Micron’s latest outlook is that memory and storage supply-demand conditions will be much tighter in fiscal 2027 and fiscal 2028 than in fiscal 2026. CEO Sanjay Mehrotra was also reported by Tom’s Hardware as saying that, in calendar 2027 and 2028, “we see demand exceeding supply.” That is Micron’s company forecast—not proof that every type of DRAM will be scarce for every buyer until a particular day in 2028.
The timing matters: Micron’s fiscal 2026 ended September 3, 2026, while the company’s latest results were released September 30, 2026. Fiscal years and calendar years should not be treated as interchangeable.
What Micron actually forecast
Micron’s September 30, 2026 earnings update described supply-demand conditions for memory and storage as considerably tighter in fiscal 2027 and fiscal 2028 than they were in fiscal 2026. The company did not publish a market-wide number for the size of a DRAM shortfall in the material available for this outlook.
Micron reported $54.23 billion in fiscal fourth-quarter 2026 revenue and $133.19 billion for fiscal 2026. Those figures show the scale and strength of the business, but revenue is not a count of DRAM bits available to consumers and does not establish a specific retail-price trend.

The company’s earlier prepared remarks said DRAM and NAND conditions would remain tight beyond calendar 2026. The Q4 outlook is the newer statement and uses a stronger comparison with fiscal 2026.
Why is DRAM supply tight?
Cleanroom capacity takes years to add
Micron cites limits on cleanroom space and the long construction lead times for semiconductor facilities. A fab is not simply a warehouse that can be filled when demand rises: buildings, process equipment, qualification work and yield improvement all have to arrive before new output becomes dependable.
HBM uses more manufacturing resources
High-bandwidth memory (HBM), used alongside advanced AI accelerators, has a higher “trade ratio” than conventional memory. In practical terms, allocating wafer and packaging capacity to HBM can produce fewer equivalent bits of ordinary DRAM capacity. HBM is therefore important to the supply mix even when the total number of DRAM products made by the industry is not publicly quantified.
Technology migrations produce fewer bit gains
Micron also points to smaller bit gains from moving to newer technology nodes. Historically, a process transition could increase the number of bits produced from a given wafer area. When that improvement slows, demand growth is harder to meet without additional cleanroom and equipment capacity.

Why is AI affecting memory supply?
AI systems require unusually high memory bandwidth and large memory capacity. Micron says those requirements are changing product mix and manufacturing decisions, particularly through HBM demand. However, AI is not the only demand source identified by the company: it also says traditional server demand is constrained by inadequate DRAM and NAND supply.
The available company statements do not quantify AI’s share of total DRAM demand. It is therefore accurate to say that AI is intensifying competition for certain memory products and capacity, not that AI alone explains the entire DRAM outlook.
What new capacity is Micron adding?
In a February 2026 SEC filing, Micron said it planned to begin construction of a second Idaho fab during 2026 and expected the facility to be operational by the end of 2028.
- Planned start: construction was expected to begin in 2026.
- Planned milestone: operational by the end of 2028.
- What is not established: the filing does not specify how much output the fab will add or guarantee that the broader market will be balanced when it opens.
A fab’s planned operational date is not the same as full production at target yields. Qualification and ramp-up can affect when useful commercial output reaches customers.

How long will the RAM shortage last?
Using Micron’s wording, the defensible answer is: the company expects tighter conditions in fiscal 2027 and fiscal 2028 than in fiscal 2026. Mehrotra’s separately reported statement extends the demand-over-supply expectation to calendar 2027 and 2028.
That does not establish a single end date for a “RAM shortage.” DRAM includes several categories—such as PC memory, graphics memory, server DDR5 and HBM—with different demand, qualification and capacity requirements. A customer may find one category constrained while another is available.
Will RAM prices fall in 2028?
These statements do not forecast consumer RAM prices. They provide a supply-demand direction from one major manufacturer, not an independently measured industry price model. Retail prices will also depend on product type, inventory, contracts, competition, exchange rates and the timing of capacity ramps.
Micron’s Q4 release highlighted high-capacity DDR5 server modules and SSD products, demonstrating the breadth of its memory and storage portfolio. That product range should not be read as advice for consumers to buy RAM immediately or as evidence of a guaranteed 2028 price outcome.

What this means for PC and server buyers
For buyers, the practical implication is uncertainty rather than a guaranteed price direction. Server operators and system builders should distinguish the exact memory standard and capacity they need, because HBM, server DDR5 and consumer DIMMs do not draw on identical products or supply channels. A general headline about DRAM should not be used to infer availability for one specific module.
Micron’s forecast is useful as a signal from a major supplier about expected operating conditions. It is not, by itself, a complete market forecast, a promise of universal shortages, or a reason to assume that purchasing today will be cheaper or more expensive than purchasing in 2028.
