Atlassian describes its edge as part of the path that checks a request’s session and identity, finds the tenant’s data region, and routes the request to its cloud services. A separate Atlassian SOC 2 Type 2 system description records a narrower Cloudflare role: an additional ingress point for real-time messages in Confluence Whiteboards and Confluence Databases. For a Data Center migration, the practical question is which security and network responsibilities belong to Atlassian, which remain yours, and whether your organization still needs a separate network security service.
What changes when Atlassian Data Center moves to Cloud?
A move from Data Center to Cloud changes where Atlassian operates the product infrastructure and how traffic reaches it; it does not by itself settle every part of an organization’s security architecture. In Atlassian’s description, its cloud products and data are hosted on AWS. A user request reaches an Atlassian edge location, where session and identity checks occur. Atlassian uses tenant metadata to identify the product data region, then forwards the request to a compute node and assembles a response from product and platform services.
Atlassian describes this as a multi-tenant architecture, with controls including decoupled services, tenant-aware authorization, rate limiting, and least-privilege access. The edge is therefore one layer in the application delivery and security path, not a synonym for every control an enterprise might use to protect users, devices, networks, or non-Atlassian applications.
Atlassian’s application and platform controls
Atlassian describes network zoning and environment separation alongside service authentication and authorization, application-layer controls, and encryption. Its security-practices documentation identifies zones for staff, customer data, CI/CD, and DMZ traffic; separation of production from non-production; explicit authorization for service-to-service communications; and VPC routing, firewall rules, software-defined networking, and encrypted connections into sensitive networks.

Atlassian lists AES-256 encryption at rest for data drives holding customer data and attachments in named products. These are platform-level controls described by Atlassian; they do not remove the need to verify product-specific coverage, configuration requirements, contractual commitments, and the controls your organization must still operate.
What role does Cloudflare play in Atlassian Cloud?
Atlassian’s SOC 2 Type 2 system description documents Cloudflare as an additional public ingress point, alongside AWS, for ingesting and distributing real-time messages for Confluence Whiteboards and Confluence Databases. It says traffic between Cloudflare and Atlassian uses the Global Edge firewall configuration that protects Atlassian’s corporate network. The report also describes product connections protected by TLS 1.2 or higher and data stores encrypted at rest with AES-256.
This is evidence of a defined service path, not evidence that Cloudflare handles all Atlassian customer traffic or that Atlassian replaced a customer’s Cloudflare deployment. The SOC 2 report’s period and applicability matter when using its controls as assurance for a particular deployment or audit; confirm the relevant report version and scope with Atlassian.

The two uses of “edge” are easy to confuse. Atlassian’s edge is described as a request-validation and routing point in its product architecture. Cloudflare’s public edge servers terminate Internet and privately tunneled traffic to Cloudflare’s network for inspection and routing. Cloudflare also describes anycast routing and security services that customers can configure for their own environments.
Atlassian Cloud and Cloudflare One solve different problems
Cloudflare’s SASE reference architecture presents Cloudflare One as a platform for protecting enterprise applications, users, devices, and networks. It covers zero-trust network access, secure web gateway, network connectivity, and policy services, including connections to applications across public cloud, on-premises data centers, and colocation sites. Those are Cloudflare’s own product and architecture descriptions, not independent performance validation.
| Layer | Documented role | What to assess |
|---|---|---|
| Atlassian application edge | Checks session and identity, uses tenant metadata to route requests to product data regions, and delivers requests into Atlassian-hosted services. | Whether Atlassian’s cloud controls and your product configuration meet the requirements for Atlassian workloads. |
| Atlassian platform security | Uses service authentication, tenant-aware authorization, network controls, application-layer controls, and encryption. | Which controls Atlassian operates, which you configure, and what evidence applies to the products and services in scope. |
| Cloudflare enterprise network and security | Provides customer-configured access, network connectivity, and traffic inspection across applications and infrastructure that can span SaaS, cloud, and data centers. | Whether your users, devices, network, and non-Atlassian applications still require those capabilities. |
A company can use Atlassian Cloud and a separate SASE or network security service at the same time. Whether to retain or change a Cloudflare service depends on the wider environment—not simply on the fact that Atlassian hosts an application in its cloud.

