Attackers exploited two critical Citrix NetScaler vulnerabilities before Citrix issued updates on September 27, 2026. Mandiant and Google Threat Intelligence Group (GTIG) say the campaign using CVE-2026-88772 was underway by at least early September; Citrix separately disclosed active exploitation of CVE-2026-88771. Government and financial organizations were among the sectors likely affected, alongside technology, education, and legal and professional services. Updating is urgent, but organizations should also investigate whether attackers gained access before the fix.
What happened in the NetScaler attacks?
Mandiant and GTIG reported active, in-the-wild exploitation of CVE-2026-88772 after identifying the campaign in late September. Their investigation found it had been underway since at least early September. Separate advisories from Australia’s Australian Cyber Security Centre (ACSC) and Finland’s National Cyber Security Centre (NCSC-FI) point to activity dating back to at least September 4 and to intrusions before Citrix released updates on September 27. These are lower bounds from separate investigations, not a confirmed first date for the campaign. Mandiant and GTIG, ACSC, and NCSC-FI describe the activity.
The affected products are Citrix NetScaler ADC and NetScaler Gateway. CISA described CVE-2026-88771 and CVE-2026-88772 as critical zero-days that could each enable remote code execution, and confirmed global active exploitation. Citrix’s security bulletin is the authoritative source for affected versions and the complete update matrix, including FIPS and NDcPP variants; the CISA alert and Singapore CSA advisory also provide response details and version thresholds.
What attackers could do after exploiting the flaws
Mandiant characterized CVE-2026-88772 as an authentication bypass that caused an unhandled termination of the NetScaler Packet Processing Engine (NSPPE), providing initial root-level access. Its investigation identified a PHP web shell named WHIPSHOT and a Python tunneler named SLAPSHOT. The tunneler could proxy traffic into internal networks; in at least one intrusion, the attacker used it for internal reconnaissance and credential theft. These findings describe observed activity, not proof that every compromised appliance had the same tools installed. Mandiant and GTIG’s technical account includes further detail.

Which organizations and sectors were affected?
Mandiant and GTIG assessed that organizations in North America and Europe across government, financial services, technology, education, and legal and professional services were likely impacted. Public reporting does not establish a verified campaign-wide victim count. SecurityWeek relayed several attributed estimates, but they are not confirmed totals:
- “Dozens of organizations,” attributed to Mandiant CTO Charles Carmakal.
- “More than 100 victim organizations,” attributed to Kevin Beaumont.
- “Roughly 50,000 potentially exposed NetScaler instances,” attributed to Palo Alto Networks. Potentially exposed instances are not the same as confirmed victims.
These estimates were reported by SecurityWeek on September 30, 2026. Carmakal also warned that broad, opportunistic exploitation by a variety of threat actors was expected in the near term.

What NetScaler administrators should do
Treat this as both a patching task and a potential incident-response matter. A software update addresses the vulnerable software, but it does not by itself establish whether an attacker accessed the appliance earlier or remove any foothold already installed.
- Check Citrix’s current security bulletin and update the appliance. Install the vendor’s security update for the precise ADC or Gateway version and variant in use. Singapore CSA lists thresholds including 14.1-73.37 and 13.1-64.23, but these are not a complete version matrix; confirm the applicable fixed release in Citrix’s advisory. Plan for possible downtime: CISA notes that applying updates can be complex.
- Preserve evidence if compromise is suspected. Where operationally possible, collect relevant logs and forensic evidence before updating, because an update may reduce forensic visibility. Do not delay urgent remediation without a risk-based plan. CISA’s alert advises checking for indicators before patching where possible and preserving evidence.
- Review for signs of access and persistence. Examine device logs, vendor-provided indicators of compromise, accounts, scheduled tasks, services, and administrative changes. Consider the period of possible exposure, including activity before September 27; the agencies’ reports describe intrusions that predated the updates. Consult ACSC’s advisory, CISA’s alert, and Mandiant and GTIG’s indicators.
- Contain and scope a suspected incident. Singapore CSA recommends isolating affected appliances and investigating possible lateral movement into connected systems. NCSC-FI advises changing administrative passwords if compromise is suspected and determining whether the appliance was used as a route into internal systems. Coordinate isolation with operational owners because it may disrupt dependent services. See the Singapore CSA advisory and NCSC-FI guidance.
Keep the separate SAML issue distinct
ACSC added an October 3 update concerning a newly identified issue affecting deployments that use SAML authentication. Its alert says the issue is understood to be separate from CVE-2026-88771 and CVE-2026-88772. Administrators using SAML should review the relevant vendor and ACSC guidance, but should not assume that this separate issue is part of the zero-day campaign without evidence. ACSC’s updated advisory sets out the distinction.
