Possibly, but Sony’s rules do not prove that they have reduced scalping. For its 2026 PS5 Pro offer in Japan, Sony requires a Japan-registered PlayStation account, Japanese residence and at least 60 hours of qualifying PS4 or PS5 play during a fixed period. If eligible applications outnumber planned units, Sony says it will use a lottery. Those hurdles may make bulk applications less convenient, but the rules do not show how many scalpers entered, how many consoles were resold or whether resale prices changed.
How Sony Japan’s PS5 Pro application works
The process applies to Sony Store Japan’s offer for the PS5 Pro, model CFI-7100B01. It is a regional, time-limited application route—not a global purchasing rule for the console. Sony’s application notice sets out these requirements and dates:

- Account and residence: Applicants must use a Sony account registered in Japan for PlayStation online services and live in Japan.
- Playtime: The applying account must have at least 60 hours of PS4 and/or PS5 game play while signed in during the period from September 27, 2024 through September 27, 2026 at 23:59.
- Application deadline: Applications close October 7, 2026 at 23:59.
- Allocation: If qualified applications exceed the planned units, Sony says it will draw lots.
- Purchase limit and timing: Each Sony account may apply for one console. Sony expects to contact selected applicants from around October 26; selected buyers must complete an online Sony Store purchase by November 2, 2026 at 11:59.
- Listed price: The suggested price for this 2026 offer is ¥137,980, including tax.
The playtime window ends before the application deadline. Applicants cannot add hours played after September 27, 2026 to meet the stated 60-hour requirement.
Why the rules could make scalping harder
The design raises the cost of entering the sale at scale. A reseller cannot qualify simply by creating a fresh account at the last minute: each application must come from an account with the required Japan registration and qualifying play history, and the applicant must live in Japan. The one-console-per-account limit also constrains how much a single account can request.

A lottery, when applications exceed planned stock, removes the advantage of being fastest at checkout. Together, the eligibility burden and lottery may disadvantage newly created accounts and automated first-come purchasing. These are plausible effects of the rules, not measured results.
Why this does not establish that buyers were protected
Sony’s notice describes eligibility and intended allocation. It does not report the number of consoles available, qualifying applications, successful buyers, scalper participation, resale listings or resale prices. It also does not quantify circumvention or enforcement. A determined reseller could still use an eligible account or resell a console after receiving it; the notice does not establish how often either happens.
Nor is the method friction-free for legitimate buyers. People outside Japan, people without a Japan-registered account and people who did not accumulate the required playtime in the fixed window cannot enter this offer. That may exclude new, returning or less-active players who want the console for themselves. Sony’s page does not say how many genuine buyers those requirements affect.
How this offer compares with Sony’s earlier PS5 Pro lottery
Sony previously used an application process with a possible lottery for the PS5 Pro 30th Anniversary Limited Edition Special Set. PlayStation Japan described that collector product as individually serial-numbered and limited to 12,300 units worldwide on its 30th Anniversary collection page. It is precedent for application-based allocation of a scarce console, but it was a different, explicitly limited edition with different conditions; it is not the standard PS5 Pro offer discussed here.

The price also needs its date and context. Sony’s Japan launch announcement listed the PS5 Pro at ¥119,980 for its November 7, 2024 release. The current Sony Store Japan application page lists ¥137,980 including tax for the 2026 offer. The launch figure is historical, not the listed price for this application.

To judge whether the approach actually protected ordinary buyers, useful evidence would include the number of qualifying applications compared with planned stock, the share of selected buyers who completed purchases, and changes in resale listings or prices around the offer. A comparison with a similar sale using a different allocation method could help isolate the effect of the eligibility rules. Sony’s published notice provides none of those outcome measures, so it cannot settle the question.
Sony describes the PS5 Pro as offering features such as advanced ray tracing, sharper images on 4K televisions and high-frame-rate gameplay. Those features explain the product’s appeal, but they do not demonstrate whether this allocation method works; PlayStation Japan provides a compatibility guide for software and hardware details.
