Before choosing a cloud platform, establish the target architecture, full cost model, security controls, operating responsibilities, performance baseline, and a tested cutover and rollback plan. Treat the project as a change to how the warehouse is run—not just a transfer of data.
1. Establish why the organization should migrate
Define the business outcome before choosing a provider or migration method. Common drivers include the need for additional capacity, faster delivery of analytics, access to new capabilities, or a different cost structure. Translate the driver into measurable requirements—for example, workloads that must be supported, response times that matter to users, or operational constraints the new platform must address.
Assess the current estate and organizational readiness together. AWS frames readiness across business, people, governance, platform, security, and operations; those categories are useful prompts for identifying gaps such as unclear ownership, limited cloud skills, or missing controls. Build a business case and total cost of ownership (TCO) analysis that includes migration and ongoing operating costs, rather than comparing cloud spend only with the current hardware bill. 2. Discover the workloads, data, and dependencies
Inventory the warehouse by business use case, not just by server or database. For each use case, identify the datasets, tables, schemas, data types, ETL or ELT jobs, queries, stored procedures, and consuming applications it depends on. Include BI and SAS applications, upstream source systems, downstream reports and services, siloed data, and systems inherited through acquisitions. A warehouse can appear technically isolated while supporting processes that are not obvious from its database inventory.

Use the discovery to agree what is in scope, what can be retired, and what must remain on-premises because of technical, legal, or business constraints. 3. Choose a migration strategy and target architecture
“Move to the cloud” can mean anything from relocating an existing implementation to redesigning it around cloud-native capabilities. Select a strategy workload by workload; the best fit depends on business value, compatibility, constraints, and how much change the organization can manage at once.

| Repurchase | Replace the existing solution with a different product or service. |
| Replatform | Make selected changes to use managed services or operate more efficiently. |
| Refactor | Redesign the architecture to use cloud-native capabilities; this generally involves more change than rehosting or replatforming. |

Do not assume every workload should use the same approach. Rehosting may reduce the amount of change during an initial move, while refactoring may offer a better fit for a modernization goal but adds design, implementation, and testing work. If changing the architecture during migration would raise delivery or continuity risk, move in stages and optimize after the target has been validated. AWS Migration Lens presents assess, mobilize, and migrate/modernize as phases, with six pillars—operational excellence, security, reliability, performance efficiency, cost optimization, and sustainability. 4. Model cost and establish a performance baseline
Cloud costs follow a different pattern from owned hardware, licenses, and periodic capacity purchases. Estimate expected usage and the full operating cost of each candidate design, including compute, storage, data transfer, licensing changes, migration work, and ongoing operations. Compare that estimate with the current estate and the organization’s actual service requirements; a cloud move does not, by itself, establish that costs will fall.
Before migration, benchmark representative source workloads and record the conditions under which they run. Set target requirements for query response, pipeline execution, concurrency, and other business-critical measures, then use comparable workloads and conditions to evaluate the destination. Include cost alongside performance: faster results may have a different operating cost, and the relevant choice depends on the organization’s needs. 5. Design security, privacy, governance, and compliance controls
Classify data and identify legal, regulatory, residency, retention, and access obligations before designing the target. For each requirement, determine how the target environment will enforce it: plan identity and role-based access, encryption, network controls for data transfer, logging, and operational policies. Establish which responsibilities belong to the cloud provider and which remain with the organization; hosting infrastructure in the cloud does not transfer responsibility for securing the organization’s workloads and data.
Use these requirements to guide architecture and migration scope. Some workloads or tables may need to remain on-premises if technical or compliance constraints make a move inappropriate. Decide who will operate the warehouse, pipelines, and surrounding services after cutover, and how access, support, incident response, and routine maintenance will work. Identify the skills the team needs, including provider-specific training, and clarify handoffs among data engineering, security, platform operations, and business owners.

Prepare the foundation before scaling workload moves: identity, network, account or project structure, governance, security controls, observability, and operational ownership. These are prerequisites for a manageable service, not administrative details to postpone until after migration. AWS describes mobilization as a phase for building a scalable foundation and operational capability; Google Cloud and Microsoft also include identity, networking, governance, and environment preparation in their planning guidance. Set acceptance criteria before execution, so the organization knows what evidence is required to approve the target. Validate functional behavior, data quality, query performance, security, and cost against the requirements and source baseline. Reconcile migrated data and test representative workloads, integrations, and business processes—not just whether the data has arrived.
Plan the cutover window, communications, monitoring, and rollback path. Keep the source environment available until the destination has passed validation and business owners have approved it; then decommission the old environment and remove its resources and subscriptions. Microsoft’s guidance calls for validating functional, performance, security, and cost requirements against a pre-migration baseline, while AWS Migration Lens emphasizes monitoring and rollback planning. How to compare candidate platforms or approaches
If more than one target platform or migration approach is under consideration, compare them using the same representative workload and acceptance criteria. Avoid deciding from feature lists or a single demonstration; evaluate the trade-offs that affect this warehouse and the organization that will run it.