Choose the right Atlassian cloud deployment for your isolation needs
Standard Atlassian Cloud is multi-tenant. Organizations with elevated isolation requirements can assess Atlassian Isolated Cloud, which Atlassian describes as providing dedicated compute, storage, networking, a VPC, domain and edge, firewall, and customer-managed keys for long-term persistent user-generated content. Its control plane remains shared, so “isolated” should not be interpreted as a fully separate control plane.
Compare deployment choices against your actual requirements rather than treating any single architecture label as a compliance conclusion:

- Data and isolation: Determine whether standard multi-tenant cloud is acceptable or whether Isolated Cloud’s dedicated data plane addresses a specific requirement. Account for the shared control plane.
- Identity and access: Map identity lifecycle, authentication, access governance, and administrative responsibilities. Assess whether capabilities such as Atlassian Guard or Cloud Enterprise meet identified needs; verify availability and scope for your organization.
- Compliance and data residency: Tie each obligation to a specific product capability, contractual commitment, region, and applicable attestation rather than assuming that a general cloud designation is sufficient.
- Marketplace apps: Evaluate each app’s security, privacy, data handling, migration support, and feature parity. An app’s presence in a cloud marketplace alone does not establish equivalence with its Data Center version.
- Network and hybrid access: Separate controls protecting Atlassian-hosted product traffic from customer-configured controls for workforce access and hybrid infrastructure.
- Continuity and recovery: Plan and test migration, integrations, downtime, backup, recovery, user change, and post-migration links.
Plan the migration as a security and operations change
Atlassian’s migration guidance calls for security, privacy, and legal teams to participate in planning and for organizations to understand the shared responsibility model: what Atlassian provides and what must be met through customer configuration or product capabilities. App assessment, data residency, compliance, reliability, recovery, and backup belong in the plan early, not only in a final readiness review.

- Inventory the current environment. List Data Center products, customizations, integrations, identity flows, Marketplace apps, data locations, and operational dependencies. Identify which are business-critical and which have cloud equivalents.
- Map requirements to responsibilities. For each security, privacy, legal, and compliance requirement, record the Atlassian control, customer configuration, contractual evidence, and accountable owner. Resolve gaps before choosing a migration path.
- Assess app and integration parity. Confirm each app’s cloud availability, migration support, data handling, security posture, and feature differences with the relevant vendor. Identify replacements or process changes where parity is absent.
- Design identity, access, and network changes. Plan user provisioning, authentication, access governance, administrative roles, and any hybrid connectivity or customer-managed network controls. Do not assume that Atlassian’s hosted application edge replaces those enterprise functions.
- Test migration and recovery. Use a representative test migration to validate data, permissions, integrations, user experience, and downtime assumptions. Test backup and recovery procedures and define how to address failures.
- Prepare users and operations. Set cutover responsibilities, communications, support procedures, post-migration checks, and ownership for ongoing administration. Atlassian recommends specialized solution partners for complex migrations.
Data Center end-of-life: dates and scope to verify
Atlassian’s published guidance, as described in 2026, sets March 28, 2029 as the Data Center end-of-life date and describes phased changes beginning March 30, 2026. The guidance says existing subscriptions may continue to be renewed until the stated cutoff, while product-specific exceptions apply; its migration page excludes Bitbucket Data Center from the stated end-of-life change. Because affected products, exceptions, and dates can change, check Atlassian’s current product list and applicable notices before setting a project deadline.
Atlassian says end-of-life products become read-only and warns against leaving an internet-connected system in service without new security fixes. Atlassian’s end-of-life page also states that 75% of regulated and enterprise customers are in cloud or on a path to cloud; its enterprise Data Center page states that 99% of Atlassian customers are in or on a path to cloud. Both are Atlassian-published figures with qualified “on a path” wording, not independently established migration completion rates.
