Circuit boards are classified along several overlapping dimensions: how many conductive layers they have, whether they are rigid or flexible, how densely they route connections, and what materials or application-specific features they use. A board can be multilayer, rigid-flex, and HDI at the same time; these labels describe different things rather than competing categories.
Types of circuit boards by conductive-layer count
Layer count describes how many conductive copper layers carry electrical connections. More layers provide additional routing options, but require a more involved board stack-up and fabrication process.
Single-sided PCB
A single-sided PCB has one conductive layer. It is suited to relatively simple circuits whose traces can all fit on one side of the board. Its straightforward construction can make it a practical choice when the layout does not need additional routing layers.
Double-sided PCB
A double-sided PCB has two conductive layers, usually one on each side of the insulating substrate. Vias or plated-through holes connect traces between the layers. This adds routing area and component-placement options compared with a single-sided design.

Multilayer PCB
A multilayer PCB has three or more conductive layers laminated together with insulating material. Internal layers can carry signals, power, or ground, helping accommodate denser layouts and support electrical design needs such as power distribution or signal integrity. The added layers also increase fabrication complexity and cost.
IPC’s standards overview recognizes single-sided and double-sided printed boards, with or without plated-through holes: IPC, “Meet Your Standards”.

Types of circuit boards by mechanical construction
Mechanical construction describes whether a board holds a fixed shape, bends, or combines both forms. The right choice depends on how the assembly fits into its enclosure and whether the board or its interconnect must move.
Rigid PCB
A rigid PCB keeps its shape during installation and operation. It is the familiar fixed board used in many electronic assemblies. IPC lists IPC-2222 as its design standard for rigid organic printed boards in its design standards directory.

Flexible PCB
A flexible PCB, often called a flex circuit or FPC, is designed to bend or fold. It can route connections through tight spaces or between parts that move relative to one another. Flex boards are classified by their layer construction as well as their mechanical form:
- Single-sided flex: IPC-6013D Type 1.
- Double-sided flex with plated-through holes: IPC-6013D Type 2.
- Multilayer flex with plated-through holes: IPC-6013D Type 3.
Rigid-flex PCB
A rigid-flex PCB combines rigid areas with flexible sections in one construction. It can integrate component-mounting areas and flexible interconnects, potentially replacing separate rigid boards and cable assemblies where packaging, weight, or reliability benefits justify the added design and manufacturing complexity. IPC-6013D Type 4 covers multilayer rigid/flexible combinations with plated-through holes. Type 5 covers flexible or rigid-flex boards with two or more conductive layers without plated-through holes.

IPC-6013D explicitly notes that a flexible printed board may be single-sided, double-sided, multilayer, or rigid-flex multilayer. Its standards information identifies performance requirements for different flexible-board types. Flex and rigid-flex are therefore not separate from layer-count classifications; a board can belong to both categories.
What is an HDI circuit board?
HDI means high-density interconnect. It describes a design and manufacturing approach for fitting more interconnections into a smaller area. HDI is a density category, not a layer-count or mechanical-form alternative: an HDI board may also be rigid, flex, or rigid-flex. IPC has a dedicated design standard, IPC-2226, for HDI printed boards, and IPC-6013D notes that flexible or rigid-flex boards may include build-up HDI layers. The IPC design standards directory lists guidance for HDI, rigid, and flexible boards.

Specialized circuit-board constructions
Some board labels describe materials or operating requirements rather than a distinct layer or shape category. They can overlap with the constructions above.
- RF and microwave boards: Used where radio-frequency behavior, loss, or impedance control is a central design concern.
- Metal-core boards: Use a metal base to support thermal management in applications that need to move heat away from components.
- High-layer-count backplanes: Use many conductive layers to provide extensive interconnection capacity in complex systems.
These specializations do not replace the basic questions of layer count and mechanical form. For example, a board may be rigid and multilayer while also using materials selected for RF behavior or thermal needs.
How to choose a circuit-board type
Start with the board’s electrical and mechanical requirements, then check that a fabricator can build and inspect the required construction.
- Use single-sided rigid construction when a simple, cost-sensitive layout fits on one copper layer.
- Use double-sided rigid construction when the design needs more routing area but can avoid a full multilayer stack-up.
- Use multilayer rigid construction when routing density, signal integrity, power distribution, or controlled impedance call for internal layers.
- Use flex when the interconnect needs to bend, fold, or fit through a constrained space.
- Use rigid-flex when integrating rigid component areas with flexible interconnects serves the packaging or assembly requirements.
- Consider HDI when miniaturization and connection density require the structures covered by IPC-2226.
Before choosing, establish whether the assembly must flex repeatedly or only during installation, how many routing layers the design needs, and whether electrical or thermal performance calls for special materials or construction. Then confirm manufacturability with a qualified PCB fabricator or assembly service. Procurement documents should specify the required layer count, materials, vias, tolerances, flex or rigid-flex process, and applicable performance class. IPC-6013D identifies performance classes and installation use as considerations for selecting flexible and rigid-flex boards.

Standards for PCB design
IPC publishes design standards for several of these constructions: IPC-2222 for rigid organic printed boards, IPC-2223 for flexible printed boards, and IPC-2226 for HDI printed boards. Its standards directory also lists the PCB Design Desk Reference, IPC-DR-DES. These documents can help translate a design’s electrical, mechanical, and performance requirements into specifications for a fabricator.
