Yes, police can sometimes access data from a locked iPhone using specialized forensic tools, but there is no evidence that they can unlock every iPhone. Results depend on the model, iOS version, security settings, whether the phone has been unlocked since it was last restarted, and the kind of extraction attempted. A documented 2026 FBI case also shows that Lockdown Mode can prevent an extraction in at least some circumstances.

Can police unlock a locked iPhone?

Sometimes. Law-enforcement agencies use specialized mobile-forensics systems, including Cellebrite and GrayKey, to attempt to retrieve data from phones. A tool may work on one device configuration and fail on another. The available evidence does not establish a universal method or a general success rate for unlocking locked iPhones.

“Access” can also mean different things. An examiner might retrieve a limited set of records, or attempt a broader file-system extraction. A successful extraction on one phone does not show that the same tool can access every iPhone, or that it recovered all data on that particular phone.

What Cellebrite and GrayKey can do—and what the evidence does not prove

Cellebrite’s claims

Cellebrite says its Advanced Services are available only to law-enforcement customers with legal authority and cover the latest Apple devices, including access to some locked iPhones after first unlock. A 2025 North Port, Florida procurement packet describes its Inseyets offering as supporting access to locked, encrypted and updated mobile devices, with full-file-system, user-data and physical-extraction workflows.

Those are vendor and procurement claims, not an independently established guarantee for every phone. Whether a method works depends on the specific iPhone and software configuration, among other factors.

GrayKey in court cases

A 2026 New Jersey appellate decision records testimony about GrayKey and Cellebrite and says law enforcement in that case generally relied on those tools. In United States v. Blythe, the government used a GrayKey extraction to argue that relevant data could be obtained without the passcode.

These cases show that forensic tools are used in investigations; they do not establish a universal capability. The extraction, what it recovered, and the conclusions drawn from it may still be disputed. To assess a claim about a particular phone, the relevant details include the device model, iOS version, tool and tool version, extraction scope, and how the evidence was handled.

Why the phone’s state, model and settings matter

There is no single “locked iPhone” condition. The following factors can change what an examiner can attempt and what data may be available:

  • Before first unlock versus after first unlock: A phone that has not been unlocked since it was last restarted is in a different security state from one that has been unlocked at least once and then relocked. Cellebrite specifically describes some after-first-unlock access; that claim should not be read as applying to every device or iOS version.
  • Model and iOS version: A capability demonstrated on one model or software version does not establish the same result on another. The available information does not provide a complete device-by-device compatibility list or an independent success rate.
  • Lockdown Mode: This setting can matter. In a case reported by the Associated Press on February 12, 2026, the FBI’s Computer Analysis Response Team said it could not extract data from a seized iPhone because Lockdown Mode was enabled. The quoted sentence from a government filing was: “Because the iPhone was in Lockdown mode, CART could not extract that device.” That is a documented result for one device and examination, not proof that every tool or future method will fail.
  • Extraction depth: Recovering some records is not the same as obtaining a full file-system image. A claim that a tool “accessed” a phone should be read alongside what data was actually extracted.
  • Legal authority and evidence handling: Cellebrite describes its Advanced Services as restricted to law enforcement with legal authority. Whether a particular search was legally authorized is distinct from whether a tool worked; the reliability and interpretation of forensic evidence can also be contested in court.

Can Apple give police iCloud data?

Requests for data associated with an Apple account are a separate route from trying to bypass an iPhone’s lock screen. Apple says it responds to valid legal process and publishes law-enforcement guidelines and transparency reports. It also says: “We have also never allowed any government direct access to Apple servers. And we never will.” A request for account data should not be confused with a standing government backdoor or a forensic extraction from the handset.

How strong is the evidence about police iPhone access?

The evidence supports a conditional conclusion, not a blanket claim. Vendor materials describe capabilities; procurement documents describe what an agency is buying; court records and filings can document what happened in particular cases. None of those alone establishes that police can access every current iPhone.

Cellebrite’s 2025 industry survey reported that nearly two-thirds of the devices its respondents encountered were locked, and that 52% said encrypted apps complicated digital examinations. These are vendor survey results, not independent estimates of the share of all devices that are locked or of police success rates. No independent, general success-rate statistic for unlocking locked iPhones is established here.

What to look for when evaluating a claim about an extraction

  • The exact iPhone model and iOS version, rather than “an iPhone” in general.
  • Whether the phone had been unlocked since its last restart and whether Lockdown Mode was enabled.
  • The forensic tool and version used, and whether the claimed capability comes from a vendor, a procurement document, or a court record.
  • What was actually recovered: limited records, user data, or a broader file-system extraction.
  • How the examiner preserved and documented the data, and whether the tool’s output or the conclusions drawn from it were challenged.
