NorthPoint Development has proposed Project Hazelnut, a data-center campus in Hazle Township, Pennsylvania, and offered $10,000 to each eligible household if the project reaches a specified milestone. The offer is conditional, not a report of money already paid: according to the project record, payment would follow issuance of a certificate of occupancy for the first building.

What NorthPoint proposed in Hazle Township

Project Hazelnut is a proposed campus in Hazle Township, Luzerne County, Pennsylvania. TechRadar describes it as a 1,300-acre project; the project record gives NorthPoint Development’s site figure as 1,282 acres and summarizes a plan for 15 data-center buildings. The developer’s offer was presented as a response to the question of what local residents would get from the project. Brent Miles, NorthPoint’s chief marketing officer, told TechRadar: “As a direct answer to the question ‘What’s in it for me?’ I think we came up with something pretty radical and pretty leading-edge,”

Who would receive money, and when?

NorthPoint offered $10,000 for each eligible Hazle Township household through a $45 million resident-grant fund. The project record says the grants would be payable after the first building receives a certificate of occupancy. That means the offer depends on the project advancing to that milestone; neither the offer nor the fund announcement shows that residents have received checks. Other proposed community benefits

NorthPoint’s June 24, 2026 announcement, as summarized by Data Center Record, included separate proposed benefits for public and community recipients. They should not be confused with payments already delivered or with measured economic outcomes.

Why residents have objected

TechRadar reports residents’ concerns about water use, energy costs, pollution, noise, and property values. It also reports objections to the grant’s framing and distribution, and describes many residents as still opposed. Some residents reportedly called the offer a “bribe.” That is their characterization of the proposal, not an established finding about its legal status or effect on public opinion. TechRadar

The reviewed project record does not disclose the campus’s power capacity or source, water demand, cooling system, tenants, operational use, or contractor. The sources also contain no independent, project-specific measurements of electricity demand, water use, noise, or emissions. Without those details, the reported concerns cannot be converted into reliable estimates of this project’s local effects.

What is known about approval status

Data Center Record says the Hazle Township board tabled NorthPoint’s plan at its November 10, 2025 meeting and characterizes the proposal as awaiting permits. That is a dated account of the project’s status at that time. The available sources do not establish whether a later proceeding changed the project’s status, so they do not support calling it currently approved, denied, or the subject of a particular court outcome.
