Microsoft’s SymCrypt library gained several post-quantum cryptographic algorithms in stages beginning in 2024. That makes SymCrypt an important foundation for post-quantum cryptography (PQC), but a library-level addition is not the same as immediate support in every Windows or Linux application, TLS connection, or certificate workflow. Later Windows and .NET API availability was announced separately.
What Microsoft changed in SymCrypt
SymCrypt is Microsoft’s core cryptographic library, used across products including Windows and Azure Linux. Microsoft’s public repository says it has been Windows’ primary cryptographic library for all algorithms since Windows 10 version 1703. That makes a new algorithm in SymCrypt an important building block: higher-level software may be able to use it through the appropriate interface. It does not, by itself, establish that every application can call the algorithm or that a protocol such as TLS has adopted it.
Microsoft announced the initial addition on September 9, 2024, saying an update published the previous week had brought ML-KEM and XMSS to SymCrypt. The post described ML-DSA and SLH-DSA as planned additions, then added a December 2024 update reporting that LMS and ML-DSA had been added. This is a library rollout history, not evidence that each algorithm became available to all products or workflows at the same time.
What the algorithms do
The algorithms address different cryptographic jobs. ML-KEM establishes a shared secret; the signature algorithms support signing and authentication. The table distinguishes their purpose and, for signatures, whether they require state management.

ML-KEM parameter choices
NIST’s 2024 FIPS 203 specifies three ML-KEM parameter sets. They are ordered from lower to higher security strength, with performance decreasing as security strength increases:
- ML-KEM-512
- ML-KEM-768
- ML-KEM-1024
FIPS 203’s publication page, as of its November 17, 2025 note, identifies an issue for correction in a future revision. Implementers should consult the current NIST publication and its errata rather than treat the original text as unchangeable.

Why state matters for XMSS and LMS
With a stateful signature scheme, the signer must track its state correctly. Microsoft’s announcement, reflecting NIST SP 800-208, cautions that these schemes are suited to limited uses—such as firmware signing—rather than general-purpose deployment. They should not be treated as interchangeable with stateless signature algorithms just because both produce digital signatures.
Availability changed by platform and date
Microsoft’s announcements describe availability at different layers and points in time. The distinctions matter: a library, a preview integration, a generally available API, and support in an application or protocol are not equivalent.

For a developer, the practical question is therefore not only “Is the algorithm in SymCrypt?” but also “Which API or provider exposes it in my target environment, and does the software or protocol I need actually use that interface?” The platform announcements identify availability at the API level, but do not establish support for every certificate format, TLS deployment, or application.
What this means for TLS and application readiness
In its 2024 announcement, Microsoft said it was working with the IETF on hybrid and pure PQC key exchange and authentication for TLS and other protocols. That describes standardization work at the time; it is not proof that those protocol modes shipped with the original SymCrypt additions. Protocol negotiation, certificate handling, application integration, and interoperability require work above the cryptographic primitive itself.

Accordingly, organizations assessing readiness should check the exact operating-system or .NET API, provider, application, and protocol version they intend to deploy. Confirm which algorithm and parameter set are supported in that specific path, and test interoperability and operational behavior before relying on it. For stateful signing, include state protection and recovery in the deployment design; the scheme’s cryptographic availability alone does not solve those operational requirements.

Adding standardized PQC algorithms to a foundational library is a meaningful enabling step. It gives Microsoft platforms a lower-level cryptographic foundation from which APIs and product integrations can be offered. As Microsoft announcement author Aabha Thipsay put it: “Adding post-quantum algorithm support to the underlying crypto engine is the first step towards a quantum safe world.”

The phrase “first step” is important. SymCrypt’s architectural role and the later API announcements show progress across layers, but they do not establish universal algorithm coverage, migration completion, or automatic protection for existing applications and network connections. Adoption depends on the interfaces and workflows a particular product actually supports.
