There isn’t a reliable, evidence-backed way to name the seven features in the headline or say which three are worth keeping: the headline doesn’t identify them, the Windows version or device, or the reasons for the author’s choices. What can be answered is how Windows uses “off by default” and how to evaluate an individual feature before enabling it.

“Off by default” can mean different things in Windows 11

It does not always mean Microsoft shipped a universal switch in the off position. An item might be an optional component that is not installed, a user setting that needs opt-in, or a feature whose rollout is controlled on a managed device. Those distinctions affect how you find it, who can enable it, and what the choice means.

  • Not installed: Some Windows components are Features on Demand. You add them when needed through Settings; they are not necessarily consumer features waiting to be toggled on. Microsoft documents the process under Add, remove, or hide Windows features.
  • Opt-in setting: Some experiences require the user to choose to enable them. Recall snapshot saving, for example, requires opt-in and is limited to eligible Copilot+ PCs.
  • Managed or staged rollout: Some features introduced in monthly cumulative updates may be held off temporarily on managed devices. Their availability can depend on the update, administrator policy, or a later annual feature update, rather than a personal preference. Microsoft explains this in its documentation on Enterprise feature control in Windows 11.

Microsoft’s explanation of enterprise controls describes why some features may be held back or require administrator action; it does not establish that seven features are universally disabled on consumer PCs.

What the documented examples do—and what they don’t tell you

Recall: an opt-in experience for eligible Copilot+ PCs

Recall can save snapshots to help you find and revisit activity. Saving snapshots requires user opt-in, and Recall requires Windows Hello authentication. Microsoft says snapshots and contextual information are stored encrypted on the local hard drive. It is not a feature available on every Windows 11 computer. Check Microsoft’s current Recall requirements, controls, and removal details before deciding whether its functionality suits your needs.

Optional features: components you choose to install

Windows manages Optional features in Settings, but the exact path and labels can differ by Windows version and cumulative update. Microsoft’s current instructions use Settings > System > Optional features and note that navigation can vary. An optional component’s being absent is not the same as a general-purpose feature being switched off.

Windows Backup: a separate account-linked choice

Windows Backup can back up selected settings across devices signed in with your Microsoft account when you enable it. It is a distinct choice from installing an optional Windows component. Microsoft lists what can be backed up in its Windows Backup Settings Catalog.

Device usage settings: preferences for tailored recommendations

Device usage choices shape the tips, suggestions, and recommendations Windows tailors to you. Microsoft says you can change those choices later in Settings. Consider whether those recommendations are useful to you before selecting usage categories; the setting is not evidence of a universal feature being disabled across all PCs. How to decide whether to enable a feature

Evaluate each named feature on the Windows build and device you actually use. A personal decision to keep a setting on is not a universal recommendation, and a setting’s presence does not establish that every device supports it.

  1. Identify the feature precisely. Record its full name, the Windows version and build, edition, and device model. This prevents confusing an optional install with a setting or a managed rollout control.
  2. Confirm eligibility and control. Check whether the feature requires specific hardware, an account, an administrator, or an optional component. Use the feature’s current Microsoft documentation and the Settings path for your build.
  3. Understand what enabling it does. Look for what information it uses or stores, where it is stored, whether authentication is required, and whether the feature sends information beyond the device. Do not assume all Windows features have the same privacy or security model.
  4. Weigh practical benefit against cost. Ask whether you will use the capability and check for any documented storage, performance, or other resource requirements. If the source does not state a cost, do not assume one.
  5. Try it only if the benefit is clear, then reassess. Note the setting you changed and how to reverse it. Where a feature is controlled by your organization, consult its administrator rather than trying to override policy.

Why the headline’s three-on, four-off split cannot be reproduced here

The title does not name the seven features, the author’s Windows build, edition or device, or the criteria behind the three kept on and four turned back off. The Microsoft documentation cited here verifies several Windows mechanisms and examples, but it does not establish that these were the author’s seven test cases or reproduce a hands-on test. Without those details, naming the seven or presenting a three-versus-four verdict would risk attributing choices and results that are not established.

For background on Windows services and connected experiences, Microsoft distinguishes essential services from other connected experiences in its Windows services guidance. Do not treat essential services as ordinary switches that can freely be turned off.
