ERA-GLONASS is a state monitoring and data-transfer platform, not Russia’s GLONASS satellite-navigation system.
What changed on October 1, 2026?
From October 1, confirmation of an active ERA-GLONASS owner account is required when submitting a flight plan to the Russian air-traffic-management corporation. The Ministry of Transport said a plan is rejected if the system cannot confirm that account. In its September 24 announcement, the Ministry described October 1 as the end of a seven-month adaptation period.
This is a flight-plan submission condition. It is distinct from the requirement to equip certain drones with remote-identification equipment, which began earlier. The Ministry’s notice and Government Resolution No. 83 establish these as separate milestones, not a single rule that started on October 1.
Which drones need remote identification?
The Ministry of Transport says the remote-identification equipment requirement applies to civil drones weighing more than 250 g and took effect on March 1, 2026. The Ministry calls the drone’s unique identifier an “electronic license plate”; that is an explanatory analogy, not the name of a technical standard.

Government Resolution No. 83, dated February 2, 2026, sets staggered commencement dates for the amended requirements. Some specified provisions do not take effect until March 1, 2027, so it would be inaccurate to say every clause in the resolution has applied since March 2026.
What is ERA-GLONASS, and what data does it receive?
In this context, ERA-GLONASS means Russia’s state information and telematics platform for receiving identification and tracking data. It should not be confused with GLONASS, the satellite-navigation system: the Ministry of Transport and the Federal Air Transport Agency (Rosaviatsia) describe ERA-GLONASS here as a monitoring and information-exchange service, not a competing navigation constellation.

Rosaviatsia’s February 10, 2026, summary says the transmitted information can include a drone’s location, altitude, route, identification index and aircraft category. The Ministry says unique identifiers help supervisory authorities check whether flights are lawful and obtain owner and operator information in real time. It also says the service integrates with the flight-plan submission platform.
What kinds of tracking equipment can connect?
The Ministry identifies four broad device types that can provide compatible feeds. It has not published specific approved tracker models in the cited announcement.

These categories are not a model recommendation or proof that any particular device will satisfy the current Russian requirements. Before purchasing equipment, an operator should confirm its current approval and ERA-GLONASS compatibility with an authoritative supplier. The cited Ministry notice does not name brands, prices, Amazon listings or certified products.
Does ERA-GLONASS remotely control or land drones?
The sources establish identification, monitoring and information transfer; they do not establish that ERA-GLONASS itself can take control of a drone or force it to land. TechRadar’s September 30, 2026, reading of the published rules is that they describe a one-way data feed, not a command link. That is a reading of the rule text, not a claim that no Russian authority could intervene through other means.

Does “up to one million” mean a million drones are connected?
No. TechRadar reported that JSC GLONASS chief executive Alexey Raikevich said in January 2026 the system was ready to monitor up to one million civilian unmanned vehicles across land, water and air. That is an attributed capacity claim, not a count of connected drones or an independently verified operating result.
In its September 24, 2026, notice, the Ministry of Transport reported 1,205 registered civil drones and 1,027 connected users. It also listed 752 legal entities, including 50 professional drone operators, and 278 individuals. Those user categories add up to 1,030, not the stated total of 1,027; the Ministry’s notice does not reconcile the difference. Capacity and registrations measure different things, so they should not be treated as a like-for-like performance comparison.

How widely is the system being used?
The Ministry says connected drones are being used in agriculture, infrastructure monitoring, forestry, aerial logistics and aerial photography. It also says the platform was tested in 40 regions. These are Ministry statements; the cited material does not provide an independent evaluation of the deployments or test results.
