It is not one mandatory framework: TOGAF, Open Agile Architecture, SAFe, and Disciplined Agile each address different parts of the problem.
What is agile enterprise architecture?
Enterprise architecture (EA) describes how an organization’s business capabilities, value streams, information, applications, and technology fit together, and how they should change to support business goals. Agile enterprise architecture applies agile principles to that work: make direction clear, develop architecture in useful increments, involve delivery teams, use feedback, and revise plans when evidence changes.
The aim is not to eliminate planning or standards. It is to make architecture useful to decisions and delivery rather than treating it as a separate, one-time design exercise. The Open Group’s Open Agile Architecture standard connects shorter learning cycles with shorter time-to-market. PMI’s Disciplined Agile guidance describes enterprise agility as “the timely realization of business value predictably, sustainably and with high quality.”
A 2021 foundational study in the International Journal of Lean Six Sigma surveyed 156 enterprise-architecture stakeholders, each with at least one year of experience, and proposed an agility framework that includes motivators, enablers, blockers, hypotheses, and an Enterprise Architecture Agility Index approach. That study offers a structured way to think about EA agility; it does not establish that one framework or metric is right for every organization.

How does enterprise architecture enable enterprise agility?
Architecture can accelerate change when it reduces repeated decisions and makes dependencies easier to manage. PMI’s Disciplined Agile guidance identifies five mechanisms:
- Reuse: common architecture lets teams use proven assets instead of recreating infrastructure.
- Shared direction: common guidance and roadmaps improve consistency and make movement between teams easier.
- Manageable boundaries: loosely coupled, highly cohesive components make it easier to divide work among smaller teams while reducing delivery risk and complexity.
- Delivery infrastructure: common infrastructure can help value streams deliver continuously.
- Enterprise scaling: disciplined EA helps extend agile strategy beyond individual teams.
These mechanisms are useful only when architecture improves a real outcome: for example, reducing duplicate platforms, clarifying a dependency that blocks a product change, or making a compliance decision reusable. Shared standards that add approval delays without improving flow, risk, or coherence work against agility.

What is an architectural runway?
In SAFe, the architectural runway is the existing technical foundation and planned architecture work that enables near-term features to be delivered without repeatedly stopping to build missing capabilities. Scaled Agile defines an enabler as “a backlog item that extends the architectural runway of the solution under development or improves the performance of the development value stream.” Enablers can address exploration, architecture, infrastructure, or compliance, and are managed like other backlog items.
The practical distinction is between architecture as a distant target picture and architecture work that is visible, prioritized, and connected to delivery. A platform capability, an integration seam, or a compliance control may need to be built before a product feature can be delivered safely; expressed as an enabler, that work can be discussed alongside feature work rather than hidden in a separate architecture plan.

SAFe’s Enterprise Architect role establishes portfolio technology vision, strategy, and roadmap; collaborates with system and solution architects; leads Enabler Epics through Portfolio Kanban; and uses continuous feedback to align teams around a shared technical vision. This is a defined SAFe role and mechanism, not a requirement for every organization practicing agile EA.
Which framework or standard should you use?
These options are complementary rather than direct substitutes. TOGAF provides configurable architecture-method guidance; Open Agile Architecture frames architecture around digital-agile transformation; SAFe connects architecture to portfolio delivery and backlogs; Disciplined Agile emphasizes process choice across the enterprise.
| Option | What it contributes | Best fit |
|---|---|---|
| TOGAF Standard, 10th Edition | A configurable enterprise-architecture method and framework. The Open Group’s guide catalog includes “Enabling Enterprise Agility” and “Applying the TOGAF ADM using Agile Sprints.” | Organizations needing a broad architecture-development method, governance vocabulary, viewpoints, and a professional ecosystem. |
| Open Agile Architecture | The Open Group standard for digital-agile transformation, intended to give business leaders and enterprise architects a common language for an agile operating model and digital delivery. | Organizations seeking architecture guidance explicitly shaped around digital products, learning cycles, and agile transformation. |
| Scaled Agile Framework (SAFe) | Operational mechanisms including architectural runway, visible enablers, Portfolio Kanban, and architect collaboration with Agile Release Trains and Solution Trains. | Organizations already using SAFe or needing explicit links between architecture work, backlogs, value streams, and release coordination. |
| Disciplined Agile | Process-choice guidance across the enterprise, with architecture guidance emphasizing reuse, common conventions, disaggregation, shared infrastructure, and scaling. | Organizations wanting method flexibility and enterprise-wide process guidance rather than one prescriptive delivery framework. |
Do not choose by framework name alone. First decide whether your gap is architecture-development method, shared language for digital transformation, delivery coordination at portfolio scale, or flexibility in selecting enterprise processes. One approach may provide the primary structure while another supplies useful practices.
How do you implement agile enterprise architecture?
The following sequence synthesizes practices described by PMI, The Open Group, and SAFe. It is an implementation approach, not a sequence any one of those sources prescribes verbatim.

Best Value
- Define the outcomes and pressures for change. Identify the business results architecture should support and the market, regulatory, technology, or operating changes the organization needs to respond to.
- Set a lightweight direction. Agree on target direction, principles, and decision guardrails. Keep these specific enough to guide teams, but open to revision as evidence changes.
- Map the important dependencies. Relate business capabilities and value streams to data, applications, and technology so teams can see where change is enabled or constrained.
- Make runway work visible. Identify missing foundations and express them as prioritized work items, such as enablers where SAFe is in use. Connect each item to the capability, risk, or delivery outcome it supports.
- Deliver architecture in increments. Work with product and delivery teams, test assumptions through implementation, and use frequent feedback to refine the direction.
- Measure outcomes. Track indicators that reveal whether architecture is helping delivery and business results; do not treat completion of architecture documents as proof of agility.
- Refresh roadmaps and guardrails. Update them when evidence changes. Retain governance that improves flow, risk management, or coherence, and remove controls that do not.
How can you tell whether it is working?
Use a small set of measures tied to the organization’s specific bottlenecks, and compare them over time. Possible indicators include:
- Lead time: whether a change moves from decision or start of work to delivery faster.
- Reuse: whether teams can use shared assets instead of building duplicative capabilities.
- Dependency reduction: whether teams can make changes with fewer cross-team or system dependencies.
- Change failure: whether faster delivery is being achieved without an unacceptable increase in failed changes.
- Decision latency: whether architecture decisions arrive in time for delivery teams to act.
- Business-value realization: whether delivered changes produce the intended business outcomes.
These are candidate measures, not universal targets. Establish a baseline and interpret results in context: for example, shorter lead time is not an improvement if reliability or compliance deteriorates.
Why enterprise agility is getting attention
In a Project Management Institute release dated 3 March 2026, two global C-suite surveys included more than 700 responses, and PMI reported interviews with more than 30 C-suite leaders. PMI said 93% of senior executives surveyed believe they must rethink and challenge assumptions about their operating model or business approach at least every five years; nearly 65% said they are doing so every two years or faster. The same release reported that 85% recognize enterprise agility as critical or very important.
Those figures describe executive views reported by PMI, not measured performance improvements attributable to a particular EA framework. They help explain the demand for adaptability, but organizations still need to determine which architectural constraints are slowing their own response and whether a change in architecture practice addresses them.
