport interfaces, G.8021 Ethernet transport equipment functional blocks, G.8031 and G.8032 protection switching, and G.8051 Ethernet-over-Transport management. ITU-T G Suppl. 43, dated February 2011 and listed as in force, is titled “Transport of IEEE 10GBASE-R in optical transport networks (OTN).” These references provide standards context; the service specification and acceptance criteria determine what a particular circuit must pass.
Write down the service before testing
- Client interface: identify whether the handoff is 10GBASE-R or LAN-PHY, as specified for the service.
- Optical handoff: record fiber type, wavelength, connector, and the optics used at each end.
- Ethernet service: capture VLAN and QoS profile, committed information rate (CIR), any excess information rate (EIR), and required MTU.
- Transport: note whether the client is mapped into OTU2/OPU2 or another specified transport arrangement.
- Acceptance: write down the pass/fail thresholds, traffic direction, test duration, and any required payload-integrity checks.
Choose a test that answers the question
| Test approach | Layer and traffic | Environment and useful result | Important limit |
|---|---|---|---|
| Physical and link checks | Optical handoff and Ethernet interface; link state, alarms, and counters | At both endpoints; confirms readiness and exposes physical or link errors | Link-up does not establish service throughput or correct OTN payload mapping. |
| RFC 2544 benchmark | Ethernet frames; throughput, latency, and frame loss | Isolated lab or maintenance path; controlled performance baseline across frame sizes and rates | RFC 6815 limits RFC 2544 applicability to laboratory testing; do not run it across a live production service. |
| Y.1564-style service-activation test | Service traffic flows against contracted rates | Acceptance path; checks performance against the defined service commitment | Use the actual contract and acceptance specification for flow parameters and pass/fail limits. |
| Sustained soak | Traffic maintained over time; errors and payload integrity | Acceptance or maintenance window; reveals issues not apparent in a short benchmark | The required duration depends on the service specification; one cited government acceptance example requires 24 hours. |
| RFC 6349 TCP test | Stateful TCP traffic between test hosts | End-to-end workload; evaluates TCP behavior across the bottleneck | Results depend on the TCP implementation and host capability, not only the transport circuit. |
Check physical and link readiness at both ends
Before generating test traffic, verify that the optics are compatible with the specified handoff and that the interface is operating at the intended rate, whether negotiated or forced by the design. Review alarms and error counters at both endpoints. For an OTN path, include the relevant FEC and OTN overhead status. Capture the starting counters so errors accumulated during testing can be distinguished from pre-existing conditions.

If link state, alarms, or counters indicate a physical-layer problem, resolve it before interpreting frame loss or throughput results. Otherwise, a benchmark may identify a failure without showing whether its cause is the client interface, optical path, Ethernet service, or transport mapping.
Run RFC 2544 only in an isolated test path
RFC 2544 defines throughput as “the fastest rate at which the count of test frames transmitted by the DUT is equal to the number of test frames sent to it by the test equipment.” Report throughput together with frame size and frame rate: a throughput result without those conditions is not a reproducible description of the test.

RFC 6815 (IETF RFC Editor, 2012) clarifies that RFC 2544 applicability is “limited to laboratory testing.” Its isolated test environment keeps test streams within the intended setup and prevents non-test traffic from traversing it. Use a dedicated generator and analyzer on an isolated lab or maintenance path, not a live production circuit where benchmark traffic could affect customer or management traffic.
Benchmark procedure
- Isolate the path. Confirm that only test streams traverse the test setup and that management and production networks are protected.
- Record the setup. Identify the DUT, test instrument, software and firmware, endpoint locations, configured service profile, and any production-impact controls.
- Sweep frame sizes and rates. Record each frame size and offered frame rate used, rather than reporting a single unqualified “10G” result.
- Measure the benchmark metrics. Capture throughput, latency, and frame loss for the tested conditions.
- Keep the evidence. Retain instrument configuration, results, and graphs, including the thresholds used to determine pass or fail.
RFC 2544 describes a controlled frame-based benchmark; it does not, by itself, show that a contracted service profile, a long-duration acceptance target, or an application’s TCP workload will succeed.

Validate the service profile with Y.1564-style testing and a soak
For service acceptance, run Y.1564-style flows against the rates and other criteria in the service specification. Then hold the required load for the specified duration and check for errors and payload integrity. Include jumbo frames if the contract requires a 9000-octet MTU; passing with smaller frames does not demonstrate that MTU requirement.
A U.S. government 10GE-over-OTN acceptance specification provides one concrete example: it requires 24-hour ITU-T Y.1564 testing at the committed information rate, 10GbE over OTU2, bidirectional error-free payload verification, a 10 Gb/s CIR, and support for a 9000-byte MTU. The publication date is not stated in the specification information available here, so treat these as requirements of that example—not universal requirements for every 10GE circuit. Apply the values only when they match the service contract or acceptance document.

Verify the OTN mapping, not just the Ethernet link
For a service carried over OTN, confirm that the expected client payload is mapped into the specified transport path and verify integrity in both directions. The cited government acceptance example calls for demonstrating PSI value 0x09 in the OTU2 frame. That value is specific to the cited acceptance requirement; check the applicable service specification before treating it as a requirement elsewhere.
Include the mapping result, direction, and any relevant OTN overhead or FEC observations in the acceptance record. This lets reviewers distinguish a client-interface pass from evidence that the transport path carried the intended payload correctly.

Use TCP testing for end-to-end TCP questions
Frame-based Ethernet tests and TCP tests answer different questions. RFC 6349 (IETF RFC Editor, 2011) says the TCP test host must be capable of generating and receiving stateful TCP test traffic at the full bottleneck bandwidth. If either host cannot sustain that workload, the result may reflect host limitations rather than the circuit’s capacity.
When TCP behavior matters, identify the TCP implementation and host conditions in the results, including the endpoints used. Report this separately from frame-based transport capacity and any application-throughput observation; do not present a TCP result as though it were an RFC 2544 throughput measurement.
Make the test report reproducible
A useful report lets another engineer understand what was tested, under which conditions, and against what acceptance criteria. Include the instrument and software or firmware versions, endpoint locations, interface and transport configuration, frame sizes and rates, test duration, measured results, and pass/fail thresholds. Record alarms, error counters, mapping checks, and production-impact controls alongside the traffic results.
