Juniper’s AI-networking design combines RoCEv2 congestion controls with dynamic load balancing: DCQCN works with ECN and Priority Flow Control (PFC), while Junos DLB and GLB steer traffic away from heavily used paths. Apstra provides automation for AI/ML Ethernet fabrics, but the documented GLB support is specifically for QFX-5240 switches running Junos OS Evolved 23.4R2 or 24.4R1 in a defined three-tier Clos topology.

Why AI clusters need congestion control and load balancing

AI training can generate high-volume, long-lived flows between GPUs and other cluster components. When flows have little variation in their packet headers, a conventional hash-based method such as equal-cost multipath (ECMP) can repeatedly assign similar flows to the same link. That link may become congested while other fabric links remain underused.

Juniper’s 2024 white paper, Networking the AI Data Center, identifies non-uniform load balancing across fabric links as a main cause of congestion in an AI back-end network. The problem is not simply that a cluster needs more bandwidth: traffic must also be distributed effectively, and congestion must be signaled and managed when it occurs.

How Juniper combines congestion control and path selection

The design addresses two related but distinct problems. Congestion control responds to traffic pressure, while load balancing selects paths to reduce uneven use of the fabric.

DCQCN, ECN and PFC address congestion

Juniper describes DCQCN as the end-to-end congestion-control method for RoCEv2 traffic in its AI-network design. Explicit Congestion Notification (ECN) marks congestion in packets so the response can be coordinated across the network. Priority Flow Control (PFC) helps preserve lossless behavior for the traffic priority that requires it. These mechanisms have complementary roles; Juniper’s 2024 white paper, Networking the AI Data Center, does not establish that any one of them, by itself, eliminates congestion.

DLB and GLB distribute traffic across paths

Junos dynamic load balancing (DLB) considers local link utilization and queue depth when selecting paths, with link-health checks. It is intended for large, long-lived flows such as those found in RoCEv2 fabrics. Global load balancing (GLB) extends that view beyond the local switch: it can consider bandwidth utilization farther into the fabric, including links two hops away, to avoid sending traffic toward remote congestion.

Static balancing, DLB and GLB compared

Method How it chooses paths What it can address
Static load balancing (SLB) Uses hash-based path selection. Can distribute traffic across paths, but similar AI flows may hash onto the same link and create uneven utilization.
Dynamic load balancing (DLB) Uses local link utilization and queue depth, with link-health checks. Can steer flows based on conditions near the switch making the decision.
Global load balancing (GLB) Builds on DLB by considering bandwidth utilization farther into the fabric, including next-to-next-hop links. Can account for remote congestion that local link information alone may not reveal.

GLB is not just another name for DLB: its distinguishing feature is the wider scope of the utilization information considered. Whether that broader view is available depends on the supported switch, software release and topology.

What Apstra does in Juniper’s AI-networking stack

Juniper announced on 29 January 2024 that Apstra had been expanded to support faster and more efficient processing of AI/ML traffic over Ethernet, including congestion management, load balancing and flow control. Apstra is part of Juniper’s automation and operations approach for the fabric; the announcement should not be read as meaning that Apstra alone performs every packet-level congestion-control or forwarding function. Those behaviors also depend on the relevant Junos capabilities and switching hardware.

For buyers, the useful distinction is between the operational layer and the data-plane features. Apstra supports fabric automation, while the documented DLB and GLB behavior is tied to Junos and eligible switches. Confirm the feature, release and topology requirements for the planned deployment rather than treating the Apstra name as a guarantee that every AI-networking capability is available on every Juniper switch.

QFX-5240 GLB support: release and topology requirements

Juniper documents GLB support on the QFX-5240 beginning with Junos OS Evolved 23.4R2 and 24.4R1. The documented design requires a full three-tier Clos topology and one link between each spine and leaf.

These are documented GLB conditions, not a blanket statement that all Juniper AI-networking functions require this exact topology or run only on the QFX-5240. Check the release-specific feature documentation for any other target models or designs.

What Juniper says about its balancing decisions

Juniper’s guidance says the control software reads packet and byte counters from the most recent two seconds to calculate current rates and inform rebalancing decisions. That is an implementation detail, not a promise of a particular response time or performance gain. The official material cited for this design does not provide an attributable percentage improvement in throughput, utilization or training time.

How to assess Juniper for an AI Ethernet fabric

Compare deployments on the specific capabilities and constraints that determine whether the design fits the workload:

  • Congestion response: Confirm how DCQCN, ECN and PFC are supported and tuned for the intended RoCEv2 traffic.
  • Path visibility: Determine whether local DLB is sufficient or whether the design needs GLB’s view of more distant links.
  • Traffic behavior: Check support for the workload’s RoCEv2 and RDMA traffic, including long-lived elephant flows.
  • Hardware, release and topology: Validate the switch model, Junos release and fabric design against the feature documentation; the stated QFX-5240 GLB requirements are specific.
  • Operations: Evaluate Apstra automation, telemetry, validated designs and access to Juniper’s Ops4AI Lab for customer testing.
  • Interoperability: Check the supported combinations of networking, NIC, GPU and storage components. Juniper publishes validated designs involving NVIDIA, AMD, Broadcom, Intel and WEKA; the presence of a vendor in that list is not, by itself, confirmation that every product or configuration is validated.

Juniper’s materials establish the design approach and specified GLB constraints, but do not establish a universal performance uplift. The practical decision is whether the needed congestion controls, balancing scope, hardware, software release and topology align with the target cluster.
